The Tank Characterization Data Management (TCDM) system provides customers and users with data and information of known and acceptable quality when they are needed, in the form they are needed, and at a reasonable cost. The TCDM mission will be accomplished by the following: (1) maintaining and managing tank characterization data and information based on business needs and objectives including transfer of ownership to future contractors; (2) capturing data where it originates and entering it only once to control data consistency, electronic data and information management shall be emphasized to the extent practicable; (3) establishing data quality standards, and managing and certifying databases and data sources against these standards to maintain the proper level of data and information quality consistent with the importance of the data and information, data obtained at high cost with significant implications to decision making regarding tank safety and/or disposal will be maintained and managed at the highest necessary levels of quality; (4) establishing and enforcing data management standards for the Tank Characterization Database (TCD) and supporting data sources including providing mechanisms for discovering and correcting data errors before they propagate; (5) emphasizing electronic data sharing with all authorized users, customers, contractors, and stakeholders to the …

Modeling of bubble dynamics in relation to medical applications

In various pulsed-laser medical applications, strong stress transients can be generated in advance of vapor bubble formation. To better understand the evolution of stress transients and subsequent formation of vapor bubbles, two-dimensional simulations are presented in channel or cylindrical geometry with the LATIS (LAser TISsue) computer code. Differences with one-dimensional modeling are explored, and simulated experimental conditions for vapor bubble generation are presented and compared with data. 22 refs., 8 figs.

Work is progressing as expected for the project. The FDD computer facility is fully operational. During this quarter, there were 28 industry `visits` to use the facility. The Red Fork Play workshop was completed on March 5 in Norman, and on March 12, 1997 in Bartlesville, with a total of 195 attendees. The Tonkawa Play workshop is scheduled for July 9, 1997 in Norman. The Tonkawa text, figures, maps, and plates are in preparation. The Bartlesville workshop is scheduled for October, 1997, although the exact time and place have yet to be determined. Regional work and field studies for that play are in progress. This project is serving an extremely valuable role in the technology transfer activities for the Oklahoma petroleum industry, with very positive industry feedback.

The Red Fork text was submitted for editing, and all figures, maps, and plates were submitted to cartography for drafting. The Tonkawa workshop is scheduled for June, 1997 although the exact time and place have yet to be determined. Regional work and field studies for that play are in progress. This project is serving an extremely valuable role in the technology transfer activities for the Oklahoma petroleum industry, with very positive industry feedback.

Airborne chemical baseline evaluation of the 222-S laboratory complex

The 222-S Laboratory complex stores and uses over 400 chemicals. Many of these chemicals are used in laboratory analysis and some are used for maintenance activities. The majority of laboratory analysis chemicals are only used inside of fume hoods or glove boxes to control both chemical and radionuclide airborne concentrations. This evaluation was designed to determine the potential for laboratory analysis chemicals at the 222-S Laboratory complex to cause elevated airborne chemical concentrations under normal conditions. This was done to identify conditions and activities that should be subject to airborne chemical monitoring in accordance with the Westinghouse Hanford Company Chemical Hygiene Plan.

Picosecond-Resolution "Slice" Emittance Measurement of Electron-Bunches.

The Slice Emittance diagnostic is applicable to particle bunches in a linac that are of the order of a few degrees of phase long. In this technique, the transverse phase space of a longitudinal slice about one degree long is measured. The Slice Emittance diagnostic has been demonstrated on an electron bunch produced by a laser-photocathode RF gun. We measured the transverse beam matrix of one picosecond slices out of a 10 picosecond long bunch (about 10 degrees at the RF frequency of 2856 MHz). To implement this diagnostic one needs a phase shifter on part of the linac, a momentum analyzer (a dipole magnet followed by a slit) and a transverse emittance measuring system following the analyzer. By dephasing the last section (or sections) of the linac, longitudinal position in the bunch is correlated with energy. The momentum analyzer selects a short longitudinal slice by discriminating on energy and the transverse phase space of this slice is measured downstream of the analyzer. The Slice Emittance diagnostic, particularly in conjunction with tomographic analysis of the transverse phase space of the slices, provides significant new information about the 6-D phase space distribution of the beam. Threshold resummation and the total cross section for top quark production

We discuss the motivation for resummation of the effects of initial-state soft gluon radiation, to all orders in the strong coupling strength, for processes in which the near-threshold region in the partonic subenergy is important. We summarize our calculation of the total cross section for top quark production at hadron colliders. Comments are included on the differences between our treatment of subleading logarithmic terms and other methods.

