WIPP Facility Work Plan for Solid Waste Management Units

This 2002 Facility Work Plan (FWP) has been prepared as required by Module VII, Permit Condition VII.U.3 of the Waste Isolation Pilot Plant (WIPP) Hazardous Waste Facility Permit, NM4890139088-TSDF (the Permit) (New Mexico Environment Department [NMED], 1999a), and incorporates comments from the NMED received on December 6, 2000 (NMED, 2000a). This February 2002 FWP describes the programmatic facility-wide approach to future investigations at Solid Waste Management Units (SWMU) and Areas of Concern (AOC) specified in the Permit. The Permittees are evaluating data from previous investigations of the SWMUs and AOCs against the most recent guidance proposed by the NMED. Based on these data, and completion of the August 2001 sampling requested by the NMED, the Permittees expect that no further sampling will be required and that a request for No Further Action (NFA) at the SWMUs and AOCs will be submitted to the NMED. This FWP addresses the current Permit requirements. It uses the results of previous investigations performed at WIPP and expands the investigations as required by the Permit. This monitoring plan will serve as the basis for demonstrating monitoring compliance at the B-63 trench under the RCRA.

Calorimeter Process Variable Archiving

These steps were taken to maintain weekly archives: (1) Friday morning you stop the archiver and wait for it to finish writing data (the lock file will be removed from the directory); (2) move the current archive information to a PC via FTP; (3) remove all previous archive information in the previous directory; (4) move the current archive into the previous directory; (5) start a new archive; (6) burn a CDROM of the archive; and (7) copy the current archive to a specific directory. There are 2 ways to check if the Calorimeter Archiver is running, either through the WEB based front end or directly from a command line. Once the archiver is running it can be monitored from a WEB page. This only works with a browser launched from the online machine running the archiver. Each time the browser is reloaded there should be an update reported in the last write check field. You might have to wait a few minutes to see the update. Calorimetry currently takes readings every (300 sec.) 5 minutes. The second method to verify the archiver is running is to issue a command from a Linux cluster machine.

Laser-Compton Scattering as a Potential Electron Beam Monitor

LCS experiments were carried out at the Idaho Accelerator Center (IAC); sharp monochromatic x-ray lines were observed. These are produced using the so-called inverse Compton effect, whereby optical laser photons are collided with a relativistic electron beam. The back-scattered photons are then kinematically boosted to keV x-ray energies. We have first demonstrated these beams using a 20 MeV electron beam collided with a 100 MW, 7 ns Nd; YAG laser. We observed narrow LCS x-ray spectral peaks resulting from the interaction of the electron beam with the Nd; YAG laser second harmonic (532 nm). The LCS x-ray energy lines and energy deviations were measured as a function of the electron beam energy and enery-spread respectively. The results showed good agreement with the predicted valves. LCS could provide an exellent probe of electron beam energy, energy spread, transverse and longitudinal distribution and direction.

Safety Basis Report

As part of the internal Integrated Safety Management Assessment verification process, it was determined that there was a lack of documentation that summarizes the safety basis of the current Yucca Mountain Project (YMP) site characterization activities. It was noted that a safety basis would make it possible to establish a technically justifiable graded approach to the implementation of the requirements identified in the Standards/Requirements Identification Document. The Standards/Requirements Identification Documents commit a facility to compliance with specific requirements and, together with the hazard baseline documentation, provide a technical basis for ensuring that the public and workers are protected. This Safety Basis Report has been developed to establish and document the safety basis of the current site characterization activities, establish and document the hazard baseline, and provide the technical basis for identifying structures, systems, and components (SSCs) that perform functions necessary to protect the public, the worker, and the environment from hazards unique to the YMP site characterization activities. This technical basis for identifying SSCs serves as a grading process for the implementation of programs such as Conduct of Operations (DOE Order 5480.19) and the Suspect/Counterfeit Items Program. Water and Energy Savings using Demand Hot Water Recirculating Systems in Residential Homes: A Case Study of Five Homes in Palo Alto, California

