Thin-walled compliant plastic structures for meso-scale fluidic systems

Thin-walled, compliant plastic structures for meso-scale fluidic systems were fabricated, tested and used to demonstrate valving, pumping, metering and mixing. These structures permit the isolation of actuators and sensors from the working fluid, thereby reducing chemical compatibility issues. The thin-walled, compliant plastic structures can be used in either a permanent, reusable system or as an inexpensive disposable for single-use assay systems. The implementation of valving, pumping, mixing and metering operations involve only an elastic change in the mechanical shape of various portions of the structure. Advantages provided by the thin-walled plastic structures include reduced dead volume and rapid mixing. Five different methods for fabricating the thin-walled plastic structures discussed including laser welding, molding, vacuum forming, thermal heat staking and photolithographic patterning techniques.

The purpose of this Safety Analysis Report for Packaging (SARP) is to demonstrate that specific decontaminated equipment can be safely used as its own self-container. As a Decontaminated Equipment Self-Container (also referred to as a self-container), no other packaging, such as a burial box, would be required to transport the equipment onsite. The self-container will consist of a piece of equipment or apparatus which has all readily removable interior contamination removed, all of its external openings sealed, and all external surfaces decontaminated to less than 2000 dpm/100 cm for gamma-emitting radionuclides and less than 220 dpm/100 CM2 for alpha-emitting radionuclides.

Statement of work for services provided by the waste sampling and characterization facility for the effluent and environmental monitoring program during calendar year 1998

This document defines the services the Waste Sampling and Characterization Facility (WSCF) shall provide the Effluent and Environmental Monitoring Program (EEM) throughout the calendar year for analysis. The purpose of the EEM Program is to monitor liquid and gaseous effluents, and the environment immediately around the facilities which may contain radioactive and hazardous materials. Monitoring data are collected, evaluated, and reported to determine their degree of compliance with applicable federal and state regulations and permits. The Appendix identifies the samples EEM plans to submit for analysis in CY-1998. Analysis of effluent (liquid and air discharges) and environmental (air, liquid, animal, and vegetative) samples is required using standard laboratory procedures, in accordance with regulatory and control requirements cited in Quality Assurance Program Plan for Radionuclide Airborne Emissions Monitoring (especially Appendix G) (WHC 1995a), Effluent Monitoring Quality Assurance Project Plan for Radionuclide Airborne Emissions Data (WHC 1995b), Near-Facility Environmental Monitoring Quality Assurance Project Plan (WMNW 1997), and Hanford Analytical Services Quality Assurance Requirements Documents (DOE 1996). Should changes to this document be necessary, WSCF or the Waste Management Federal Services, Inc. (WMH) Air and Water Services (AWS) Organization may amend it at any time with a jointly approved internal memo.

Test report for run-in acceptance testing of Project W-151 300 HP mixing pumps

This report documents the results of a performance demonstration and operational checkout of three 300 HP mixer pumps in accordance with WHC-SD-WI51-TS-001 ``Mixer Pump Test Specification for Project W-151`` and Statement of Work 8K520-EMN-95-004 ``Mixer Pump Performance Demonstration at MASF`` in the 400 Area Maintenance and Storage Facility (MASF) building. Testing of the pumps was performed by Fast Flux Test Facility (FFTF) Engineering and funded by the Tank Waste Remediation System (TWRS) Project W-151. Testing began with the first pump on 04-01-95 and ended with the third pump on 11-01-96. Prior to testing, the MASF was modified and prepared to meet the pump testing requirements set forth by the Test Specification and the Statement of Work.

Critical analysis of the Hanford spent nuclear fuel project activity based cost estimate

In 1997, the SNFP developed a baseline change request (BCR) and submitted it to DOE-RL for approval. The schedule was formally evaluated to have a 19% probability of success [Williams, 1998]. In December 1997, DOE-RL Manager John Wagoner approved the BCR contingent upon a subsequent independent review of the new baseline. The SNFP took several actions during the first quarter of 1998 to prepare for the independent review. The project developed the Estimating Requirements and Implementation Guide [DESH, 1998] and trained cost account managers (CAMS) and other personnel involved in the estimating process in activity-based cost (ABC) estimating techniques. The SNFP then applied ABC estimating techniques to develop the basis for the December Baseline (DB) and documented that basis in Basis of Estimate (BOE) books. These BOEs were provided to DOE in April 1998. DOE commissioned Professional Analysis, Inc. (PAI) to perform a critical analysis (CA) of the DB. PAI`s review formally began on April 13. PAI performed the CA, provided three sets of findings to the SNFP contractor, and initiated reconciliation meetings. During the course of PAI`s review, DOE directed the SNFP to develop a new baseline with a higher probability of success. The contractor transmitted the new baseline, …

The BMS production implementation will be complete by October 1, 1998 and the server environment will be comprised of two types of platforms. The PassPort Supply and the PeopleSoft Financials will reside on LNIX servers and the PeopleSoft Human Resources and Payroll will reside on Microsoft NT servers. Because of the wide scope and the requirements of the COTS products to run in various environments backup and recovery responsibilities are divided between two groups in Technical Operations. The Central Computer Systems Management group provides support for the LTNIX/NT Backup Data Center, and the Network Infrastructure Systems group provides support for the NT Application Server Backup outside the Data Center. The disaster recovery process is dependent on a good backup and recovery process. Information and integrated system data for determining the disaster recovery process is identified from the Fluor Daniel Hanford (FDH) Risk Assessment Plan, Contingency Plan, and Backup and Recovery Plan, and Backup Form for HANDI 2000 BMS.

