Herrera explains, "I know that you understand why I had to help Brother Pinedo under the circumstances [...] a man must follow the dictates of his conscience." Herrera also expresses to Laurel that Laurel can count on Herrera for sincere cooperation and in any other way that Herrera can assist Laurel throughout his administration.
