Perales urges Herrera to organize efforts to write to President Harry Truman, Senators Alben W. Barkley, Wallace White, and W. Lee O'Daniel, and John Connally, urging for action on Senate Bill 101. The bill covered the "return of uses to states," and would leave minority groups without protection against discrimination.
