1/6TH SCALE STRIP EFFLUENT FEED TANK-MIXING RESULTS USING MCU SOLVENT

The purpose of this task was to determine if mixing was an issue for the entrainment and dispersion of the Modular Caustic Side Solvent Extraction (CSSX) Unit (MCU) solvent in the Defense Waste Processing Facility (DWPF) Strip Effluent Feed Tank (SEFT). The MCU strip effluent stream containing the Cs removed during salt processing will be transferred to the DWPF for immobilization in HLW glass. In lab-scale DWPF chemical process cell testing, mixing of the solvent in the dilute nitric acid solution proved problematic, and the Savannah River National Laboratory (SRNL) was requested to perform scaled SEFT mixing tests to evaluate whether the problem was symptomatic of the lab-scale set-up or of the solvent. The solvent levels tested were 228 and 235 ppm, which represented levels near the estimated DWPF solvent limit of 239 ppm in 0.001M HNO{sub 3} solution. The 239 ppm limit was calculated by Norato in X-CLC-S-00141. The general approach for the mixing investigation was to: (1) Investigate the use of fluorescent dyes to aid in observing the mixing behavior. Evaluate and compare the physical properties of the fluorescent dyed MCU solvents to the baseline Oak Ridge CSSX solvent. Based on the data, use the dyed MCU solvent …

8 GeV beam line optics optimization for the rapid antiproton transfers at Fermilab

Tevatron Run-II upgrade requires a significant increase of the efficiency and speed of the antiproton transfers from the Accumulator to the Recycler. The goal for the total transfer time is challenging a reduction from 1 hour down to a few minutes. Here we discuss the beam line optics aspects of this project. Results of lattice measurements and optimization are analyzed in terms of transport efficiency and stability.

10 kW SOFC POWER SYSTEM COMMERCIALIZATION

The program is organized into three developmental periods. In Phase 1 the team will develop and demonstrate a proof-of-concept prototype design and develop a manufacturing plan to substantiate potential producibility at a target cost level of $800/kW factory manufacturing cost. Phase 2 will further develop the design and reduce the manufacturing cost to a level of $600 kW. Depending on an assessment of the maturity of the technology at the end of Phase 1, Phase 2 may be structured and supplemented to provide a limited production capability. Finally, in Phase 3, a full Value Package Introduction (VPI) Program will be integrated into the SECA program to develop a mass-producible design at a factory cost of $400/kW with full cross-functional support for unrestricted commercial sales. The path to market for new technology products in the Cummins system involves two processes. The first is called Product Preceding Technology, or PPT. The PPT process provides a methodology for exploring potentially attractive technologies and developing them to the point that they can be reliably scheduled into a new product development program with a manageable risk to the product introduction schedule or product quality. 10 kW SOFC Power System Commercialization

Cummins Power Generation (CPG) as the prime contractor and SOFCo-EFS Holdings LLC (SOFCo), as their subcontractor, teamed under the Solid-state Energy Conversion Alliance (SECA) program to develop 3-10kW solid oxide fuel cell systems for use in recreational vehicles, commercial work trucks and stand-by telecommunications applications. The program goal is demonstration of power systems that meet commercial performance requirements and can be produced in volume at a cost of $400/kW. This report summarizes the team's activities during the seventh six-month period (July-December 2005) of the four-year Phase I effort. While there has been significant progress in the development of the SOFC subsystems that can support meeting the program Phase 1 goals, the SOFCo ceramic stack technology has progressed significantly slower than plan and CPG consider it unlikely that the systemic problems encountered will be overcome in the near term. SOFCo has struggled with a series of problems associated with inconsistent manufacturing, inadequate cell performance, and the achievement of consistent, durable, low resistance inter-cell connections with reduced or no precious materials. 200-BP-1 Prototype Hanford Barrier Annual Monitoring Report for Fiscal Years 2005 Through 2007

