Volume 2 provides the design feed compositions for the baseline K East and K West Basin sludge process streams expected to be generated during Spent Nuclear Fuel (SNF) Project activities. Four types of feeds are required to support evaluation of specific facility and process considerations during the development of new facilities and processes. These four design feeds provide nominal and bounding conditions for design evaluations. Volume 2 includes definition of inventories for: (1) KE and KW Basins sludge locations (pit sludges, floor sludge, canister.sludge, and wash sludge components), (2) nominal feed for each of five process feed streams, (3) shielding design feed, (4) safety/regulatory assessment feed, and (5) criticality assessment feed.

200 Area effluent treatment facility process control plan 98-02

This Process Control Plan (PCP) provides a description of the background information, key objectives, and operating criteria defining Effluent Treatment Facility (ETF) Campaign 98-02 as required per HNF-IP-0931 Section 37, Process Control Plans. Campaign 98-62 is expected to process approximately 18 millions gallons of groundwater with an assumption that the UP-1 groundwater pump will be shut down on June 30, 1998. This campaign will resume the UP-1 groundwater treatment operation from Campaign 97-01. The Campaign 97-01 was suspended in November 1997 to allow RCRA waste in LERF Basin 42 to be treated to meet the Land Disposal Restriction Clean Out requirements. The decision to utilize ETF as part of the selected interim remedial action of the 200-UP-1 Operable Unit is documented by the Declaration of the Record of Decision, (Ecology, EPA and DOE 1997). The treatment method was chosen in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), the Hanford Federal Facility Agreement and Consent Order (known as the Tri-Party Agreement or TPA), and to the extent practicable, the National Oil and Hazardous Substances Pollution Contingency Plan (NCP).

Two listed toxic chemicals were used at the Hanford Site above established activity thresholds: phosphoric acid and chlorine. Because total combined quantities of chlorine released, disposed, treated, recovered through recycle operations, co-combusted for energy recovery, and transferred to off-site locations for the purpose of recycle, energy recovery, treatment, and/or disposal, amounted to less than 500 pounds, the Hanford Site qualified for the alternate one million pound threshold for chlorine. Accordingly, this Toxic Chemical Release Inventory includes a Form A for chlorine, and a Form B for phosphoric acid.

This is a 1998 annual report for Environmental Restoration. Environmental Restoration's accomplishments were significant in 1998. The division, including its support organizations, completed one year without a lost time accident. It also met 111 enforceable agreement milestones on time, with more than 80% ahead of schedule. Funds used to meet these milestones were effectively utilized and $9.63 million in regulatory scope was added. Twelve new, innovative technologies were deployed, enabling ER to achieve significant progress on major field remediation projects, including: Remediation of 25 acres of radioactive burial ground; Removal of 1,300 batteries for recycling; Removal and safe storage of a radioactive underground tank; Extraction of 115,000 pounds of solvent; and Installation of 9 new recirculation wells and a second GeoSiphon Cell for additional removal of solvent Final Records of Decision were made for 9 base unit sites. No Further Action decisions were made for 61 additional sites.

Accelerating cleanup: Paths to closure

This document was previously referred to as the Draft 2006 Plan. As part of the DOE`s national strategy, the Richland Operations Office`s Paths to Closure summarizes an integrated path forward for environmental cleanup at the Hanford Site. The Hanford Site underwent a concerted effort between 1994 and 1996 to accelerate the cleanup of the Site. These efforts are reflected in the current Site Baseline. This document describes the current Site Baseline and suggests strategies for further improvements in scope, schedule and cost. The Environmental Management program decided to change the name of the draft strategy and the document describing it in response to a series of stakeholder concerns, including the practicality of achieving widespread cleanup by 2006. Also, EM was concerned that calling the document a plan could be misconstrued to be a proposal by DOE or a decision-making document. The change in name, however, does not diminish the 2006 vision. To that end, Paths to Closure retains a focus on 2006, which serves as a point in time around which objectives and goals are established.

