Under the Department of Energy`s Advanced Combustor Technology Program, approximately 11 combustor contractors (under 13 contracts) are developing combustion systems (during 1987--1989) for use in residential, commercial, light industrial and industrial retrofit markets. Sufficient quantities of well-characterized, coal-based fuels possessing specific, appropriate specifications are required by the contractors. Fuels may be dry pulverized coal or coal liquid fuels. In support of these equipment development efforts, the team of Energy International and Dravo Engineers will provide such fuels. During the first quarter of this contract effort, the primary activities were involved with: (1)``Analysis of Fuel Needs`` which includes a market analysis, a resource assessment, and development of specifications for fuels. (2) Completing the initial version of those analyses and reviewing the preliminary coal selection recommendations with DOE-PETC project management. (3) Initiating the procurement of coal supplies for initial candidates. (4) Determination of supply requirements (i.e., specifications, quantities, schedule) with combustor developers. (5) Development and scoping of coal supply and process strategies. The progress on the above activities is reported here. During the third quarter of this contract (May 1 through July 31, 1987) the primary activities were involved with: Completion and submission for approval by the DOE of the topical report describing the market survey, the coal selection and the fuel specification methodologies used in carrying out Task 1. The determination of the washability of the first five coals selected in Task 1. Upgrading and improvement of the pilot wash circuit to improve both the product quality and yield. Initiation of a data base survey to select an appropriate coal for the Vortec contract; and continuation of the coal procurement, cleaning, fuel preparation and delivery activities.

Under the Department of Energy`s Combustor Technology Program, combustor contractors are developing combustor systems for use in residential, commercial, light industrial and industrial retrofit markets. Well-characterized coal based fuels possessing appropriate specifications are required by the contractors for their developmental test programs. Fuels may be dry pulverized or micronized coal or coal-water fuels. In support of these equipment development efforts, Energy International is providing such fuels. A complete list of all of the delivered fuels,the quantities and users are provided in the Appendix. Their fuel needs ranged from small sample quantities (e.g. 5 to 500 lbs.) up to 15 tons per delivery; by now most no longer need fuel. During the twelfth quarter of this contract (August 1, 1989 through October 31, 1989) the primary activities were involved with: (1) Continuation of the procurement, preparation and delivery of coal-based fuels for the combustor contractors. (2) Continuation of the interaction with combustor contractors in order to update their fuel specifications, fuel requirements and delivery schedules. (3) Continuation of the quality control activities to insure that fuel specifications are being met and to determine the cause of any problem which might occur. The capability to produce significant quantities of coal based fuels cannot be supported in the current economic and energy use situation. Once these pieces of experience and information begin to fall into place, the market driven needs will more clearly identify the suite of coals that will satisfy the markets and the performance requirements (i.e., cost, maintenance, energy efficiency, environmental). For now, it is important to provide sufficient quantities of surrogate fuels to enable development testing to proceed. To serve as surrogate fuels, the fuels should have chemical and physical characteristics (ash, sulfur, volatiles, fusion temperature, heat content, particle size distribution, slurry formulation, etc.) that are consistent with projected performance and environmental standards. In addition, these surrogates are to be produced using readily available conventional types of cleaning and processing so as to not promote a particular fuel technology or create a reliability on an uncertain fuel technology. The analysis of fuel needs, the selection of candidate coals, the characterization and supply in this contract are to be accomplished with the above in mind.
