Habitat Evaluation Procedures (HEP) Report : Grand Coulee Dam Mitigation, 1996-1999 Technical Report.

The purpose of this Habitat Evaluation Procedures (HEP) study was to determine baseline habitat units and to estimate future habitat units for Bonneville Power Administration (BPA) mitigation projects on the Spokane Indian Reservation. The mitigation between BPA and the Spokane Tribe of Indians (STOI) is for wildlife habitat losses on account of the construction of Grand Coulee Dam. Analysis of the HEP survey data will assist in mitigation crediting and appropriate management of the mitigation lands.

Approaches to rid cathodic arc plasmas of macro- andnanoparticles: A review

A major obstacle for the broad application of cathodic arc plasma deposition is the presence of micro- and nanoparticles in the plasma, also often referred to as 'macroparticles'. This paper reviews the formation of macroparticles at cathode spots, their interaction with the arc plasma and substrate, and macroparticle separation and removal from the plasma by various filtering methods. Nineteen variants of filters are discussed, including Aksenov's classic 90{sup o}-duct filter, filters of open architecture, and the concept of stroboscopic filtering.

'The report, Technical Basis for Safe Operations with Pu-239 Polymer in NMS S Operating Facilities (F H Areas), (WSRC-TR-99-00008) was issued in an effort to upgrade the Authorization Basis (AB) for H Area facilities relative to nuclear criticality. At the time, insufficient data were found in the literature to quantify the adsorption of Pu polymer onto the surfaces of stainless steel tanks. Additional experimental or literature information on the adsorption of Pu(IV) polymer and its removal was deemed necessary to support the H Area AB. The results obtained are also applicable to processing in F Area facilities.Additional literature sources suggest that adsorption on the tank walls should not be a safety concern. The sources show that the amount of Pu polymer that adsorbs from a solution comes to a limiting amount in 5 to 7 days after which no additional Pu is adsorbed. Adsorption increases with Pu concentration and decreases with acid concentration. The adsorbed amounts are small varying from 0.5 mg/cm2 for a 0.5 g/l Pu / 0.5M HNO3 solution to 11 mg/cm2 for a 1-3 g/l Pu / 0.1M HNO3 solution. 'The HSV in storage in MTF has been monitored during FY99, and its overpressure has been sampled and analyzed. The HSV''s internal pressure continues to rise slowly, and the overpressure still analyzes as 100 percent 3He. The titanium tritide sample that was to be monitored annually and which had developed a leak last year has been repaired and isotherms measured. Unfortunately the sample was showing significant unexpected 3He release, so the isotherm data is corrupted by unknown levels of 3He. This release has disqualified this sample for future use, as it is now seriously divergent from the HSV material. A different sample must be selected for subsequent studies.The unexpected 3He releases of the Ti-3 sample and the possible release in other Ti samples have raised a serious issue. It should be determined why this release is occurring, so that an unexpected release of 3He during HSV unloading can be assessed as unlikely.'

LHC IRQ cryostat support mechanical performance

The LHC Interaction Region Quadrupoles (IRQ) will be shipped from Fermilab to CERN. The IRQ magnets are supported by glass fiber supports. A prototype cryostat support has been tested under various mechanical forces in order to check its mechanical behavior. These measurements have been made in order to validate a numerical model. A large range of mechanical loads simulates loads due to the shipment of the device, the weight of the cold mass as well as the cool down conditions. Its mechanical properties are measured by means of a dedicated arrangement operating at room temperature. This study appears to be essential to optimize the design of the support. The purpose of this note is to summarize the first measurements related to mechanical tests performed with the support.

Modelling, measurement and construction of the stripline kickers for the Tevatron transverse dampers

In this paper, we will describe the modelling, measurement and construction of the stripline kickers for the Tevatron transverse dampers. We will show that the odd/even impedances calculated using Poisson gave very good results when compared to the measured odd/even impedances of a stripline prototype. Using the prototype, we will show how we had adjusted the launch impedance so that the reflection coefficient s<sub>11</sub> < -35 dB between 0 to 100 MHz. We will also show the final design of the kickers and point out the deficiencies of this design.

