A letter report issued by the Government Accountability Office with an abstract that begins "In 1990, Congress established an investor visa category, referred to as EB-5, whereby immigrants are granted conditional residence and after 2 years, permanent residence status in the United States if they invest in a commercial enterprise that will benefit the U.S. economy and create at least 10 full-time jobs. The Basic Pilot Program Extension and Expansion Act of 2003 (P.L. 108-156) mandates that GAO provide certain information regarding the EB-5 employment category. In response to the mandate, this report provides information on immigrant participation, including the number of participants, their countries of origin, and the number who sought U.S. citizenship. Also, this report includes information about the types of business established and where they were established."

Social Security Statements: Social Security Administration Should Better Evaluate Whether Workers Understand Their Statements

A letter report issued by the Government Accountability Office with an abstract that begins "The Social Security Statement is the federal government's main document for communicating with more than 140 million workers about their Social Security benefits. By law, the statement must show an individual's annual earnings, payments into Social Security and Medicare, and projected benefits. The Social Security Administration also uses the statement to explain the various types of Social Security benefits and to encourage greater financial planning for retirement. GAO conducted a review to examine (1) how well recipients understand the current statement, (2) how the Social Security Administration is evaluating the statement's understandability, and (3) the promising practices used by private sector companies and other industrial countries. GAO's information was obtained from its national survey and focus groups of statement recipients, a firm that evaluates benefit statements, officials from three other countries (Canada, Sweden, and the United Kingdom), and other experts from the private sector."

Statistical validation of engineering and scientific models : bounds, calibration, and extrapolation.

Numerical models of complex phenomena often contain approximations due to our inability to fully model the underlying physics, the excessive computational resources required to fully resolve the physics, the need to calibrate constitutive models, or in some cases, our ability to only bound behavior. Here we illustrate the relationship between approximation, calibration, extrapolation, and model validation through a series of examples that use the linear transient convective/dispersion equation to represent the nonlinear behavior of Burgers equation. While the use of these models represents a simplification relative to the types of systems we normally address in engineering and science, the present examples do support the tutorial nature of this document without obscuring the basic issues presented with unnecessarily complex models.

An aluminum resist substrate for microfabrication by LIGA.

Resist substrates used in the LIGA process must provide high initial bond strength between the substrate and resist, little degradation of the bond strength during x-ray exposure, acceptable undercut rates during development, and a surface enabling good electrodeposition of metals. Additionally, they should produce little fluorescence radiation and give small secondary doses in bright regions of the resist at the substrate interface. To develop a new substrate satisfying all these requirements, we have investigated secondary resist doses due to electrons and fluorescence, resist adhesion before exposure, loss of fine features during extended development, and the nucleation and adhesion of electrodeposits for various substrate materials. The result of these studies is a new anodized aluminum substrate and accompanying methods for resist bonding and electrodeposition. We demonstrate successful use of this substrate through all process steps and establish its capabilities via the fabrication of isolated resist features down to 6 {micro}m, feature aspect ratios up to 280 and electroformed nickel structures at heights of 190 to 1400 {micro}m. The minimum mask absorber thickness required for this new substrate ranges from 7 to 15 {micro}m depending on the resist thickness.

The objectives of the program during the past year was to complete Technical Objectives 2 and 3 and initiate Technical Objective 4 are described. To assist the Department of Energy in the development of a low cost, reliable and high performance air compressor/expander. Technical Objective 1: Perform a turbocompressor systems PEM fuel cell trade study to determine the enhanced turbocompressor approach. Technical Objective 2: Using the results from technical objective 1, an enhanced turbocompressor will be fabricated. The design may be modified to match the flow requirements of a selected fuel cell system developer. Technical Objective 3: Design a cost and performance enhanced compact motor and motor controller. Technical Objective 4: Turbocompressor/motor controller development.

