It provides the opinion of the Texas Attorney General, Crawford Martin, regarding a legal question submitted for clarification: Whether the Commissioners Court of Harris County may require that plans and specifications of storm sewers of Fresh Water Supply Districts be submitted to the County Engineer, for his approval, prior to construction of such sewers when the storm sewers are to be located within the areal confines of Harris County roads; in subdivisions not within cities; and whether Texas Water Rights Commission has any authority to exercise supervisory power over such districts during the construction and maintenance of such storm sewers.

The interior of the card consists of a color illustration of bare legs with a belt wrapped around them. The printed text says, "About like a nudist needs a belt! Many happy returns anyway!" The handwritten text in the card reads, "John - be careful - I know it scares the hell out of you when they start getting nude and dropping their chastity belt!!! Happy Birthday -Shep" The digital image also includes the envelope postmarked April 11, 1967

The interior of the bulletin lists the program for the day's event, John J. Herrera, "Battle of San Jacinto." The back of the bulletin lists Rotary Officers and the Board of Directors.

The interior of the program lists the itinerary for the days events as well as the lyrics to the song, "Texas, Our Texas." Printed on the back of the program is the Pledge of Allegiance to the United States of America and the Pledge of Allegiance to the Texas Flag. The back of the program also lists members and officers of San Jacinto Chapter, Sons of the Republic of Texas, San Jacinto Chapter, Daughters of the Republic of Texas, and Harris County Historical Survey Committee.