Remote equipment will place these cans in magazines and the magazines in a Defense Waste Processing Facility (DWPF) canister. The DWPF will fill the canister with glass for permanent storage. This report discusses the Plutonium Immobilization can loading conceptual design and includes a process block diagram, process description, preliminary equipment specifications, and several can loading issues. This report identifies loading pucks into cans and backfilling cans with helium as the top priority can loading development areas.'

Corrosion Evaluation of Tank 40 Leak Detection Box

'Leak detection from the transfer lines in the tank farm has been a concern for many years because of the need to minimize exposure of personnel and contamination of the environment. The leak detection box (LDB) is one line of defense, which must be maintained to meet this objective. The evaluation of a failed LDB was one item from an action plan aimed at minimizing the degradation of LDBs. The Tank 40 LDB, which failed in service, was dug up and shipped to SRTC for evaluation. During a video inspection while in service, this LDB was found to have black tubercles on the interior, which suggested possible microbial involvement. The failure point, however, was believed to have occurred in the drain line from the transfer line jacket. Visual, metallurgical, and biological analyses were performed on the LDB. The analysis results showed that there was not any adverse microbiological growth or significant localized corrosion. The corrosion of the LDB was caused by exposure to aqueous environments and was typical of carbon steel pipes in soil environments.'

Physics History Books in the Fermilab Library

Fermilab is a basic research high-energy physics laboratory operated by Universities Research Association, Inc. under contract to the U.S. Department of Energy. Fermilab researchers utilize the Tevatron particle accelerator (currently the worlds most powerful accelerator) to better understand subatomic particles as they exist now and as they existed near the birth of the universe. A collection review of the Fermilab Library monographs was conducted during the summers of 1998 and 1999. While some items were identified for deselection, the review proved most fruitful in highlighting some of the strengths of the Fermilab monograph collection. One of these strengths is history of physics, including biographies and astrophysics. A bibliography of the physics history books in the collection as of Summer, 1999 follows, arranged by author. Note that the call numbers are Library of Congress classification.

Resolving Radiological Classification and Release Issues for Many DOE Solid Wastes and Salvageable Materials

The cost effective radiological classification and disposal of solid materials with potential volume contamination, in accordance with applicable U.S. Department of Energy (DOE) Orders, suffers from an inability to unambiguously distinguish among transuranic waste, low-level waste, and unconditional-release materials. Depending on the classification, disposal costs can vary by a hundred-fold. But in many cases, the issues can be easily resolved by a combination of process information, some simple measurements, and calculational predictions from a computer model for radiation shielding.The proper classification and disposal of many solid wastes requires a measurement regime that is able to show compliance with a variety of institutional and regulatory contamination limits. Although this is not possible for all solid wastes, there are many that do lend themselves to such measures. Several examples are discussed which demonstrate the possibilities, including one which was successfully applied to bulk contamination.The only barriers to such broader uses are the slow-to-change institutional perceptions and procedures. For many issues and materials, the measurement tools are available; they need only be applied.

This manual describes the use of version 3.2 of the PC/FRAM plutonium isotopic analysis software developed in the Safeguards Science and Technology Group, NE-5, Nonproliferation and International Security Division Los Alamos National Laboratory. The software analyzes the gamma ray spectrum from plutonium-bearing items and determines the isotopic distribution of the plutonium 241Am content and concentration of other isotopes in the item. The software can also determine the isotopic distribution of uranium isotopes in items containing only uranium. The body of this manual descnies the generic version of the code. Special facility-specific enhancements, if they apply, will be described in the appendices. The information in this manual applies equally well to version 3.3, which has been licensed to ORTEC. The software can analyze data that is stored in a file on disk. It understands several storage formats including Canberra's S1OO format, ORTEC'S chn' and SPC' formats, and several ASCII text formats. The software can also control data acquisition using an MCA and then store the results in a file on disk for later analysis or analyze the spectrum directly after the acquisition.