The integrated gasification combined cycle (IGCC) power system using high-temperature coal gas cleanup is one of the most promising advanced technologies for the production of electric power from coal in an environmentally acceptable manner. Unlike conventional low-temperature cleanup systems that require costly heat exchangers, high-temperature coal gas cleanup systems can be operated near 482-538 °C (900-1000 °F) or higher, conditions that are a closer match with the gasifier and turbine components in the IGCC system, thus resulting is a more efficient overall system. GE is developing a moving-bed, high-temperature desulfurization system for the IGCC power cycle in which zinc-based regenerable sorbents are currently being used as desulfurization sorbents. Zinc titanate and other proprietary zinc-based oxides are being considered as sorbents for use in the Clean Coal Technology Demonstration Program at Tampa Electric Co.�s (TECo) Polk Power Station. Under cold startup conditions at TECo, desulfurization and regeneration may be carried out at temperatures as low as 343 °C (650 °F), hence a versatile sorbent is desirable to perform over this wide temperature range. ADVANCED SULFUR CONTROL CONCEPTS FOR HOT GAS DESULFURIZATION TECHNOLOGY

The objective of this project is to develop a hot-gas desulfurization process scheme for control of H<sub>2</sub>S in HTHP coal gas that can be more simply and economically integrated with known regenerable sorbents in DOE/METC-sponsored work than current leading hot-gas desulfurization technologies. In addition to being more economical, the process scheme to be developed must yield an elemental sulfur byproduct. The Direct Sulfur Recovery Process (DSRP), a leading process for producing an elemental sulfur byproduct in hot-gas desulfurization systems, incurs a coal gas use penalty, because coal gas is required to reduce the SO<sub>2</sub> in regeneration off-gas to elemental sulfur. Alternative regeneration schemes, which avoid coal gas use and produce elemental sulfur, will be evaluated. These include (i) regeneration of sulfided sorbent using SO<sub>2</sub> ; (ii) partial oxidation of sulfided sorbent in an O<sub>2</sub> starved environment; and (iii) regeneration of sulfided sorbent using steam to produce H<sub>2</sub>S followed by direct oxidation of H<sub>2</sub>S to elemental sulfur. Known regenerable sorbents will be modified to improve the feasibility of the above alternative regeneration approaches. Performance characteristics of the modified sorbents and processes will be obtained through lab- and bench-scale testing. Advanced Underground Gas Storage Concepts: Refrigerated-Mined Cavern Storage, Final Report

Over the past 40 years, cavern storage of LPG's, petrochemicals, such as ethylene and propylene, and other petroleum products has increased dramatically. In 1991, the Gas Processors Association (GPA) lists the total U.S. underground storage capacity for LPG's and related products of approximately 519 million barrels (82.5 million cubic meters) in 1,122 separate caverns. Of this total, 70 are hard rock caverns and the remaining 1,052 are caverns in salt deposits. However, along the eastern seaboard of the U.S. and the Pacific northwest, salt deposits are not available and therefore, storage in hard rocks is required. Limited demand and high cost has prevented the construction of hard rock caverns in this country for a number of years. The storage of natural gas in mined caverns may prove technically feasible if the geology of the targeted market area is suitable; and economically feasible if the cost and convenience of service is competitive with alternative available storage methods for peak supply requirements. Competing methods include LNG facilities and remote underground storage combined with pipeline transportation to the area. The Alvar engine is an invention by Mr. Alvar Gustafsson of Skarblacka, Sweden. It is a four stroke spark ignition internal combustion engine, having variable compression ratio and variable displacements. The compression ratio can be varied by means of small secondary cylinders and pistons which are communicating with the main combustion chambers. The secondary pistons can be phase shifted with respect to the main pistons. The engine is suitable for multi-fuel operation. Invention rights are held by Alvar Engine AB of Sweden, a company created to handle the development of the Alvar Engine. A project was conceived wherein an optimised experimental engine would be built and tested to verify the advantages claimed for the Alvar engine and also to reveal possible drawbacks, if any. Alvar Engine AB appointed Gunnar Lundholm, professor of Combustion Engines at Lund University, Lund, Sweden as principal investigator. The objective of this project is to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Project objectives are divided into two major phases. The objectives of the reservoir characterization phase of the project were to provide a detailed understanding of the architecture and heterogeneity of two fields, the Ford Geraldine unit and Ford West field, which produce from the Bell Canyon and Cherry Canyon Formations, respectively, of the Delaware Mountain Group and to compare Bell Canyon and Cherry Canyon reservoirs. Reservoir characterization utilized 3-D seismic data, high-resolution sequence stratigraphy, subsurface field studies, outcrop characterization, and other techniques. Once the reservoir-characterization study of both fields was completed, a pilot area of approximately 1 mi 2 in one of the fields was chosen for reservoir simulation. Aspen Process Flowsheet Simulation Model of a Battelle Biomass-Based Gasification, Fischer-Tropsch Liquefaction and Combined-Cycle Power Plant

