Advanced Emissions Control Development Program

The objective of the Advanced Emissions Control Development Program (AECDP) is to develop practical, cost-effective strategies for reducing the emissions of air toxics from coal-fired boilers. Ideally, the project aim is to effectively control air toxic emissions through the use of conventional flue gas cleanup equipment such as electrostatic precipitators (ESPS), fabric filters (baghouse), and wet flue gas desulfurization. Development work to date has concentrated on the capture of mercury, other trace metals, fine particulate and hydrogen chloride. Following the construction and evaluation of a representative air toxics test facility in Phase I, Phase II focused on the evaluation of mercury and several other air toxics emissions. The AECDP is jointly funded by the United States Department of Energy's Federal Energy Technology Center (DOE), the Ohio Coal Development Office within the Ohio Department of Development (oCDO), and Babcock& Wilcox-a McDermott company (B&W).

Nonforward parton distributions

Applications of perturbative QCD to deeply virtual Compton scattering and hard exclusive electroproduction processes require a generalization of usual parton distributions for the case when long-distance information is accumulated in nonforward matrix elements <p{prime}{vert_bar}O(0,x){vert_bar}p> of quark and gluon light-cone operators. They describe two types of nonperturbative functions parameterizing such matrix elements: double distributions F(x,y;t) and nonforward distribution functions F{_}/zeta (X;t), discuss their spectral properties, evolution equations which they satisfy, basic uses and general aspects of factorization for hard exclusive processes.

MODELING FLOW AND TRANSPORT PATHWAYS TO THE POTENTIAL REPOSITORY HORIZON AT YUCCA MOUNTAIN

The isotopic ratios of {sup 36}Cl/Cl are used in conjunction with geologic interpretation and numerical modeling to evaluate flow and transport pathways, processes, and model parameters in the unsaturated zone at Yucca Mountain. By synthesizing geochemical and geologic data, the numerical model results provide insight into the validity of alternative hydrologic parameter sets, flow and transport processes in and away from fault zones, and the applicability of {sup 36}Cl/Cl. ratios for evaluating alternative conceptual models.

QCD sum rule calculation of {gamma}{gamma}{sup *} {r_arrow} {pi}{sup 0} transition form factor

The authors develop a QCD sum rule analysis of the form factor F{sub {gamma}{sup *}{gamma}{sup *}{pi}{sup 0}}(q{sup 2},Q{sup 2}) in the region where virtuality of one of the spacelike photons is small q{sup 2} {much_lt} 1 GeV{sup 2} while another is large: Q{sup 2} {approx_gt} 1 GeV{sup 2}. They construct the operator product expansion suitable for this kinematic situation and obtain a QCD sum rule for F{sub {gamma}{sup *}{gamma}{sup *}{pi}{sup 0}}(0, Q{sup 2}). Their results confirm expectation that the momentum transfer dependence of F{sub {gamma}{sup *}{gamma}{sup *}{pi}{sup 0}}(0,Q{sup 2}) is close to interpolation between its Q{sup 2}=0 value fixed by the axial anomaly and Q{sup {minus}2} pQCD behavior for large Q{sup 2}. Their approach, in contrast to pQCD, does not require additional assumptions about the shape of the pion distribution amplitude {var_phi}{sub {pi}}(x). The absolute value of the 1/Q{sup 2} term obtained in this paper favors {var_phi}{sub {pi}}(x) close to the asymptotic form {var_phi}{sub {pi}}{sup as}(x) = 6f{sub {pi}}x(1{minus}x).

Can Data Recognize Its Parent Distribution?

This study is concerned with model selection of lifetime and survival distributions arising in engineering reliability or in the medical sciences. We compare various distributions, including the gamma, Weibull and lognormal, with a new distribution called geometric extreme exponential. Except for the lognormal distribution, the other three distributions all have the exponential distribution as special cases. A Monte Carlo simulation was performed to determine sample sizes for which survival distributions can distinguish data generated by their own families. Two methods for decision are by maximum likelihood and by Kolmogorov distance. Neither method is uniformly best. The probability of correct selection with more than one alternative shows some surprising results when the choices are close to the exponential distribution.