A prototype Hanford barrier was deployed over the 216-B-57 Crib at the Hanford Site in 1994 to prevent percolation through the underlying waste and to minimize spreading of buried contaminants. This barrier is being monitored to evaluate physical and hydrologic performance at the field scale. This report summarizes data collected during the period FY 2005 through FY 2007. In FY 2007, monitoring of the prototype Hanford barrier focused on barrier stability, vegetative cover, evidence of plant and animal intrusion, and the main components of the water balance, including precipitation, runoff, storage, drainage, and deep percolation. Owing to a hiatus in funding in FY 2005 through 2006, data collected were limited to automated measurements of the water-balance components. For the reporting period (October 2004 through September 2007) precipitation amount and distribution were close to normal. The cumulative amount of water received from October 1994 through September 2007 was 3043.45 mm on the northern half of the barrier, which is the formerly irrigated treatment, and 2370.58 mm on the southern, non-irrigated treatments. Water storage continued to show a cyclic pattern, increasing in the winter and declining in the spring and summer to a lower limit of around 100 mm in response to …

Participants in the SECA 10 kW SOFC Power System Commercialization project include Cummins Power Generation (CPG), the power generation arm of Cummins, Inc., SOFCo-EFS Holdings, LLC (formerly McDermott Technology, Inc.), the fuel cell and fuel processing research and development arm of McDermott International Inc., M/A-COM, the Multi-Layer Ceramics (MLC) processing and manufacturing arm of Tyco Electronics, and Ceramatec, a materials technology development company. CPG functions in the role of prime contractor and system integrator. SOFCo-EFS is responsible for the design and development of the hot box assembly, including the SOFC stack(s), heat exchanger(s), manifolding, and fuel reformer. M/A-COM and SOFCo-EFS are jointly responsible for development of the MLC manufacturing processes, and Ceramatec provides technical support in materials development. In October 2002, McDermott announced its intention to cease operations at McDermott Technology, Inc. (MTI) as of December 31, 2002. This decision was precipitated by several factors, including the announced tentative settlement of the B&W Bankruptcy which would result in all of the equity of B&W being conveyed to a trust, thereby eliminating McDermott's interest in the company, and the desire to create a separate fuel cell entity to facilitate its commercial development. This report is a summary of the discussion sessions of the 12th Workshop on Crystalline Silicon Solar Cells and Processes. The theme of the workshop was"Fundamental R&D in c-Si: Enabling Progress in Solar-Electric Technology." This theme was chosen to reflect a concern that the current expansion in the PV energy production may redirect basic research efforts to production-oriented issues. The PV industry is installing added production capacity and new production lines that include the latest technologies. Once the technologies are selected, it is difficult to make changes. Consequently, a large expansion can stagnate the technologies and diminish interest in fundamental research. To prevent the fundamental R&D program from being overwhelmed by the desire to address immediate engineering issues, there is a need to establish topics of fundamental nature that can be pursued by the universities and the research institutions. Hence, one of the objectives of the workshop was to identify such areas for fundamental research.

The 2000 U. S. Department of Energy (DOE) Environmental Management (EM) Waste and Materials Disposition “Transportation Challenges” report is provided as an update to or status report on the transportation “barriers” analysis conducted in October 1999 and published in November 1999 as the National Transportation Program (NTP) Transportation Challenges “Problems Tied to Disposition Pathways.” Much of the programmatic information concerning the “barriers” or, more accurately, “issues,” has not changed since the first publication; however, efforts to resolve the issues have progressed to varying degrees over the last year. This report provides a current status of efforts to eliminate or mitigate the issues, and includes new issues identified since the original analyses were conducted. Resolving these issues will increase the probability of successful waste and materials disposition and decrease the likelihood of delays due to inadequate transportation resources or infrastructure. The issues addressed in this report generally affect more than one site and more than one waste or material stream.

2005 Habitat Evaluation Procedure (HEP) Report for the Calispell Creek Project

On July 13, 2004, the Habitat Evaluation Procedure (HEP) was used to determine baseline habitat suitability on the Calispell Creek property, an acquisition completed by the Kalispel Tribe of Indians in February 2004. Evaluation species and appropriate models include Canada goose, mallard, muskrat, yellow warbler, and white-tailed deer. Habitat Suitability Index (HSI) values were visually estimated and agreed upon by all HEP team members. The Calispell Creek Project provides a total of 138.17 Habitat Units (HUs) for the species evaluated. Emergent wetland habitat provides 5.16 HUs for mallard and muskrat. Grassland provides 132.02 HUs for mallard and Canada goose. Scrub-shrub vegetation provides 0.99 HUs for yellow warbler and white-tailed deer. The objective of using HEP at the Calispell Creek Project and other protected properties is to document the quality and quantity of available habitat for selected wildlife species. In this way, HEP provides information on the relative value of the same area at future points in time so that the effect of management activities on wildlife habitat can be quantified. When combined with other tools, the baseline HEP will be used to determine the most effective on-site management, restoration, and enhancement actions to increase habitat suitability for targeted species. 2006 Data Report: Groundwater Monitoring Program Area 5 Radioactive Waste Management Site

