From introduction: The purpose of this paper is to present a detailed description of the methods employed and the equipment used, with the results obtained in the operation of this mine in the thick Freeport bed on the northern end of the field, near the Alleghegny-Butler county line in western Pennsylvania. It may be classed as a captive mine, as the largest portion of the product is consumed at the by-product plants of the parent company

From Preface: "The writer began testing the rock-dusting method for the Bureau of Mines at the Pittsburgh gallery in 1909, and later continued such testing in the bureau's experimental mine, with favorable results. Beginning in 1911 the bureau issued reports recommending rock dusting as alternative to watering."

From Introduction: "Coal dust as an agent of widespread explosions had been under suspicion, and watering to allay the dust was recommended by some mining engineers but the watering of coal-mine dust was adopted in comparatively few mines of the United States and Great Britain, and had not been introduced widely in any country except Germany. Rock dusting, another method of preventing explosions of coal dust, was early tested with success by the Bureau of Mines in its first gallery at Pittsburgh and, beginning in 1911, at the experimental mine, Bruceton, Pa."

From Origin of Federal Explosives Act, October 6, 1917: " A competent force from the Bureau of Mines was then assigned to study the laws and ordinances of countries, States, and municipalities in which lawas and ordinances regulating explosives have been enacted, and especially to ascertain how these laws had been modified by the necessities of the existing state of war, and, also, wherein the proposed law might conflict with or overlap the jurisdiction of existing laws. This incomplete enumeration of the peace-time uses of explosives shows that the quantity consumed is large. A more definite conception is given by the following statistics of production, to which is added statistics for exportation that disclose something of the effect of war on the explosives industry."

From Author's Explanation: "This bulletin is intended to include every legislative enactment of the Commonwealth of Pennsylvania relating to the mining and mineral industries. The entire body of mining laws is set out for these obvious reasons: (1) To show the progress and advancement made, and the changes through which the enactments have passed; (2) an author may not assume the determination of what particular laws are in fact in effect, as this is within the jurisdiction of the courts alone; (3) it was at least necessary to set out all acts that had at any time been construed by the courts."
