Herrera to John Ben Shepperd, Attorney General of the State of Texas, 1 congratulating Shepperd on his action, announced in the newspapers, against the loan and finance companies of Texas. Herrera writes: "You no doubt know that the Latin American people of Texas are the primary sufferers from the vicious loan sharks that operate in our State." Herrera extends his assistance to the Attorney General on the venture.