This study was done to support the research and development program of the National Renewable Energy Laboratory (NREL) in the thermochemical conversion of biomass to liquid transportation fuels using current state-of-the-art technology. The Mitretek study investigated the use of two biomass gasifiers; the RENUGAS gasifier being developed by the Institute of Gas Technology, and the indirectly heated gasifier being developed by Battelle Columbus. The Battelle Memorial Institute of Columbus, Ohio indirectly heated biomass gasifier was selected for this model development because the syngas produced by it is better suited for Fischer-Tropsch synthesis with an iron-based catalyst for which a large amount of experimental data are available. Bechtel with Amoco as a subcontractor developed a conceptual baseline design and several alternative designs for indirect coal liquefaction facilities. In addition, ASPEN Plus process flowsheet simulation models were developed for each of designs. These models were used to perform several parametric studies to investigate various alternatives for improving the economics of indirect coal liquefaction.

Battelle Memorial Institute currently maintains its retired nuclear research facilities in a surveillance and maintenance (S and M) mode and continues decontamination and decommissioning (D and D) activities. The activities are referred to as the Battelle Columbus Laboratories Decommissioning Project (BCLDP). Operations reference in this report are performed in support of S and M and D and D activities. The majority of this report is devoted to discussion of the West Jefferson facility, because the source term at this facility is larger than the source term at Battelle`s King Avenue site. The contamination found at the King Avenue site consists of small amounts of residual radioactive material in solid form, which has become embedded or captured in nearby surfaces such as walls, floors, ceilings, drains, laboratory equipment, and soils. By the end of calendar year (CY) 1997, most remediation activities were completed at the King Avenue site. The contamination found at the West Jefferson site is the result of research and development activities with irradiated materials. During CY 1997, multiple tests at the West Jefferson Nuclear Sciences Area found no isotopes present above the minimum detectable activity (MDA) for air releases or for liquid discharges to Big Darby Creek. Biological dosimeter for cellular damage and repair by ionizing radiation. Final technical progress report, May 1, 1993--April 30, 1996

The authors have investigated the alteration of chromatin domains in Human T and B cells after ionizing radiation using three DNA specific dyes, Feulgen, Hoechst and 7-amino actinomycin D. Characterization and differentiation of T and B cells was accomplished using only 4 of a possible 32 image features with the CAS and Quaritex QX7 Digital Image Systems. Human B and T cells were irradiated with 1, 5 and 10 Gy and analyzed during a 1.5 hour recovery period. The chosen features detect a dose dependent change in DNA domains which can be observed as early as 1.5 hours after a 1Gv exposure. The results suggest that the ability of DNA specific dyes to stain chromatin can be used as an early sensitive indicator of DNA damage. The observed alteration of chromatin staining suggests that chromatin structure does observably change in a significant manner during a DNA repair interval. Since these alteration can be detected with DNA specific dyes that stain both AT rich, GC rich or total DNA, these data suggest that a global alteration of the chromatin is occurring after exposure to ionizing radiation.
