The requests are made on the grounds that KAPE refused to provide BCMM members a copy of their 1974 renewal application, which is against the law.

He writes requesting that Mr. Watson evaluate an ordinance put out by the city of San Antonio regarding the UA-Columbia franchise, a cable television provider that was seeking business in the area. He also requested that one of Mr. Watson's people look over his own approach to the franchise before a hearing was to take place; presumably, Mr. Salas had concerns about the company coming to San Antonio.
