Letter from Luciano Santoscoy to John J. Herrera. Santoscoy thanks Herrera for his support on the LULAC Refugio Council. Santoscoy informs Herrera that Tony Campos, of Lubbock, Texas, was interested in the formation of a council and asks Herrera to follow up with Campos to give guidance and more information on the formation of a council. In a handwritten note at the bottom, Santoscoy says, "P.S. Please give me your valued opinion on the LULAC Committee their Duties and Functions booklet that I wrote and National Office distributed to all councils."

Onionskin paper carbon copy of letter to W.T. Harris of Refugio, Texas from John J. Herrera, informing Harris that Herrera had complaints in regards to mistreatment of citizens in Refugio County. Herrera mentions Polo Jasso and Amado Laurel, who were slapped and kicked on the shins by W.T. Harris. Herrera informs Harris of the following: "In the future, Mr. Harris, I advise you to make an arrest if you observe a violation of any law [...] I must also advise you that if I have any more complaints in regard to your official conduct, I shall be forced to proceed against you according to law."
