The letter is in regards to a discussion over advocacy programs and wanting to discuss these ideas with school board members / political leaders to have them look in depth at the discipline-based art education and what contributions it makes to the education of the students. Davis and McCarter mention the Texas Association of School Boards, TASB and believe they could be used a vehicle for doing most of the ground work on advocacy. If NTIEVA works with TASB now they can get a presentation together on art education for their annual conference. Davis and McCarter end the letter by thanking Whatley for her ideas and to contact them if she has any others. Copied on the letters are Leilani Lattin Duke, Vicki Rosenberg and M'Lou Bancroft, faculty of the Getty Center. Scribbled at the end of the letter reads, "Mrs. Whatley, I will be in Austin on October 29 and 30. If you'd like to discuss this, perhaps we ... have dinner on Thursday evening. Jack"

Photocopy of a letter from Jack Davis, co-director of North Texas Institute for Educators on the Visual Arts, to Janice Wiggins, Dallas ISD. Discussing the use of grant money. Wiggins requested that the grant money, intended to be used for support of Dallas I.S.D's participation in the Secondary Institute be used to stipends for participants of the Elementary Institute instead. Davis writes back that this is not possible for several reason which he encloses in the letter, the first being that he does not want to jeopardize the relationship with his funders by using the grants for something that was not made clear in the condition when the money was given. Davis explains that if the money is not used for its original intended purpose for which they were in agreement, then they are obligated to return the money back. Copied on the letter is Bill Cormack.
