Campbell states he will intervene if necessary and will not allow this to happen. Ripley's policy is considered intolerable. Campbell also mentions enacting laws that disallow railroad companies from using the policy of eminent domain to clear the way for their railway. Campbell offers to meet Ripley in Texas to discuss the matter.