This report summarizes a preliminary study aimed at estimating the potential of saving potable water, (and the electrical energy used to heat it), that is presently lost directly to the drain while occupants wait for hot water to arrive at the faucet (point of use). Data were collected from five single-family homes in Palo Alto, California. Despite the small sample size in this study, the results make a compelling case for retrofitting homes with hot water recirculation systems to eliminate unnecessary wastage of water at the point of use. Technical as well as behavioral and attitudinal changes towards water conservation are necessary for a fulfilling and successful conservation effort. This report focuses on the technical issues, but behavioral issues are also noted, which may be factored into future studies involving local and state governments and utility companies.

Synthesis of (plus or minus) [5-{sup 3}H] N'-Nitrosoanatabine, a tobacco-specific nitrosamine

Tobacco-specific N'-nitrosamines (TSNA) are a unique class of systemic organ-specific carcinogens. The TSNA are formed by N-nitrosation of nicotine and of the minor tobacco alkaloids after harvesting of tobacco and during smoking. The N-nitrosation of anatabine leads to N'-nitrosoanatabine (NAT; 1-nitroso-1,2,3,4-tetrahydro-2,3'-bipyridyl) which requires in-depth assays in laboratory animals other than the rat. Furthermore, delineation of its tissue distribution and metabolism is needed for structure:activity comparisons with other TSNA and for the assessment of potential human risk from this TSNA. We have, therefore, synthesized (+)[5-3H]NAT. 5-Bromo-3-pyridine-carboxaldehyde was condensed with ethyl carbamate prior to Diels-Alder reaction with 1,4-butadiene to give the racemic anatabine ring system. Hydrolysis followed by reduction with LiAlT4 and nitrosation, led to (+)[5-3H]NAT (60 percent yield, specific activity 266 mCi/mmol, radiochemical purity of >99 percent).

The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies. The project is conducted by a multi-industry team lead by Gasification Engineering Corporation (GEC), and supported by Air Products and Chemicals, Inc., Dow Chemical Company, Dow Corning Corporation, Methanex Corporation, and Siemens Westinghouse Power Corporation. Three project phases are planned for execution over a three year period, including: (1) Feasibility study and conceptual design for an integrated demonstration facility, and for fence-line commercial plants operated at Dow Chemical or Dow Corning chemical plant locations; (2) Research, development, and testing to define any technology gaps or critical design and integration issues; and (3) Engineering design and financing plan to install an integrated commercial demonstration facility at the existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana. This report describes management planning, work breakdown structure development, and feasibility study activities by the IMPPCCT consortium in support of the first project phase. [3H]Azidodantrolene photoaffinity labeling, synthetic domain peptides and monoclonal antibody reactivity identify the dantrolene binding sequence on RyR1

Dantrolene is a drug that suppresses intracellular Ca2+ release from sarcoplasmic reticulum in normal skeletal muscle and is used as a therapeutic agent in individuals susceptible to malignant hyperthermia. Though its precise mechanism of action has not been elucidated, we have identified the N-terminal region (amino acids 1-1400) of the skeletal muscle isoform of the ryanodine receptor (RyR1), the primary Ca2+ release channel in sarcoplasmic reticulum, as a molecular target for dantrolene using the photoaffinity analog [3H]azidodantrolene(1). Here, we demonstrate that heterologously expressed RyR1 retains its capacity to be specifically labeled with [3H]azidodantrolene,indicating that muscle specific factors are not required for this ligand-receptor interaction. Synthetic domain peptides of RyR1, previously shown to affect RyR1 function in vitro and in vivo, were exploited as potential drug binding site mimics and used in photoaffinity labeling experiments. Only DP1 and DP1-2, peptide s containing the amino acid sequence corresponding to RyR1 residues 590-609, were specifically labeled by [3H]azidodantrolene. A monoclonal anti-RyR1 antibody which recognizes RyR1 and its 1400 amino acid N-terminal fragment, recognizes DP1 and DP1-2 in both Western blots and immunoprecipitation assays, and specifically inhibits [3H]azidodantrolene photolabeling of RyR1 and its N-terminal fragment in sarcoplasmic reticulum. Radiation Effects on Sorption and Mobilization of Radionuclides during Transport through Geosphere