WHC significant lessons learned 1993--1995

A lesson learned as defined in DOE-STD-7501-95, Development of DOE Lessons Learned Programs, is: A ``good work practice`` or innovative approach that is captured and shared to promote repeat applications or an adverse work practice or experience that is captured and shared to avoid a recurrence. The key word in both parts of this definition is ``shared``. This document was published to share a wide variety of recent Hanford experiences with other DOE sites. It also provides a valuable tool to be used in new employee and continuing training programs at Hanford facilities and at other DOE locations. This manual is divided into sections to facilitate extracting appropriate subject material when developing training modules. Many of the bulletins could be categorized into more than one section, however, so examination of other related sections is encouraged.

High SO2 Removal Efficiency Testing

This document provides a discussion of the technical progress on DOE/PETC project number DE-AC22-92PC91338, "High Efficiency SO Removal Testing," for 2 the time period 1 October through 31 December 1996. The project involves testing at six full-scale utility flue gas desulfurization (FGD) systems, to evaluate low capital cost upgrades that may allow these systems to achieve up to 98% SO removal efficiency. The upgrades being 2 evaluated mostly involve using performance additives in the FGD systems. The "base" project involved testing at the Tampa Electric Company�s Big Bend Station. All five potential options to the base program have been exercised by DOE, involving testing at Hoosier Energy�s Merom Station (Option I), Southwestern Electric Power Company�s Pirkey Station (Option II), PSI Energy�s Gibson Station (Option III), Duquesne Light�s Elrama Station (Option IV), and New York State Electric and Gas Corporation�s Kintigh Station (Option V). The originally planned testing has been completed for all six sites. However, additional testing has been planned at the Big Bend Station, and that testing commenced during the current quarter. Growth of Large Single Crystals of Mgo

The progressive identification of new high-technology applications and requirements for MgO single crystals in the commercial realm, as well as in DOE and other government-agency project areas, has resulted in an increased demand and international market for this material. Specifically, the demand for MgO crystals in large sizes and quantities is presently increasing due to existing and developing applications that include: (a) MgO substrates for the formation of electro-optic thin films and devices, (b) epitaxial substrates for high-temperature thin-film superconducting devices MgO optical components - including high-temperature windows, lenses, and prisms, and (d) specialty MgO crucibles and evaporation sources for thin-film production. In the course of CRADA ORNL92-0091, carried out with Commercial Crystal Laboratories of Naples, Florida as the commercial participant, we have made major progress in increasing the size of single crystals of MgO produced by means of the submerged-arc-fusion technique-thereby increasing the commercial utility of this material. Prior to the accomplishments realized in the course of this CRADA, the only commercially available single crystals of MgO were produced in Japan, Israel, and Russia. The results achieved in the course of CRADA ORNL92-0091 have now led to the establishment of a domestic commercial source of MgO single-crystal substrates and …

An overview of the Low Energy Demonstration Accelerator (LEDA) project RF (radio frequency) systems

Successful operation of the Accelerator Production of Tritium (APT) plant will require that accelerator downtime be kept to an absolute minimum. Over 230 separate 1 MW RF systems are expected to be used in the APT plant, making the efficiency and reliability of these systems two of the most critical factors in plant operation. The Low Energy Demonstration Accelerator (LEDA) being constructed at Los Alamos National Laboratory will serve as the prototype for APT. The design of the RF systems used in LEDA has been driven by the need for high efficiency and extremely high system reliability. The authors present details of the high voltage power supply and transmitter systems as well as detailed descriptions of the waveguide layout between the klystrons and the accelerating cavities. The first stage of LEDA operations will use four 1.2 MW klystrons to test the RFQ and supply power to one test stand. The RFQ will serve as a power combiner for multiple RF systems. They present some of the unique challenges expected in the use of this concept.