Laboratory Directed Research and Development Program FY 2004 Annual Report

The Oak Ridge National Laboratory (ORNL) Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) in March of each year. The program operates under the authority of DOE Order 413.2A, 'Laboratory Directed Research and Development' (January 8, 2001), which establishes DOE's requirements for the program while providing the Laboratory Director broad flexibility for program implementation. LDRD funds are obtained through a charge to all Laboratory programs. This report describes all ORNL LDRD research activities supported during FY 2004 and includes final reports for completed projects and shorter progress reports for projects that were active, but not completed, during this period. The FY 2004 ORNL LDRD Self-Assessment (ORNL/PPA-2005/2) provides financial data about the FY 2004 projects and an internal evaluation of the program's management process. ORNL is a DOE multiprogram science, technology, and energy laboratory with distinctive capabilities in materials science and engineering, neutron science and technology, energy production and end-use technologies, biological and environmental science, and scientific computing. With these capabilities ORNL conducts basic and applied research and development (R&D) to support DOE's overarching national security mission, which encompasses science, energy resources, environmental quality, and national nuclear security. Dynamic compaction of tungsten carbide powder.

The shock compaction behavior of a tungsten carbide powder was investigated using a new experimental design for gas-gun experiments. This design allows the Hugoniot properties to be measured with reasonably good accuracy despite the inherent difficulties involved with distended powders. The experiments also provide the first reshock state for the compacted powder. Experiments were conducted at impact velocities of 245, 500, and 711 m/s. A steady shock wave was observed for some of the sample thicknesses, but the remainder were attenuated due to release from the back of the impactor or the edge of the sample. The shock velocity for the powder was found to be quite low, and the propagating shock waves were seen to be very dispersive. The Hugoniot density for the 711 m/s experiment was close to ambient crystal density for tungsten carbide, indicating nearly complete compaction. When compared with quasi-static compaction results for the same material, the dynamic compaction data is seen to be significantly stiffer for the regime over which they overlap. Based on these initial results, recommendations are made for improving the experimental technique and for future work to improve our understanding of powder compaction.

Emphasis/Nevada STDEM : user's guide : version 1.0.

STDEM is the structured mesh time-domain electromagnetic and plasma physics component of Emphasis/Nevada. This report provides a guide on using STDEM. Emphasis, the electromagnetic physics analysis system, is a suite of codes for the simulation of electromagnetic and plasma physics phenomena. The time-dependent components of Emphasis have been implemented using the Nevada framework [1]. The notation Emphasis/Nevada is used to highlight this relationship and/or distinguish the time-dependent components of Emphasis. In theory the underlying framework should have little influence on the user's interaction with the application. In practice the framework tends to be more invasive as it provides key services such as input parsing and defines fundamental concepts and terminology. While the framework offers many technological advancements from a software development point of view, from a user's perspective the key benefits of the underlying framework are the common interface for all framework physics modules as well as the ability to perform coupled physics simulations. STDEM is the structured time-domain electromagnetic and plasma physics component of Emphasis/Nevada. STDEM provides for the full-wave solution to Maxwell's equations on multi-block three-dimensional structured grids using finite-difference time-domain (FDTD) algorithms. Conversion of the Bryan Mound geological site characterization reports to a three-dimensional model.

The Bryan Mound salt dome, located near Freeport, Texas, is home to one of four underground crude oil-storage facilities managed by the U. S. Department of Energy Strategic Petroleum Reserve (SPR) Program. Sandia National Laboratories, as the geotechnical advisor to the SPR, conducts site-characterization investigations and other longer-term geotechnical and engineering studies in support of the program. This report describes the conversion of two-dimensional geologic interpretations of the Bryan Mound site into three-dimensional geologic models. The new models include the geometry of the salt dome, the surrounding sedimentary units, mapped faults, and the 20 oil-storage caverns at the site. This work provides an internally consistent geologic model of the Bryan Mound site that can be used in support of future work.

Final LDRD report : design and fabrication of advanced device structures for ultra high efficiency solid state lighting.

