This report has gathered information on agricultural production throughout Sub-Saharan Africa, looked closely at specific, promising technologies such as agroforestry, small-scale irrigation, soil and water management, and the improved use of animals. As a result, it seems clear that low-resource agriculture has a sizable potential to contribute to increased African food security. Also, it is clear that low-resource agriculture must be enhanced in order to reach its full potential. This report identifies ways that U.S. development assistance can aid this process.

Partnerships Under Pressure: Managing Commercial Low-Level Radioactive Waste

This report provides an overview of progress made by nine compacts and the remaining unaffiliated States in developing disposal facilities. Disposal costs have more than tripled while LLW volumes have dropped by more than half over the last decade. Since many costs associated with developing and operating a disposal facility are fixed, unit disposal costs will increase substantially as new facilities open. This may lead States to consider the economics of cooperative arrangements, which would permit them to trade waste services and construct fewer full-service disposal facilities.

This report finds that many State EMS systems are fragmented and lacking resources to remedy EMS problems in rural areas. Many rural EMS programs lack specialized EMS providers, have inadequate EMS transportation and communications equipment, and are not part of a planned regional EMS system. The report describes the availability and distribution of emergency medical service (EMS) resources (e.g., personnel, transportation, facilities) and examines how limited Federal resources can be used to improve rural EMS. In addition, the report discusses how Federal EMS resources might be targeted to States’ rural areas.

This OTA’s report responds to the request of numerous Members of Congress to review the physical, emotional, and behavioral health status of contemporary American adolescents, including adolescents in groups who might be more likely to be in special need of health-related interventions: adolescents living in poverty, adolescents from racial and ethnic minority groups, Native American adolescents, and adolescents in rural areas. In addition, OTA was asked to: 1 ) identify risk and protective factors for adolescent health problems and integrate national data in order to understand the clustering of specific adolescent problems, 2) evaluate options in the organization of health services and technologies available to adolescents (including accessibility and financing), 3) assess options in the conduct of national health surveys to improve collection of adolescent health statistics, and 4) identify gaps in research on the health and behavior of adolescents.

This report examines potential new crops and traditional crops for industrial uses including replacements for petroleum and imported strategic materials; replacements for imported newsprint, wood rosins, rubbers, and oils; and degradable plastics. This report finds that, in the absence of additional and more comprehensive policies, developing industrial uses for agricultural commodities alone is unlikely to revitalize rural economies and solve the problems of American agriculture.
