The study of the economic development of the Rio Grande Plain has been divided into the following seven chapters: (1) Physical Aspects of the Rio Grande Plain, (2) Grazing, (3) Development of Farming, (4) Development of Transportation, (5) Growth of Major Urban Centers, (6) Development of Natural Resources, and (7) Present Trends. In each chapter except Chapters I and VII, effort has been made to locate the origin of that particular industry and trace its development. In order to understand the development in the raising of livestock, farming, transportation, natural resources, and the growth of major cities of the region, it would be well to understand the physical aspects of the region.

Newspaper clipping from Palacios Beacon with handwritten date of June 28, 1951. The article is entitled "Local Lulac Delegates Impressed With National Convention Held Last Week-End in Laredo Hotel." The main topic of the article is the contest between John J. Herrera and George J. Garza for the office of National President. The voting resulted in a technical tie, with Vice President Herrera granted the right to cast the deciding vote, whereupon he cast his vote for his opponent.

Laurel requests plans for the reorganization of LULAC councils; he mentions a highly publicized divorce in Juarez, Mexico, in which Herrera represented one of the parties; and Laurel asks for legal advice on a question of property ownership in connection with the Bay City LULAC Council.

Letter from Oscar M. Laurel, LULAC Executive Secretary, to John J. Herrera, LULAC National Organizer, dated January 22, 1952. Laurel conveys the approval of the LULAC Supreme Council for sociological and statistical data contained in the report by Lyle Saunders and Olen T. Leonard, entitled, "The Wetback in the Lower Rio Grande Valley of Texas." Laurel writes that the council also condemns the false and prejudiced statements attributed to three people interviewed by the sociologists. This report is to be discussed at an upcoming LULAC Convention.
