10 kW SOFC POWER SYSTEM COMMERCIALIZATION

The program is organized into three developmental periods. In Phase 1 the team will develop and demonstrate a proof-of-concept prototype design and develop a manufacturing plan to substantiate potential producibility at a target cost level of $800/kW factory manufacturing cost. Phase 2 will further develop the design and reduce the manufacturing cost to a level of $600 kW. Depending on an assessment of the maturity of the technology at the end of Phase 1, Phase 2 may be structured and supplemented to provide a limited production capability. Finally, in Phase 3, a full Value Package Introduction (VPI) Program will be integrated into the SECA program to develop a mass-producible design at a factory cost of $400/kW with full cross-functional support for unrestricted commercial sales. The path to market for new technology products in the Cummins system involves two processes. The first is called Product Preceding Technology, or PPT. The PPT process provides a methodology for exploring potentially attractive technologies and developing them to the point that they can be reliably scheduled into a new product development program with a manageable risk to the product introduction schedule or product quality. This report presents the results of the 2003 Radiological Environmental Monitoring Program conducted in accordance with 10 CFR 72.44 for the Fort St. Vrain Independent Spent Fuel Storage Installation. A description of the facility and the monitoring program is provided. The results of monitoring the predominant radiation exposure pathway, direct radiation exposure, indicate the facility operation has not contributed to any increase in the estimated maximum potential dose commitment to the general public.

Anomalously high photocurrents in nanostructured electrodes : a new local microchip power source.

An increase in photocurrent has been observed at silicon electrodes coated with nanostructured porous silica films as compared to bare, unmodified silicon. Ultimately, to utilize this effect in devices such as sensors or microchip power supplies, the physical phenomena behind this observation need to be well characterized. To this end, Electrochemical Impedance Spectroscopy (EIS) was used to characterize the effect of surfactant-templated mesoporous silica films deposited onto silicon electrodes on the electrical properties of the electrode space-charge region in an aqueous electrolyte solution, as the electrical properties of this space-charge region are responsible for the photobehavior of semiconductor devices. A significant shift in apparent flat-band potential was observed for electrodes modified with the silica film when compared to bare electrodes; the reliability of this data is suspect, however, due to contributions from surface states to the overall capacitance of the system. To assist in the interpretation of this EIS data, a series of measurements at Pt electrodes was performed with the hope of decoupling electrode and film contributions from the EIS spectra. Surprisingly, the frequency-dependent impedance data for Pt electrodes coated with a surfactant-templated film was nearly identical to that observed for bare Pt electrodes, indicating that the mesoporous film …

Applications of contaminant fate and bioaccumulation models in assessing ecological risks of chemicals: A case study for gasoline hydrocarbons

Mass balance models of chemical fate and transport can be applied in ecological risk assessments for quantitative estimation of concentrations in air, water, soil and sediment. These concentrations can, in turn, be used to estimate organism exposures and ultimately internal tissue concentrations that can be compared to mode-of-action-based critical body residues that correspond to toxic effects. From this comparison, risks to the exposed organism can be evaluated. To illustrate the practical utility of fate models in ecological risk assessments of commercial products, the EQC model and a simple screening level biouptake model including three organisms, (a bird, a mammal and a fish) is applied to gasoline. In this analysis, gasoline is divided into 24 components or ''blocks'' with similar environmental fate properties that are assumed to elicit ecotoxicity via a narcotic mode of action. Results demonstrate that differences in chemical properties and mode of entry into the environment lead to profound differences in the efficiency of transport from emission to target biota. We discuss the implications of these results and insights gained into the regional fate and ecological risks associated with gasoline. Applying INEEL Research and Technologies to Improve LLW Disposal

The low-level radioactive waste (LLW) disposal facility at the Idaho National Engineering and Environmental Laboratory (INEEL) is operated in compliance with United States Department of Energy (DOE) Order 435.1, “Radioactive Waste Management.” DOE Order 435.1 includes requirements to conduct a performance assessment and composite analysis (PA/CA) to project the potential doses that may be received by a member of the public as a result of releases that may occur from the facility and other surrounding sources. Although the PA/CA were deemed sufficient to justify issuing the Disposal Authorization for the disposal facility, the DOE Low-Level Waste Disposal Facilities Federal Review Group (LFRG) identified some assumptions that required additional confirmation. Thus, the Disposal Authorization was granted with some conditions that required resolution in order to maintain the capability to operate the LLW disposal facility. This paper summarizes INEEL research and technologies that contributed to successful resolution of all of the conditions imposed on the Disposal Authorization.