Site restoration activities at DOE facilities and the permanent disposal of nuclear waste generated at DOE facilities involve working with and within various types and levels of radiation fields. Radionuclide decay and the associated radiation fields lead to physical and chemical changes that can degrade or enhance material properties. The principal sources of radiation at the DOE sites are the actinides and fission-products contained in high-level wastes currently in storage. Alpha-decay of the actinide elements and beta-decay of the fission products lead to atomic scale changes in the material (radiation damage and transmutation). During site restoration, materials will be exposed to radiation fields that exceed 104 rad/hr. The radiation exposure due to the release and sorption of long-lived actinides (e.g., 237Np) and fission products (e.g., 137Cs and 90Sr) may cause changes in important properties (e.g., cation exchange capacity) in geological materials (e.g., clays and zeolites) along transport pathways. Among these materials, clays and zeolites, which are expected to sorb and immobilize radionuclides, are known to be extremely susceptible to radiation-induced structure changes (e.g., bubble formation and solid state amorphization) through both collisional displacement and ionization processes. Design and simulation of a multi-beamlet injector for a highcurrent accelerator

A multi-beamlet approach to a high current ion injector, whereby a large number of beamlets are accelerated and then merged to form a single beam, offers a number of potential advantages over a monolithic single beam injector. These advantages include a smaller transverse footprint, more control over the shaping and aiming of the beam, and more flexibility in the choice of ion sources. A potential drawback however is a larger emittance. In this paper, we seek to understand the merging of the beamlets and how it determines the emittance. When the constraints imposed by beam propagation physics and practical engineering issues are included, the design is reduced to a few free parameters. We describe the physics design of a multi-beamlet injector, and produce a design for an example set of parameters. Extensive use of 2-D and 3-D particle simulations was made in understanding the injector. Design tolerances and sensitivities are discussed in general and in relation to the example.

Alternative Field Methods to Treat Mercury in Soil

The Department of Energy (DOE) currently has mercury (Hg) contaminated materials and soils at the various sites. Figure 1-1 (from http://www.ct.ornl.gov/stcg.hg/) shows the estimated distribution of mercury contaminated waste at the various DOE sites. Oak Ridge and Idaho sites have the largest deposits of contaminated materials. The majorities of these contaminated materials are soils, sludges, debris, and waste waters. This project concerns treatment of mercury contaminated soils. The technology is applicable to many DOE sites, in-particular, the Y-12 National Security Complex in Oak Ridge Tennessee and Idaho National Engineering and Environmental Laboratory (INEEL). These sites have the majority of the soils and sediments contaminated with mercury. The soils may also be contaminated with other hazardous metals and radionuclides. At the Y12 plant, the baseline treatment method for mercury contaminated soil is low temperature thermal desorption (LTTD), followed by on-site landfill disposal. LTTD is relatively expensive (estimated cost of treatment which exclude disposal cost for the collect mercury is greater than $740/per cubic yard [cy] at Y-12), does not treat any of the metal or radionuclides. Development of Fine Particulate Emission Factors and Speciation Profiles for Oil and Gas Fired Combustion Systems

This report provides results from the second year of this three-year project to develop dilution measurement technology for characterizing PM2.5 (particles with aerodynamic diameter smaller than 2.5 micrometers) and precursor emissions from stationary combustion sources used in oil, gas and power generation operation. Detailed emission rate and chemical speciation tests results for a gas turbine, a process heater, and a commercial oil/gas fired boiler are presented. Tests were performed using a research dilution sampling apparatus and traditional EPA methods. A series of pilot tests were conducted to identify the constraints to reduce the size of current research dilution sampler for future stack emission tests. Based on the test results, a bench prototype compact dilution sampler developed and characterized in GE EER in August 2002.