Project Hanford management contract quality improvement project management plan

On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. Micromilling of Metal Alloys with Focused Ion Beam-Fabricated Tools

This work combines focused ion beam sputtering and ultra-precision machining as a first step in fabricating microstructure in metals and alloys. Specifically, {approx}25{micro}m diameter micro-end mills are made from cobalt M42 high-speed steel and C2 micrograin tungsten carbide tool blanks by ion beam sputtering. A 20 keV focused gallium beam defines tool cutting edges having radii of curvature < 0.1{micro}m. Micro-end mills having 2, 4 and 5 cutting edges successfully machine small trenches in 6061-T4 aluminum, brass, 4340 steel and polymethyl methacrylate. Machined trench widths are approximately equal to the tool diameters and surface roughnesses (rms) are {approx}150 nm or less. Microtools are robust and operate for more than 6 hours without fracture. Results from ultra-precision machining aluminum at feed rates as high as 50 mm/minute are included.

B Plant Complex preclosure work plan

This preclosure work plan describes the condition of the dangerous waste treatment storage, and/or disposal (TSD) unit after completion of the B Plant Complex decommissioning Transition Phase preclosure activities. This description includes waste characteristics, waste types, locations, and associated hazards. The goal to be met by the Transition Phase preclosure activities is to place the TSD unit into a safe and environmentally secure condition for the long-term Surveillance and Maintenance (S&M) Phase of the facility decommissioning process. This preclosure work plan has been prepared in accordance with Section 8.0 of the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) (Ecology et al. 1996). The preclosure work plan is one of three critical Transition Phase documents, the other two being: B Plant End Points Document (WHC-SD-WM-TPP-054) and B Plant S&M plan. These documents are prepared by the U.S. Department of Energy, Richland Operations Office (DOE-RL) and its contractors with the involvement of Washington State Department of Ecology (Ecology). Periodic Boundary Conditions in the ALEGRA Finite Element Code

This document describes the implementation of periodic boundary conditions in the ALEGRA finite element code. ALEGRA is an arbitrary Lagrangian-Eulerian multi-physics code with both explicit and implicit numerical algorithms. The periodic boundary implementation requires a consistent set of boundary input sets which are used to describe virtual periodic regions. The implementation is noninvasive to the majority of the ALEGRA coding and is based on the distributed memory parallel framework in ALEGRA. The technique involves extending the ghost element concept for interprocessor boundary communications in ALEGRA to additionally support on- and off-processor periodic boundary communications. The user interface, algorithmic details and sample computations are given.

Representative volume size: A comparison of statistical continuum mechanics and statistical physics

In this combination background and position paper, the authors argue that careful work is needed to develop accurate methods for relating the results of fine-scale numerical simulations of material processes to meaningful values of macroscopic properties for use in constitutive models suitable for finite element solid mechanics simulations. To provide a definite context for this discussion, the problem is couched in terms of the lack of general objective criteria for identifying the size of the representative volume (RV) of a material. The objective of this report is to lay out at least the beginnings of an approach for applying results and methods from statistical physics to develop concepts and tools necessary for determining the RV size, as well as alternatives to RV volume-averaging for situations in which the RV is unmanageably large. The background necessary to understand the pertinent issues and statistical physics concepts is presented.

Investigation of Sodium Distribution in Phosphate Glasses Using Spin-Echo {sup 23}Na NMR

The spatial arrangement of sodium cations for a series of sodium phosphate glasses, xNa{sub 2}O(100-x)P{sub 2}O{sub 5} (x<55), were investigated using {sup 23}Na spin-echo NMR spectroscopy. The spin-echo decay rate is a function of the Na-Na homonuclear dipolar coupling and is related to the spatial proximity of neighboring Na nuclei. The spin-echo decay rate in these sodium phosphate glasses increases non-linearly with higher sodium number density, and thus provides a measure of the Na-Na extended range order. The results of these {sup 23}Na NMR experiments are discussed within the context of several structural models, including a decimated crystal lattice model, cubic dilation lattice model, a hard sphere (HS) random distribution model and a pair-wise cluster hard sphere model. While the experimental {sup 23}Na spin-echo M{sub 2} are described adequately by both the decimated lattice and the random HS model, it is demonstrated that the slight non-linear behavior of M{sub 2} as a function of sodium number density is more correctly described by the random distribution in the HS model. At low sodium number densities the experimental M{sub 2} is inconsistent with models incorporating Na-Na clustering. Monte Carlo Simulations of Phosphate Polyhedron Connectivity in Glasses