This report describes work done in FY2003 under Advanced and Exploratory Studies funding for Advanced Weapons Controllers. The contemporary requirements and envisioned missions for nuclear weapons are changing from the class of missions originally envisioned during development of the current stockpile. Technology available today in electronics, computing, and software provides capabilities not practical or even possible 20 years ago. This exploratory work looks at how Weapon Electrical Systems can be improved to accommodate new missions and new technologies while maintaining or improving existing standards in nuclear safety and reliability.

Assess Current and Potential Salmonid Production in Rattlesnake Creek Associated with Restoration Efforts; Underwood Conservation District, Annual Report 2001-2002.

The White Salmon River Watershed Enhancement Project (WSRWEP) began in 1993 through efforts of the Underwood Conservation District (UCD), local stakeholders and various agencies. Early accomplishments of the project included the formation of a multi-stakeholder watershed management committee (WMC) and technical advisory committee (TAC), completion of several baseline assessments, drafting of a watershed management plan, and beginning implementation of the plan. Since inception, the effort has utilized the support of various government/private grants, and local in-kind contributions to accomplish project goals. The WMC and its partners utilize a four-pronged approach for achieving watershed enhancement: on-ground restoration, extension of technical and financial assistance to cooperators, community and environmental education, and assessment/monitoring to develop strategies and track the success of ongoing work. Project activities are generally targeted to sub-basins and stream reaches within the White Salmon watershed that exhibit important water quality and fish/wildlife habitat problems. Such project prioritization is being conducted with the active input of both the White Salmon WMC and TAC. An important current phase of the WSRWEP targets detailed monitoring and assessment of the Rattlesnake Creek sub-basin, and is the focus of this report. Assess Current and Potential Salmonid Production in Rattlesnake Creek Associated with Restoration Efforts; Underwood Conservation District, Annual Report 2002-2003.

This project addresses existing habitat conditions, fish population status, and restoration priority sites within the Rattlesnake Creek watershed, a sub-basin of the White Salmon River. Our partners in this project are the United States Geological Service (USGS), and the Yakama Indian Nation (YIN). Underwood Conservation District (UCD) is involved in the project via accomplishment of water quality monitoring, sampling for stable isotopes, and characterization of the watershed geomorphology. These work items are part of an effort to characterize the stream and riparian habitat conditions in Rattlesnake Creek, to help guide habitat and fish restoration work. Water chemistry and temperature information is being collected both on Rattlesnake Creek, and on other tributaries and the main stem of the White Salmon River. Information on the entire system enables us to compare results obtained from Rattlesnake Creek with the rest of the White Salmon system. Water chemistry and temperature data have been collected in a manner that is comparable with data gathered in previous years. The results from data gathered in the 2001-2002 performance period are reported in appendix A at the end of this 2002-2003 report. The purpose of this report was to provide, at BPA's request, a technical review of interim products received for Project 2001-015-00 under contract 6925. BPA sometimes solicits technical reviews for Fish and Wildlife products or issues where outside expertise is required. External review of complex project deliverables assures BPA as a funding agency that the contractor is continuing with scientifically-credible experimental techniques envisioned in the original proposal. If the project's methodology proves feasible, there could be potential applications beyond the project area to similar situations in the Columbia Basin. The Experiment involves artificial flooding during high flow periods and a determination of the portion of the return flows that end up in the Umatilla River during low flow months and within acceptable water quality parameters (e.g., low temperature, few contaminants). Flooding could be a critical water source for aquatic organisms at times of the year when flows in the lower reaches of the Umatilla River are low and water is warmer than would be desired. The experiment was proposed to test whether 'this process, recharges the shallow aquifers of the old flood plain, for natural filtration through the alluvial soils as it returns to the Umatilla River, cleaner and cooler …

CO2 Sequestration and Recycle by Photosynthesis

Visible light-photocatalysis could provide a cost-effective route to recycle CO2 to useful chemicals or fuels. Research is planned to study the reactivity of adsorbates, their role in the photosynthesis reaction, and their relation to the nature of surface sites during photosynthesis of methanol and hydrocarbons from CO{sub 2}/H{sub 2}O. The year two research focus catalyst screening and IR studies. Key research results show Pd/TiO2 exhibits the highest activity for hydrocarbon synthesis from photocatalytic reactions. The in situ IR could successfully monitor the adsorbate hydrocarbon species on Cu/TiO2. Year III research will focus on developing a better understanding of the key factors which control the catalyst activity.
