It is mentioned that the consolidation has been discussed the management of the company, but no formal permission has been given. The consolidation was not approved by the General Committee of the Firemen's Organization until the last meeting in Dallas during spring of 1917.

Letter from Brotherhood of Locomotive Firemen and Enginemen to G. H. Ramey discussing a lodge (Lodge No. 572) that no longer desires to consolidate the eleventh and twelfth seniority districts. It is stated that the lodge does not have the authority to reverse an action taken by a referendum vote, but also calls for a vote to be retaken within said lodge. The letter also suggests the preparation of a petition if the recipient wants the concerns of the lodge to be taken into consideration.

Letter from Brotherhood of Locomotive Firemen and Enginemen to G. H. Ramey (c.c. to R. O. Calloway) acknowledging receipt of a letter from July 6, and reminding Ramey that the referendum vote taken by the twelfth seniority district was unanimous to not consolidate the eleventh and twelfth districts. The chairman states that the matter has been passed on to the General Grievance Committee.