The goal of this one year LDRD was to improve the overall efficiency of InGaN LEDs by improving the extraction of light from the semiconductor chip. InGaN LEDs are currently the most promising technology for producing high efficiency blue and green semiconductor light emitters. Improving the efficiency of InGaN LEDs will enable a more rapid adoption of semiconductor based lighting. In this LDRD, we proposed to develop photonic structures to improve light extraction from nitride-based light emitting diodes (LEDs). While many advanced device geometries were considered for this work, we focused on the use of a photonic crystal for improved light extraction. Although resonant cavity LEDs and other advanced structures certainly have the potential to improve light extraction, the photonic crystal approach showed the most promise in the early stages of this short program. The photonic crystal (PX)-LED developed here incorporates a two dimensional photonic crystal, or photonic lattice, into a nitride-based LED. The dimensions of the photonic crystal are selected such that there are very few or no optical modes in the plane of the LED ('lateral' modes). Measurement of the azimuthal angle distribution of leptons from W boson decays as a function of the W transverse momentum in p anti-p collisions at s**(1/2) = 1.8-TeV

We present the first measurement of the A{sub 2} and A{sub 3} angular coefficients of the W boson produced in proton-antiproton collisions. We study W {yields} ev{sub e} and W {yields} {mu}{nu}{sub {mu}} candidate events produced in association with at least one jet at CDF, during Run Ia and Run Ib of the Tevatron at {radical}s = 1.8 TeV. The corresponding integrated luminosity was 110 pb{sup -1}. The jet balances the transverse momentum of the W and introduces QCD effects in W boson production. The extraction of the angular coefficients is achieved through the direct measurement of the azimuthal angle of the charged lepton in the Collins-Soper rest-frame of the W boson. The angular coefficients are measured as a function of the transverse momentum of the W boson. The electron, muon, and combined results are in good agreement with the Standard Model prediction, up to order {alpha}{sub s}{sup 2} in QCD.

K0(s) and Lambda0 production studies in p anti-p collisions at s**(1/2) = 1800 and 630-GeV

The authors present a study of the production of K{sub s}{sup 0} and {Lambda}{sup 0} in inelastic p{bar p} collisions at {radical}s = 1800 and 630 GeV using data collected by the CDF experiment at the Fermilab Tevatron. Analyses of K{sub s}{sup 0} and {Lambda}{sup 0} multiplicity and transverse momentum distributions, as well as of the dependencies of the average number and (p{sub T}) of K{sub s}{sup 0} and {Lambda}{sup 0} on charged particle multiplicity are reported. Systematic comparisons are performed for the full sample of inelastic collisions, and for the low and high momentum transfer subsamples, at the two energies. The p{sub T} distributions extend above 8 GeV/c, showing a (p{sub T}) higher than previous measurements. The dependence of the mean K{sub s}{sup 0}({Lambda}{sup 0}) p{sub T} on the charged particle multiplicity for the three samples shows a behavior analogous to that of charged primary tracks.

Coast Guard Deepwater Program: Background and Issues for Congress

This report discusses the Deepwater program, which is a 20- to 25-year acquisition effort to replace or modernize 93 aging Coast Guard ships and 207 aging Coast Guard aircraft. The program’s estimated total acquisition cost is $19 billion to $24 billion. On March 25, 2005 the Coast Guard submitted to Congress a revised implementation plan for the program that alters the planned capabilities and numbers of Deepwater assets and the schedule for acquiring or modernizing them. Some Members of Congress have criticized the revised implementation plan. The Coast Guard’s proposed FY2006 budget requests $966 million for the program.

Design a high-q optical cavity for the project of laser notching h- beam at 38.5 mhz

Ray matrix formalism is used to represent a two-mirror resonator with a thermal lens in the middle. By tracking a ray vector, which starts from the place where the laser and H{sup -} beams intercept, through the optical cavity, the cavity property can be analyzed. The cavity design can be optimized in such a way that at the interception, the spacious jitter of the laser beam caused by the cavity misalignment is the minimum.