The PS software is an integrated application for Projects, General Ledger, Human Resources Training, Payroll, and Base Benefits. This set of software constitutes the Business Management System (BMS) and MSDS, a subset of the HANDI 2000 suite of systems. The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Hanford Site peak gust wind speeds

Peak gust wind data collected at the Hanford Site since 1945 are analyzed to estimate maximum wind speeds for use in structural design. The results are compared with design wind speeds proposed for the Hanford Site. These comparisons indicate that design wind speeds contained in a January 1998 advisory changing DOE-STD-1020-94 are excessive for the Hanford Site and that the design wind speeds in effect prior to the changes are still appropriate for the Hanford Site.

Development of an inventory/archive program for the retention, management, and disposition of tank characterization samples at the 222-S laboratory

The Hanford Tank Waste Remediation Systems (TWRS) Characterization Program is responsible for coordinating the sampling and analysis of the 177 large underground storage tanks at the Hanford site. The 222-S laboratory has been the primary laboratory for chemical analysis of this highly-radioactive material and has been accumulating these samples for many years. As part of the Fiscal Year 1998 laboratory work scope, the 222-S laboratory has performed a formal physical inventory of all tank characterization samples which are currently being stored. In addition, an updated inventory/archive program has been designed. This program defines sample storage, retention, consolidation, maintenance, and disposition activities which will ensure that the sample integrity is preserved to the greatest practical extent. In addition, the new program provides for continued availability of waste material in a form which will be useful for future bench-scale studies. Finally, when the samples have exceeded their useful lifetime, the program provides for sample disposition from,the laboratory in a controlled, safe and environmentally compliant manner. The 222-S laboratory maintains custody over samples of tank waste material which have been shipped to the laboratory for chemical analysis. Reaction rate constant for dry air oxidation of K Basin fuel

The rate of oxidation of spent nuclear fuel stored in the K Basin water is an important parameter when assessing the processes and accident scenarios for preparing the fuel for dry storage. The literature provides data and rate laws for the oxidation of unirradiated uranium in various environments. Measurement data for the dry air oxidation of K Basin fuel is compared to the literature data for linear oxidation in dry air. Equations for the correlations and statistical bounds to the K Basin fuel data and the literature data are selected for predicting nominal and bounding rates for the dry air oxidation of the K Basin fuel. These rate equations are intended for use in the Spent Nuclear Fuel Project Technical Data book.

Alpha1 and Alpha2 Integrins Mediate Invasive Activity of Mouse Mammary Carcinoma Cells through Regulation of Stromelysin-1 Expression

Tumor cell invasion relies on cell migration and extracellular matrix proteolysis. We investigated the contribution of different integrins to the invasive activity of mouse mammary carcinoma cells. Antibodies against integrin subunits {alpha}6 and {beta}1, but not against {alpha}1 and {alpha}2, inhibited cell locomotion on a reconstituted basement membrane in two-dimensional cell migration assays, whereas antibodies against {beta}1, but not against a6 or {alpha}2, interfered with cell adhesion to basement membrane constituents. Blocking antibodies against {alpha}1 integrins impaired only cell adhesion to type IV collagen. Antibodies against {alpha}1, {alpha}2, {alpha}6, and {beta}1, but not {alpha}5, integrin subunits reduced invasion of a reconstituted basement membrane. Integrins {alpha}1 and {alpha}2, which contributed only marginally to motility and adhesion, regulated proteinase production. Antibodies against {alpha}1 and {alpha}2, but not {alpha}6 and {beta}1, integrin subunits inhibited both transcription and protein expression of the matrix metalloproteinase stromelysin-1. Inhibition of tumor cell invasion by antibodies against {alpha}1 and {alpha}2 was reversed by addition of recombinant stromelysin-1. In contrast, stromelysin-1 could not rescue invasion inhibited by anti-{alpha}6 antibodies. Our data indicate that {alpha}1 and {alpha}2 integrins confer invasive behavior by regulating stromelysin-1 expression, whereas {alpha}6 integrins regulate cell motility. Recommendations for resolving discrepancies between the as-constructed systems, the technical baseline requirements, and the baseline design are included in this report. Cost and schedule estimates are provided for all recommended modifications. This report does not address items which do not meet current safety or code requirements. These items are identified to the CMO and immediate action is taken to correct the situation. The report does identify safety and code items for which the A/E is recommending improvements. The recommended improvements will exceed the minimum requirements of applicable code and safety guidelines. These recommendations are intended to improve and enhance the operation and maintenance of the facility.

Calculation of Upper Subcritical Limits for Nuclear Criticality in a Repository

The purpose of this document is to present the methodology to be used for development of the Subcritical Limit (SL) for post closure conditions for the Yucca Mountain repository. The SL is a value based on a set of benchmark criticality multiplier, k{sub eff} results that are outputs of the MCNP calculation method. This SL accounts for calculational biases and associated uncertainties resulting from the use of MCNP as the method of assessing k{sub eff}. The context for an SL estimate include the range of applicability (based on the set of MCNP results) and the type of SL required for the application at hand. This document will include illustrative calculations for each of three approaches. The data sets used for the example calculations are identified in Section 5.1. These represent three waste categories, and SLs for each of these sets of experiments will be computed in this document. Future MCNP data sets will be analyzed using the methods discussed here. The treatment of the biases evaluated on sets of k{sub eff} results via MCNP is statistical in nature. Induced Recrystallization of CdTe Thin Films Deposited by Close-Spaced Sublimation

We have deposited CdTe thin films by close-spaced sublimation at two different temperature ranges. The films deposited at the lower temperature partially recrystallized after CdCl{sub 2} treatment at 350 C and completely recrystallized after the same treatment at 400 C. The films deposited at higher temperature did not recrystallize at these two temperatures. These results confirmed that the mechanisms responsible for changes in physical properties of CdTe films treated with CdCl{sub 2} are recrystallization and grain growth, and provided an alternative method to deposit CSS films using lower temperatures.
