Carl discusses his education, joining the Marines, flight training, deployment aboard the USS Saratoga at the start of the war, first air-to-air combat, service at Midway and Guadalcanal, return to the States as a squadron commander, flying a promotional circuit and getting married, return to the South Pacific, Rabaul, end of combat flying and work as a test pilot at Patuxent River NAS, jets vs. props, flight injuries, return to fighter units, and service in Taiwan and Vietnam.

This long-term surveillance plan (LTSP) for the Lakeview, Oregon, Uranium Mill Tailings Remedial Action (UMTRA) Project disposal site describes the surveillance activities for the Lakeview (Collins Ranch) disposal cell, which will be referred to as the Collins Ranch disposal cell throughout this document. The US Department of Energy (DOE) will carry out these activities to ensure that the disposal cell continues to function as designed. This final LTSP was prepared as a requirement for acceptance under the US Nuclear Regulatory Commission (NRC) general license for custody and long-term care of residual radioactive materials. This LTSP documents whether the land and interests are owned by the United States or an Indian tribe, and details how the long-term care of the disposal site will be carried out. It is based on the DOE`s Guidance for Implementing the UMTRA Project Long-term Surveillance Program (DOE, 1992a).

Twenty-nine comments from the US Nuclear Regulatory Commission and six from the Grand Junction Project Office for the long-term surveillance plan for the Collins Ranch Disposal Site, Lakeview, Oregon are documented along with their corresponding responses.

This annual report is in fulfillment of contract obligations with Bonneville Power Administration which is the funding source for the Oregon Department of Fish and Wildlife's Umatilla Basin Habitat Improvement Project. The major activities undertaken during this report period were: procurement of 17 cooperative lease agreements with private landowners, design and layout of 8.6 miles of riparian exclosure fence and 3.0 miles of instream structures, development of five fencing contracts and six instream work contracts. Results include implementation of 10 miles of fencing and 3 miles of instream work. Other activities undertaken during this report period are: data collection from 90 habitat monitoring transects, collection and summarization of temperature data, photopoint establishment, coordination with numerous agencies and tribes and education of all age groups on habitat improvement and protection. 4 refs., 4 figs., 6 tabs.

A report which describes the hydrothermal alteration of numerous outcrop samples collected in the vicinity of Mount Hood, as well as drill cuttings from 13 of the geothermal drill holes for which we were able to obtain sample splits.

Burlington Bottoms, consisting of approximately 417 acres of riparian and wetland habitat, was purchased by the Bonneville Power Administration in November 1991. The site is located approximately 1/2 mile north of the Sauvie Island Bridge (T2N R1W Sections 20, 21), and is bound on the east side by Multnomah Channel and on the west side by the Burlington Northern Railroad right-of-way and U.S. Highway 30 (Figures 1 and 2). Wildlife habitat values resulting from the purchase of this site will contribute toward the goal of mitigating for habitat lost as outlined in the Columbia and Willamette River Basin's Fish and Wildlife Program and Amendments. Under this Program, mitigation goals were developed as a result of the loss of wildlife habitat due to the development and operation of Federal hydro-electric facilities in the Columbia and Willamette River Basins. In 1993, an interdisciplinary team was formed to develop and implement quantitative Habitat Evaluation Procedures (HEP) to document the value of various habitats at Burlington Bottoms. Results of the HEP will be used to: (1) determine the current status and habitat enhancement potential of the site consistent with wildlife mitigation goals and objectives; and (2) develop a management plan for the area. The Willow Creek site is one of the most significant remaining areas of typical native Willamette Valley habitats, with a variety of wetlands, grasslands, and woodlands. A diverse array of native flora and fauna, with significant wildlife habitats, is present on the site. Wildlife diversity is high, and includes species of mammals, songbirds, raptors, reptiles, amphibians, and one rare invertebrate. Over 200 species of native plants have been identified (including populations of six rare, threatened, or endangered species), along with significant remnants of native plant communities. Willow Creek is located in Lane County, Oregon, on the western edge of the City of Eugene (see Figure 1). The city limit of Eugene passes through the site, and the site is entirely within the Eugene Urban Growth Boundary (UGB). At present, only lands to the east and northeast of the site are developed to full urban densities. Low density rural residential and agricultural land uses predominate on lands to the northwest and south. A partially completed light industrial/research office park is located to the northwest. Light spectra distributions were measured in two different montane forests: temperate and tropical. Spectral light measurements were made in different sized canopy gaps in the conifer forest at H. J. Andrews Experimental Forest in Oregon, USA. Researchers at Oregon State University created these gaps of 20 m, 30 m, and 50 m in diameter. In the tropical cloud forest, spectral light measurements were made in two plots that were permanently established at La Mucuy Parque Nacional in Venezuela, in collaboration with researchers at Universidad de Los Andes. In both studies, spectra and distributions of physiologically active light were analyzed: red, far-red, R/FR ratio, and blue light.

This study examines the controversy regarding Hells Canyon on the Snake River, North America's deepest gorge. Throughout the 1950s, federal and private electric power proponents wrangled over who would harness the canyon's potential for generating hydroelectricity. After a decade of debate, the privately-owned Idaho Power Company won the right to build three small dams in the canyon versus one large public power structure. The thesis concludes that private development of Hells Canyon led to incomplete resource development. Further, support of private development led to extensive Republican electoral losses in the Pacific Northwest during the 1950s.
