Message from Diego de Lasaga, Governor of Nuevo Santander, citing a royal decree from October 12, 1778 that allows free commerce for ports in New Spain. The lower portion of the document contains a response from the Viceregal agent saying that a 3% tax will be placed on goods coming into Nuevo Santander, as he collected them in Soto La Marina.