This report is a compilation of the groundwater sampling results from the Area 5 Radioactive Waste Management Site (RWMS) for calendar year 2006. Pilot wells UE5PW-1, UE5PW-2, and UE5PW-3 were sampled in April and October 2006 for the following indicators of contamination: pH, specific conductance, total organic carbon, total organic halides, and tritium. Indicators of general water chemistry (cations and anions) were also monitored. Results from all samples collected in 2006 were within the limits established by agreement with the Nevada Division of Environmental Protection for each analyte. These data indicate that there has been no measurable impact to the uppermost aquifer from the Area 5 RWMS. There were no significant changes in measured groundwater parameters compared to previous years. Other information in the report includes an updated Cumulative Chronology for the Area 5 RWMS Groundwater Monitoring Program and a brief description of the site hydrogeology.

This Gordon Research Conference seeks to brings together chemists, physicists, materials scientists and biologists to address perhaps the outstanding technical problem of the 21st Century - the efficient, and ultimately economical, storage of energy from carbon-neutral sources. Such an advance would deliver a renewable, environmentally benign energy source for the future. A great technological challenge facing our global future is energy. The generation of energy, the security of its supply, and the environmental consequences of its use are among the world's foremost geopolitical concerns. Fossil fuels - coal, natural gas, and petroleum - supply approximately 90% of the energy consumed today by industrialized nations. An increase in energy supply is vitally needed to bring electric power to the 25% of the world's population that lacks it, to support the industrialization of developing nations, and to sustain economic growth in developed countries. On the geopolitical front, insuring an adequate energy supply is a major security issue for the world, and its importance will grow in proportion to the singular dependence on oil as a primary energy source. It is intended as one input among many that Congress will receive as it decides what its agenda will be for oversight and program review. We have framed the issues presented as illustrative questions for policymakers to consider as a supplement to their own efforts. The questions are drawn from GAO's issued work, our strategic plan prepared in consultation with the Congress, input from several inspectors general and the institutional knowledge of our staff. They cover discretionary spending, mandatory spending, including entitlements, as well as tax policies and programs. 3D optical sectioning with a new hyperspectral confocal fluorescence imaging system.

A novel hyperspectral fluorescence microscope for high-resolution 3D optical sectioning of cells and other structures has been designed, constructed, and used to investigate a number of different problems. We have significantly extended new multivariate curve resolution (MCR) data analysis methods to deconvolve the hyperspectral image data and to rapidly extract quantitative 3D concentration distribution maps of all emitting species. The imaging system has many advantages over current confocal imaging systems including simultaneous monitoring of numerous highly overlapped fluorophores, immunity to autofluorescence or impurity fluorescence, enhanced sensitivity, and dramatically improved accuracy, reliability, and dynamic range. Efficient data compression in the spectral dimension has allowed personal computers to perform quantitative analysis of hyperspectral images of large size without loss of image quality. We have also developed and tested software to perform analysis of time resolved hyperspectral images using trilinear multivariate analysis methods. The new imaging system is an enabling technology for numerous applications including (1) 3D composition mapping analysis of multicomponent processes occurring during host-pathogen interactions, (2) monitoring microfluidic processes, (3) imaging of molecular motors and (4) understanding photosynthetic processes in wild type and mutant Synechocystis cyanobacteria.

3rd Tech DeltaSphere-3000 Laser 3D Scene Digitizer infrared laser scanner hazard analysis.

A laser hazard analysis and safety assessment was performed for the 3rd Tech model DeltaSphere-3000{reg_sign} Laser 3D Scene Digitizer, infrared laser scanner model based on the 2000 version of the American National Standard Institute's Standard Z136.1, for the Safe Use of Lasers. The portable scanner system is used in the Robotic Manufacturing Science and Engineering Laboratory (RMSEL). This scanning system had been proposed to be a demonstrator for a new application. The manufacture lists the Nominal Ocular Hazard Distance (NOHD) as less than 2 meters. It was necessary that SNL validate this NOHD prior to its use as a demonstrator involving the general public. A formal laser hazard analysis is presented for the typical mode of operation for the current configuration as well as a possible modified mode and alternative configuration.
