Wright mentions that the decision of these cases rest with the government agencies involved, and not with the members of Congress. In a handwritten personal note written at the bottom of the letter Wright writes that he is sorry for the delay.

Funeral program for Mrs. Emma Jackson, born April 6, 1897 and died June 14, 1965. The funeral was held June 17, 1965 at Greater Pleasant Union Baptist Church, officiated by Rev. O. H. Owens. Funeral arrangements were made through Carter-Taylor Mortuary and she was buried in Eastview Cemetery in San Antonio, Texas.
