Advanced nuclear reactor public opinion project

This Interim Report summarizes the findings of our first twenty in-depth interviews in the Advanced Nuclear Reactor Public Opinion Project. We interviewed 6 industry trade association officials, 3 industry attorneys, 6 environmentalists/nuclear critics, 3 state officials, and 3 independent analysts. In addition, we have had numerous shorter discussions with various individuals concerned about nuclear power. The report is organized into the four categories proposed at our April, 1991, Advisory Group meeting: safety, cost-benefit analysis, science education, and communications. Within each category, some change of focus from that of the Advisory Group has been required, to reflect the findings of our interviews. This report limits itself to describing our findings. An accompanying memo draws some tentative conclusions.

Algebraic calculation of stroboscopic maps of ordinary, nonlinear differential equations

The relation between the parameters of a differential equation and corresponding discrete maps are becoming increasingly important in the study of nonlinear dynamical systems. Maps are well adopted for numerical computation and several universal properties of them are known. Therefore some perturbation methods have been proposed to deduce them for physical systems, which can be modeled by an ordinary differential equation (ODE) with a small nonlinearity. A new iterative, rigorous algebraic method for the calculation of the coefficients of a Taylor expansion of a stroboscopic map from ODE's with not necessarily small nonlinearities is presented. It is shown analytically that most of the coefficients are small for a small integration time and grow slowly in the course of time if the flow vector field of the ODE is polynomial and if the ODE has fixed point in the origin. Approximations of different orders respectively of the rest term are investigated for several nonlinear systems. 31 refs., 16 figs.

Effluent Treatment Facility tritium emissions monitoring

An Environmental Protection Agency (EPA) approved sampling and analysis protocol was developed and executed to verify atmospheric emissions compliance for the new Savannah River Site (SRS) F/H area Effluent Treatment Facility. Sampling equipment was fabricated, installed, and tested at stack monitoring points for filtrable particulate radionuclides, radioactive iodine, and tritium. The only detectable anthropogenic radionuclides released from Effluent Treatment Facility stacks during monitoring were iodine-129 and tritium oxide. This paper only examines the collection and analysis of tritium oxide.

Travel to the Forschungszentrum (KFA) -- Juelich described in this report was for the purpose of participating in the annual meeting of subprogram managers for the US/DOE Umbrella Agreement for Fuel, Fission Product, and Graphite Technology. At this meeting the highlights of the cooperative exchange were reviewed for the time period June 1989 through June 1990. The program continues to contribute technology in an effective way for both countries. Revision 15 of the Subprogram Plan will be issued as a result of the meeting. There was interest expressed by KFA management in the level of support received from the NPR program and in potential participation in the COMEDIE loop experiment being conducted at the CEA.

Real-space multiple scattering theory calculations of LEED (low-energy electron diffraction) intensities for stepped surfaces

We use a newly developed real-space multiple scattering theory (RS-MST) to calculate low-energy electron diffraction (LEED) intensities from stepped surfaces. In this calculation the electron wavefunctions are expanded in terms of an angular momentum basis, utilizing the property of removal invariance of systems with semi-infinite periodicity. This strongly reduces the dependence of the calculation on the interlayer spacing and thus opens up the possibility of treating more open surfaces. This includes in particular stepped surfaces, to which conventional methods cannot be applied. Applications of the formalism to various stepped surfaces are presented. In particular, the results for Cu(311) and (331) surfaces obtained from both the layer doubling and RS-MST methods are compared. In addition, numerical techniques which can improve the convergence as well as the speed of the RS-MST approach are discussed. 6 refs., 3 figs.

This reporting term covers the first full quarter subsequent to the program kick-off meeting and the DOE authorization to proceed with the contract work. As such the work of this term principally involves ordering, assembling, and de-bugging equipment as well as the development of the solid electrolyte materials and some initial electrochemical studies. These initial studies make use of the above instrumentation and act as a source of calibration for subsequent studies. Specifically the work during this reporting term has involved the optimization of the sintering of the ceramic electrolyte freeze dried powder to allow for optimum performance of the IGR ceramic composite, the determination of the electrochemical properties in air of the above stabilized ceramic solid oxide electrolyte material over the relevant ranges of applied voltage and temperatures, and the detailed planning, equipment/parts ordering, acquisition, and integration for the computer controlled electrochemical test apparatus for the electrocatalytic materials.