Integration of Microsoft Windows Applications with MDSplus Data Acquisition on the National Spherical Torus Experiment at the Princeton Plasma Physics Laboratory

Data acquisition on the National Spherical Torus Experiment (NSTX) at the Princeton Plasma Physics Laboratory (PPPL) has increasingly involved the use of Personal Computers (PC's) and specially developed ''turn-key'' hardware and software systems to control diagnostics. Interaction with these proprietary software packages is accomplished through use of Visual Basic, or Visual C++ and COM (Component Object Model) technology. COM is a software architecture that allows the components made by different software vendors to be combined into a variety of applications. This technology is particularly well suited to these systems because of its programming language independence, standards for function calling between components, and ability to transparently reference remote processes. COM objects make possible the creation of acquisition software that can control the experimental parameters of both the hardware and software. Synchronization of these applications for diagnostics, such as CCD camer as and residual gas analyzers, with the rest of the experiment event cycle at PPPL has been made possible by utilization of the MDSplus libraries for Windows. Instead of transferring large data files to remote disk space, Windows MDSplus events and I/O functions allow us to put raw data into MDSplus directly from IDL for Windows and Visual Basic. CuPt-type ordering of MOCVD In{sub 0.49}Al{sub 0.51}P.

CuPt-type ordering in In{sub 0.49}Al{sub 0.51}P is studied by TEM. The lattice-matched film was grown by MOCVD on a GaAs substrate oriented 10{sup o} off (001) towards [110], at 650 C and 25 nm/min. TEM [110] and [1{bar 1}0] cross-sections (XS) were made by wedge polishing and 2 kV Ar ion milling. In CuPt-type ordering of In{sub 0.52}Ga{sub 0.48}P, alternating In-Ga-In-Ga {l_brace}111{r_brace} planes of group III atoms produce 1/2 {bar 1}11 and 1/2 1{bar 1}1 order spots in the 110 SADP, while the [1{bar 1}0] SADP shows no order spots [1-3]. A few studies have reported this type of order in In{sub 0.49}Al{sub 0.51}P [4]. The 004 BF image of the [1{bar 1}0] XS in Fig. 1 shows uneven light/dark contrast modulation due to phase separation often observed in In{sub 0.52}Ga{sub 0.48}P. There are also light/dark layers marked ML parallel to the film growth plane; such unintentional multilayers have also been observed [5] but their origin is not understood. Order lamellae {approx}1.5 nm thick inclined at a shallow angle to the growth plane overlap the multilayer to produce Moire fringe contrast. Assessing Groundwater Model Uncertainty for the Central Nevada Test Area

The purpose of this study is to quantify the flow and transport model uncertainty for the Central Nevada Test Area (CNTA). Six parameters were identified as uncertain, including the specified head boundary conditions used in the flow model, the spatial distribution of the underlying welded tuff unit, effective porosity, sorption coefficients, matrix diffusion coefficient, and the geochemical release function which describes nuclear glass dissolution. The parameter uncertainty was described by assigning prior statistical distributions for each of these parameters. Standard Monte Carlo techniques were used to sample from the parameter distributions to determine the full prediction uncertainty. Additional analysis is performed to determine the most cost-beneficial characterization activities. The maximum radius of the tritium and strontium-90 contaminant boundary was used as the output metric for evaluation of prediction uncertainty. The results indicate that combining all of the uncertainty in the parameters listed above propagates to a prediction uncertainty in the maximum radius of the contaminant boundary of 234 to 308 m and 234 to 302 m, for tritium and strontium-90, respectively. Although the uncertainty in the input parameters is large, the prediction uncertainty in the contaminant boundary is relatively small. OZONE TREATMENT OF SOLUBLE ORGANICS IN PRODUCED WATER