Exploratory Research on Novel Coal Liquefaction Concept.

Microautoclave tests confirmed that first-stage subbituminous coal conversions were greater in a more aromatic first-stage solvent. First-stage liquefaction tests with hydride ion `E` showed that high coal conversions can be obtained with a number of different first-stage water-gas-shift catalysts. Eight one-liter autoclave tests were completed. All tests used Black Thunder Mine subbituminous coal and Reilly Industries anthracene oil. Differences among the tests were the hydride ion reagent used, the post-run flash of water, and the shift catalyst. Filtration tests were conducted with five one-liter autoclave products of subbituminous coal. The filtration rates were slower than those that had been obtained with North Dakota lignite products, but were still within a commercially acceptable range. The influence of the first-stage shift catalyst on filtration rates is being investigated. Second-stage hydrotreating of products of tests made to simulate the British coal LSE process and the Wilsonville pilot plant preheaters had lower resid conversion and higher hydrogen uptake than the products of the hydride ion liquefaction reaction. The 300 mL second-stage reactor system went on line this quarter. Refinements in the experimental procedures are under way. Hazard categorization for 300 area N reactor fuel fabrication and storage facility

A final hazard categorization has been prepared for the 300 Area Fuel Supply Shutdown (FSS) facility in accordance with DOE-STD-1027-92, ''Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports'' (DOE 1992). Prior to using the hazard category methodology, hazard classifications were prepared in accordance with the requirements of the Westinghouse Hanford Company (Westinghouse Hanford) controlled manual, WHC-CM-4-46, ''Safety Analysis Manual'', Chapter 4.0, ''Hazard Classification.'' A hazard classification (Huang 1995) was previously prepared for the FSS in accordance with WHC-CM-4-46. The analysis lead to the conclusion that the FSS should be declared a Nuclear facility with a Moderate Hazard Class rating. The analysis and results contained in the hazard classification can be used to provide additional information to support other safety analysis documentation. Also, the hazard classification provides analyses of the toxicological hazards inherent with the FSS inventory: whereas, a hazard categorization prepared in accordance with DOE-STD-1027-92, considers only the radiological component of the inventory.

Correct implementation of the Argonne Expedited Site Characterization (ESC) process for preremedial site investigations.