Monte Carlo simulations of phosphate tetrahedron connectivity distributions in alkali and alkaline earth phosphate glasses are reported. By utilizing a discrete bond model, the distribution of next-nearest neighbor connectivities between phosphate polyhedron for random, alternating and clustering bonding scenarios was evaluated as a function of the relative bond energy difference. The simulated distributions are compared to experimentally observed connectivities reported for solid-state two-dimensional exchange and double-quantum NMR experiments of phosphate glasses. These Monte Carlo simulations demonstrate that the polyhedron connectivity is best described by a random distribution in lithium phosphate and calcium phosphate glasses.

The thermal conductivity of cementitious grouts has been investigated in order to determine suitability of these materials for grouting vertical boreholes used with geothermal heat pumps. The roles of mix variables such as water/cement ratio, sand/cement ratio and superplasticizer dosage were measured. The cement-sand grouts were also tested for rheological characteristics, bleeding, permeability, bond to HDPE pipe, shrinkage, coefficient of thermal expansion, exotherm, durability and environmental impact. This paper summarizes the thermal conductivity, permeability, bonding and exotherm data for selected cementitious grouts. The theoretical reduction in bore length that could be achieved with the BNL-developed cement-sand grouts is examined. Finally, the FY 98 research and field trials are discussed.

The thermal conductivity and other properties cementitious grouts have been investigated in order to determine suitability of these materials for grouting vertical boreholes used with geothermal heat pumps. In addition to thermal conductivity, the cementitious grouts were also tested for bleeding, permeability, bond to HDPE pipe, shrinkage, coefficient of thermal expansion, exotherm, durability and environmental impact. This paper summarizes the results for selected grout mixes. Relatively high thermal conductivities were obtained and this leads to reduction in predicted bore length and installation costs. Improvements in shrinkage resistance and bonding were achieved.

Analysis of Tracer Tests with Multirate Diffusion Models: Recent Results and Future Directions within the WIPP Project

A series of single-well injection-withdrawal (SWIW) and two-well convergent-flow (TWCF) tracer tests were conducted in the Culebra dolomite at the WIPP site in late 1995 and early 1996. Modeling analyses over the past year have focused on reproducing the observed mass-recovery curves and understanding the basic physical processes controlling tracer transport in SWIW and TWCF tests. To date, specific modeling efforts have focused on five SWIW tests and one TWCF pathway at each of two different locations (H-11 and H-19 hydropads). An inverse parameter-estimation procedure was implemented to model the SWIW and TWCF tests with both traditional and multirate double-porosity formulations. The traditional model assumes a single diffusion rate while the multirate model uses a first-order approximation to model a continuous distribution of diffusion coefficients. Conceptually, the multirate model represents variable matrix block sizes within the Culebra as observed in geologic investigations and also variability in diffusion rates within the matrix blocks as observed with X-ray imaging in the laboratory. Single-rate double-porosity models cannot provide an adequate match to the SWIW data. Multirate double-porosity models provide excellent fits to all five SWIW mass-recovery curves. A Numerical Feasibility Study of Three-Component Induction Logging for Three Dimensional Imaging About a Single Borehole

A theoretical analysis has been completed for a proposed induction logging tool designed to yield data which are used to generate three dimensional images of the region surrounding a well bore. The proposed tool consists of three mutually orthogonal magnetic dipole sources and multiple 3 component magnetic field receivers offset at different distances from the source. The initial study employs sensitivity functions which are derived by applying the Born Approximation to the integral equation that governs the magnetic fields generated by a magnetic dipole source located within an inhomogeneous medium. The analysis has shown that the standard coaxial configuration, where the magnetic moments of both the source and the receiver are aligned with the axis of the well bore, offers the greatest depth of sensitivity away from the borehole compared to any other source-receiver combination. In addition this configuration offers the best signal-to-noise characteristics. Due to the cylindrically symmetric nature of the tool sensitivity about the borehole, the data generated by this configuration can only be interpreted in terms of a two-dimensional cylindrical model.
