Santoscoy informs Herrera that Tony Campos, of Lubbock, Texas, was interested in the formation of a council and asks Herrera to follow up with Campos to give guidance and more information on the formation of a council. In a handwritten note at the bottom, Santoscoy says, "P.S. Please give me your valued opinion on the LULAC Committee their Duties and Functions booklet that I wrote and National Office distributed to all councils."
