This letter is a notification that the charter for their new council has been received and is ready for presentation. The back page contains a draft of a second letter to Jacob I. Rodriguez, Secretary Mexican Chamber of Commerce in San Antonio, Texas. This is a notification that the date of the Regional LULAC Convention to be held in January, 1951 in Houston, Texas, has been changed to January 27 and 28, 1951. It is also an invitation to Jacob Rodriguez to speak after the speech of welcome at the convention.

Signed carbon copy of letter from John J. Herrera, LULAC First National Vice-President, to George J. Garza, LULAC National President, dated January 22, 1951. The letter provides notification of a new LULAC Council organized in Eagle Lake, Texas on January 21, 1951. Herrera lists provisional officers and members. Herrera next visited Palacios, Texas, and presented the charter to the new Palacios LULAC Council. Herrera also confirms delivery of charter to the Wharton Ladies LULAC Council.

Herrera, LULAC National President, to Ivey Gonzalez, Superintendent of the Identification Bureau, Police Department, Wichita Falls, Texas dated January 8, 1953. Herrera inquires about setting up a meeting to discuss LULAC and possibly organizing a LULAC council in Wichita, Falls. Herrera mentions the eight new councils set up so far in his presidency of LULAC: El Paso; Port Arthur; Wharton; Seguin; Smeltertown, and Victoria, Texas; and Deming and Los Alamos, New Mexico.

Carbon copy of letter from Ofelia Mendoza, Field Consultant for Planned Parenthood Federation of America, New York, New York, to Mrs. Gus Gonzalez of Wharton, Texas, dated January 26,1953. Mendoza asks for Mrs. Gonzalez's opinions on Planned Parenthood Federation literature and whether this service would be advantageous to the Latin American families in the area.

Telegram from Lloyd G. Rust, Jr., Wharton County Attorney, to John J. Herrera, dated January 5, 1953. Rust notifies Herrera of the date and time of the Grand Jury hearing regarding conduct of an Officer Sifford. Rust invites Herrera to be a witness at this hearing.

The house behind them has several windows, and it looks to be two stories, judging by the second floor balcony seen in the far right of the photograph. The women wear long dresses, while the men wear nondescript shirts and trousers. The woman on the far left has been identified as Mrs. Otto Hansen, and the man wearing the dark-colored shirt as Melvin Hansen. No other names have been provided. There is a decorative border surrounding the photograph. Two repeating stamps on the back show a leaping fox on which lines of text read, "Fox-Tone Print Fox Co. San Antonio, Texas, January 1951"