This project was an extension of previous research to improve the applicability of ozonation and will help address the petroleum-industry problem of treating produced water containing soluble organics. The goal of this project was to maximize oxidation of hexane-extractable organics during a single-pass operation. The project investigated: (1) oxidant production by electrochemical and sonochemical methods, (2) increasing the mass transfer rate in the reactor by forming microbubbles during ozone injection into the produced water, and (3) using ultraviolet irradiation to enhance the reaction if needed. Several types of methodologies for treatment of soluble organics in synthetic and actual produced waters have been performed. The technologies tested may be categorized as follows: (1) Destruction via sonochemical oxidation at different pH, salt concentration, ultraviolet irradiation, and ferrous iron concentrations. Study of the radiation damage of Nd-Fe-B permanent magnets.

Nd-Fe-B permanent magnets are highly desirable for use in the insertion devices of synchrotron radiation sources due to their high remanence, or residual magnetic induction, and intrinsic coercivity. However, the radiation environment within high-energy electron storage rings necessitates the determination of the degree of radiation sensitivity as well as the mechanisms of radiation-induced demagnetization. A 0.5% change in the residual induction due to radiation damage cannot be tolerated in these devices. Sample Nd-Fe-B permanent magnets were irradiated at the Advanced Photon Source (APS) with bending magnet x-rays up to an absorbed dose of approximately 280 Mrad (1 Mrad = 10 kGy). Sample magnets were also irradiated with 60 Co {gamma}-rays up to an absorbed dose of 700 Mrad at the National Institute of Standards and Technology's (NIST) standard gamma irradiation facility. Changes in the residual induction were found to be within the experimental uncertainties for both the x-ray and {gamma}-ray irradiations. Preparing the Yucca Mountain Multimedia Presentation

In July 2002, the U.S. Congress approved Yucca Mountain in Nevada for development as a geologic repository for spent nuclear fuel and high-level radioactive waste. This major milestone for the country's high-level radioactive waste disposal program comes after more than 20 years of scientific study and intense public interaction and outreach. The U.S. Department of Energy's (DOE) public involvement activities were driven by two federal regulations-the National Environmental Policy Act (NEPA) and the Nuclear Waste Policy Act (NWPA) of 1982, as amended. The NEPA required that DOE hold public hearings at key points in the development of an Environmental Impact Statement (EIS) and the NWPA required the agency to conduct public hearings in the vicinity of the site prior to making a recommendation regarding the site's suitability. The NWPA also provided a roadmap for how DOE would interact with affected units of government, which include the state of Nevada and the counties surrounding the site. As the Project moves into the next phase--applying for a license to construct a repository-the challenge of public interaction and outreach remains. It has become increasingly important to provide tools to communicate to the public the importance of the Yucca Mountain Project. Sharing the science …

Transparency of Magnetized Plasma at Cyclotron Frequency

Electromagnetic radiation is strongly absorbed by a magnetized plasma if the radiation frequency equals the cyclotron frequency of plasma electrons. It is demonstrated that absorption can be completely canceled in the presence of a magnetostatic field of an undulator or a second radiation beam, resulting in plasma transparency at the cyclotron frequency. This effect is reminiscent of the electromagnetically induced transparency (EIT) of the three-level atomic systems, except that it occurs in a completely classical plasma. Unlike the atomic systems, where all the excited levels required for EIT exist in each atom, this classical EIT requires the excitation of the nonlocal plasma oscillation. The complexity of the plasma system results in an index of refraction at the cyclotron frequency that differs from unity. Lagrangian description was used to elucidate the physics and enable numerical simulation of the plasma transparency and control of group and phase velocity. This control naturally leads to applications for electromagnetic pulse compression in the plasma and electron/ion acceleration.
