It provides the opinion of the Texas Attorney General, Waggoner Carr, regarding a legal question submitted for clarification; Whether a navigable bayou located wholly in Orange County, Texas, is subject to the provisions of the River and Harbor Act of Congress, and also whether the construction across said bayou of a fixed span bridge with a vertical clearance of 35 feet is taking property for which the State or County would be liable to an upstream landowner whose ships require minimum vertical clearance of 55 feet.
