Herrera also feels that a Regional Convention of LULAC would help inform delegates how to cope with local situations of illegal segregation. Also included are some recommendations of Herrera's for updates to the LULAC constitution, frequency of LULAC News printing, and distribution of LULAC lapel buttons, application cards, and membership cards.

Letter from Raoul A. Cortez, President General of LULAC, to John J. Herrera, LULAC Regional Governor, dated August 12,1948. This is a reply to John Herrera's letter of August 6, 1948. President General Cortez encourages Herrera to call together the Houston area councils for a local convention, with a larger convention possibly to be held later. President General Cortez also replies to suggestions made in the earlier letter and invites Herrera to join in a visit to the LULAC Council Number 132 in El Paso, Texas.

This is a notification that the San Antonio Council has declined the request to host a regional convention and passes on a recommendation to contact the Corpus Christi Council for help.

Press release on John J. Herrera's letterhead sent to the Editor of The Houston Post, dated October 8, 1948. Also handwritten on this copy is an indication that the same press release was sent to the Houston Press and Houston Chronicle. It is an announcement that LULAC President General Raoul A. Cortez will be in Houston for a meeting called in his honor to give a report on the effects of the Segregated Mexican School judicial decision.

Rodriguez discusses the November issue of the LULAC News, which was sponsored by the Houston Council Number 60, and the difficulties receiving material and printing the issue.

Letter from Raul Padilla, Secretary of Texas City LULAC Council Number 150, to John J. Herrera, Regional Organizer for Texas LULAC, dated November 19, 1948. The Texas City Council voted in favor of having the Regional Convention in Houston. It is also reported that the school children in Crystal City, Texas, have been segregated in six or seven schools.

Also, in the postscript, Mrs. Padilla asks Mr. Herrera if she could have an installation at an upcoming formal dance.