The Argonne Expedited Site Characterization (ANL ESC) methodology, developed by Argonne National Laboratory and popularly known as ESC, is an effective, cost- and time-saving approach for technically successful preremedial site characterizations. The major objective of the ANL ESC is to determine whether a site containing contamination requires remediation. The methodology is equivalent to a CERCLA RI/FS or a RCRA RFI/CMS investigation. The ANL ESC methodology is an interactive, integrated process emphasizing the use of existing data, multiple complementary characterization methods, and on-site decision making to optimize site investigations. The ANL ESC is the basis for the expedited site characterization standard of the ASTM (American Society for Testing and Materials). The methodology has been registered under the service mark QuickSite{trademark} to offer both clients and providers a mechanism for ensuring that they receive the ANL ESC methodology developed by Argonne. The ANL ESC is a flexible process and is neither site nor contaminant dependent. It can be tailored to fit the unique characteristics that distinguish one site from the next, in contrast to the traditional approach of making all sites conform to the same rigid, inflexible investigation regimen. The Hierarchical Data Format (HDF) is a general-purposed scientific data format developed at the National Center for Supercomputing Applications. It supports metadata, compression, and a variety of data structures multidimensional arrays, raster images, tables. FORTRAN 77 and ANSI C programming interfaces are available for it and a wide variety of visualization tools read HDF files. The Spent Nuclear Fuels Program is in the process of planning activities to remove spent nuclear fuel and other materials from the 100-K Basins as a remediation effort for clean closure. The 105 K- East and K-West Basins store spent fuel, sludge, and debris. Sludge has accumulated in the 1 00 K Basins as a result of fuel oxidation and a slight amount of general debris being deposited, by settling, in the basin water. The ultimate intent in removing the sludge and fuel is to eliminate the environmental risk posed by storing fuel at the K Basins. The task for this project is to disposition specific constituents of sludge (metallic fuel) to produce a product stream through a pretreatment process that will meet the requirements, including a final particle size acceptable to the Tank Waste Remediation System (TWRS). The purpose of this task is to develop a preconceptual design package for the K Basin sludge pretreatment system. The process equipment/system is at a preconceptual stage, as shown in sketch ES-SNF-01 , while a more refined process system and material/energy balances are ongoing (all sketches are shown in Appendix C). Natural phenomena hazards (NPH) are unexpected acts of nature that pose a threat or danger to workers, the public, or the environment. Earthquakes, extreme winds (hurricane and tornado), snow, flooding, volcanic ashfall, and lightning strikes are examples of NPH that could occur at the Hanford Site. U.S. Department of Energy (DOE) policy requires facilities to be designed, constructed, and operated in a manner that protects workers, the public, and the environment from hazards caused by natural phenomena. DOE Order 5480.28, Natural Phenomena Hazards Mitigation, includes rigorous new natural phenomena criteria for the design of new DOE facilities, as well as for the evaluation and, if necessary, upgrade of existing DOE facilities. The Order was transmitted to Westinghouse Hanford Company in 1993 for compliance and is also identified in the Project Hanford Management Contract, Section J, Appendix C. Criteria and requirements of DOE Order 5480.28 are included in five standards, the last of which, DOE-STD-1023, was released in fiscal year 1996. Because the Order was released before all of its required standards were released, enforcement of the Order was waived pending release of the last standard and determination of an in-force date by DOE Richland Operations Office (DOE-RL). Explicit simulation and parameterization of mesoscale convective systems. Final report, November 1, 1993--April 30, 1997

This research has focused on the development of a parameterization scheme for mesoscale convective systems (MCSs), to be used in numerical weather prediction models with grid spacing too coarse to explicitly simulate such systems. This is an extension to cumulus parameterization schemes, which have long been used to account for the unresolved effects of convection in numerical models. Although MCSs generally require an extended sequence of numerous deep convective cells in order to develop into their characteristic sizes and to persist for their typical durations, their effects on the large scale environment are significantly different than that due to the collective effects of numerous ordinary deep convective cells. These differences are largely due to a large stratiform cloud that develops fairly early in the MCS life-cycle, where mesoscale circulations and dynamics interact with the environment in ways that call for a distinct MCS parameterization. Comparing an MCS and a collection of deep convection that ingests the same amount of boundary layer air and moisture over an extended several hour period, the MCS will generally generates more stratiform rainfall, produce longer-lasting and optically thicker cirrus, and result in different vertical distributions of large-scale tendencies due to latent heating and moistening, momentum …

Solvent mediated self-assembly of solids

Solvent-mediated crystallization represents a robust approach to self-assembly of nanostructures and microstructures. In organic systems, the relative ease with which the structure of hydrogen- bonded molecules can be manipulated allows for generation of a wide variety of nanoscale crystal structures. In living organisms, control over the micron-to-millimeter form of inorganic crystals is achieved through introduction of bio-organic molecules. The purpose of this proposal is to understand the interplay between solution chemistry, molecular structure, surface chemistry, and the processes of nucleation and crystal growth in solvent-mediated systems, with the goal of developing the atomic and molecular basis of a solvent-mediated self-assembly technology. We will achieve this purpose by: (1) utilizing an atomic force microscopy (AFM) approach that provides in situ, real time imaging during growth from solutions, (2) by modifying kinetic Monte Carlo (KMC) models to include solution-surface kinetics, (3) by introducing quantum chemistry (QC) calculations of the potentials of the relevant chemical species and the near-surface structure of the solution, and (4) by utilizing molecular dynamics (MD) simulations to identify the minimum energy pathways to the solid state.
