This report, the result of an assessment of the potential for automation and robotics technology to assist in the exploration of the Moon and Mars, raises a number of issues related to the goals of the U.S. civilian space program. Among other things, the report discusses how greater attention to automation and robotics technologies could contribute to U.S. space exploration efforts.

This report has gathered information on agricultural production throughout Sub-Saharan Africa, looked closely at specific, promising technologies such as agroforestry, small-scale irrigation, soil and water management, and the improved use of animals. As a result, it seems clear that low-resource agriculture has a sizable potential to contribute to increased African food security. Also, it is clear that low-resource agriculture must be enhanced in order to reach its full potential. This report identifies ways that U.S. development assistance can aid this process.

This report in the series illustrates a range of options for congressional action in three major areas of public policy related to this application of biotechnology: the criteria for review of planned introductions for potential risk, the administrative mechanisms for applying such review criteria, and the research base supporting planned introductions.

This report contains the results of that analysis. A review of critical intergovernmental issues for the Department of Transportation and State Governments has been added to the basic questions about the adequacy of Federal standards and programs. During the course of the study, it became clear that the report would have to consider how policy is implemented, and consequently, the relationship between the Department of Transportation and the States, which have become important partners in Federal safety programs.

This is OTA’S third report on U.S. foreign aid and African agriculture and the most comprehensive look at a single program. It complements a larger, more general work in press on enhancing agriculture in Africa and its already-published companion report on the Sahel Development Program. The House Foreign Affairs Committee, its Subcommittee on Africa, and the House Select Committee on Hunger requested this study. The Senate Foreign Relations Committee, Subcommittee on African Affairs, endorsed their request.

This OTA assessment addresses the effectiveness and costs of selected strategies for promoting and maintaining the health of children and to identify strategies whose implementation could substantially improve children’s health or lower health care costs.

This paper summarizes what is known about the effectiveness of AIDS education programs and programs in other health-related areas. Also documented are AIDS education programs currently being funded by selected Federal agencies. What is known and not known about the effectiveness of past education can guide the design of future AIDS education and the research agendas of Federal agencies.

This report provides an overview of progress made by nine compacts and the remaining unaffiliated States in developing disposal facilities. Disposal costs have more than tripled while LLW volumes have dropped by more than half over the last decade. Since many costs associated with developing and operating a disposal facility are fixed, unit disposal costs will increase substantially as new facilities open. This may lead States to consider the economics of cooperative arrangements, which would permit them to trade waste services and construct fewer full-service disposal facilities.

This report reviews U.S. patent law as it relates to the patentability of micro-organisms, cells, plants, and animals; as well as specific areas of concern, including deposit requirements and international considerations. The report includes a range of options for congressional action related to the patenting of animals, intellectual property protection for plants, and enablement of patents involving biological material.

This report identifies U.S. interests in Antarctica and evaluates the Minerals Convention relative to these interests. It examines the status of knowledge about the resources of Antarctica, the potential impacts of minerals development, and the technical, economic, environmental, geological, and political constraints to development in Antarctica.

This special report examines a wide range of potential improvements to the Space Shuttle, explores the future of space transportation for humans, and presents policy options for congressional consideration. It is one of a series of products from abroad assessment of space transportation technologies undertaken by OTA, requested by the Senate Committee on Commerce, Science, and Transportation, and the House Committee on Science, Space, and Technology.

This report finds that many State EMS systems are fragmented and lacking resources to remedy EMS problems in rural areas. Many rural EMS programs lack specialized EMS providers, have inadequate EMS transportation and communications equipment, and are not part of a planned regional EMS system. The report describes the availability and distribution of emergency medical service (EMS) resources (e.g., personnel, transportation, facilities) and examines how limited Federal resources can be used to improve rural EMS. In addition, the report discusses how Federal EMS resources might be targeted to States’ rural areas.

As analytical technology improves, we are discovering dioxins associated with many products commonly found in the home and workplace. This report provides an assessment of these technologies; it does not address the policy issues related to regulating dioxin in paper products and controlling environmental release.

On September 13, 1988, the Office of Technology Assessment (OTA) and the Massachusetts Institute of Technology (MIT) Japan Science and Technology Program (JSTP) held a one-day workshop to discuss MIT’s Japan Science and Technology Program’s internship program and its technical language workshop. This document gives a brief description the MIT-Japan Science and Technology of Program. It then reports the principal themes and issues raised at the workshop.

This paper reviews both new and previously published data on the proportions of elderly currently receiving a variety of preventive health services; we examine factors associated with whether the elderly receive these services; and we analyze the likely implications for Medicare if preventive health services were offered as covered benefits.

This is OTA’S fifth report on U.S. foreign aid and African agriculture and our most detailed look at one specific problem. The report provides a background on the unusual nature of grasshopper and locust problems, examine t e implications this has for the way problems are treated, then consider how U.S. contributions to the bilateral and multilateral control effort might be improved.

This report is the final, summarizing report in a series of products from a broad assessment of space transportation technologies undertaken by OTA for the Senate Committee on Commerce, Science, and Transportation, and the House Committee on Science, Space, and Technology.

This report describes the unconventional cancer treatments that are most used by U.S. cancer patients; it describes the way in which people find out about them and how much they pay for them; reviews the claims made for them and the information base in support of the claims; suggests possible ways of generating valid information about their safety and effectiveness; and presents the legal issues surrounding unconventional treatments that have brought civil and criminal litigation to bear on the subject.

This report focuses on the training given to employed workers both from the standpoint of the competitiveness of U.S. industry and from the standpoint of the individual worker who may need training to advance. Most workers who get training get it from their employer, and much of the report looks at the employer provided training system. The message of this report is that the debate about national training policies needs to be broadened to encompass not only training programs for the economically disadvantaged, the displaced worker, or people with special needs, but also those who stand on the front line of American productivity-employed workers at all levels.

This OTA’s report responds to the request of numerous Members of Congress to review the physical, emotional, and behavioral health status of contemporary American adolescents, including adolescents in groups who might be more likely to be in special need of health-related interventions: adolescents living in poverty, adolescents from racial and ethnic minority groups, Native American adolescents, and adolescents in rural areas. In addition, OTA was asked to: 1 ) identify risk and protective factors for adolescent health problems and integrate national data in order to understand the clustering of specific adolescent problems, 2) evaluate options in the organization of health services and technologies available to adolescents (including accessibility and financing), 3) assess options in the conduct of national health surveys to improve collection of adolescent health statistics, and 4) identify gaps in research on the health and behavior of adolescents.

This report examines potential new crops and traditional crops for industrial uses including replacements for petroleum and imported strategic materials; replacements for imported newsprint, wood rosins, rubbers, and oils; and degradable plastics. This report finds that, in the absence of additional and more comprehensive policies, developing industrial uses for agricultural commodities alone is unlikely to revitalize rural economies and solve the problems of American agriculture.
