The Louisiana State University waste-to-energy incinerator

This proposed action is for cost-shared construction of an incinerator/steam-generation facility at Louisiana State University under the State Energy Conservation Program (SECP). The SECP, created by the Energy Policy and Conservation Act, calls upon DOE to encourage energy conservation, renewable energy, and energy efficiency by providing Federal technical and financial assistance in developing and implementing comprehensive state energy conservation plans and projects. Currently, LSU runs a campus-wide recycling program in order to reduce the quantity of solid waste requiring disposal. This program has removed recyclable paper from the waste stream; however, a considerable quantity of other non-recyclable combustible wastes are produced on campus. Until recently, these wastes were disposed of in the Devil`s Swamp landfill (also known as the East Baton Rouge Parish landfill). When this facility reached its capacity, a new landfill was opened a short distance away, and this new site is now used for disposal of the University`s non-recyclable wastes. While this new landfill has enough capacity to last for at least 20 years (from 1994), the University has identified the need for a more efficient and effective manner of waste disposal than landfilling. The Electric Power Monthly (EPM) presents monthly electricity statistics. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead. Data in this report are presented for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. The EIA collected the information in this report to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (Public Law 93-275) as amended. This publication provides monthly statistics at the US Census division, and State levels for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. Statistics by company and plant are published in the EPM on the capability of new generating units, net generation, fuel consumption, fuel stocks, quantity and quality of fuel, and cost of fossil fuels.

Mobile zone, spray booth ventilation system. Final report

This concept endeavors to reduce the volume of air (to be treated) from spray paint booths, thereby increasing efficiency and improving air pollution abatement (VOC emissions especially). Most of the ventilation air is recycled through the booth to maintain laminar flow; the machinery is located on the supply side of the booth rather than on the exhaust side. 60 to 95% reduction in spray booth exhaust rate should result. Although engineering and production prototypes have been made, demand is low.

A freon-filled, holographic bubble chamber as a high energy photon burst spectrometer

A small holographic, freon-filled bubble chamber is being built to measure the energy spectrum of high-energy photons (energy above a few 100 keV) emitted in a short burst (less than about 1 ms duration). The photon energy is calculated from the scattered electron`s energy and direction in the case of Compton scattering or from the electron and positron energies in the case of pair production. Electron and positron energies are determined from the curvature of the tracks in a magnetic field. The use of freon results in a large photon interaction probability. Holography combines good spatial resolution with large depth of field. The main concern for the holographic system is the minimization of the bubble image size, so as to maximize the number of bubbles visible in one hologram. A high energy photon burst spectrometer has several potential applications in Inertial Confinement Fusion research.

Notes on the Langevin model for turbulent diffusion of ``marked`` particles

Three models for scalar diffusion in turbulent flow (eddy diffusivity, random displacement, and on the Langevin equation) are briefly described. These models random velocity increment based Fokker-Planck equation is introduced as are then examined in more detail in the reverse order. The Fokker-Planck equation is the Eulerian equivalent of the Lagrangian Langevin equation, and the derivation of e outlined. The procedure for obtaining the deterministic and stochastic components of the Langevin equation from Kolmogorov`s 1941 inertial range theory and the Fokker-Planck equation is described. it is noted that a unique form of the Langevin equation can be determined for diffusion in one dimension but not in two or three. The Langevin equation for vertical diffusion in the non-Gaussian convective boundary layer is presented and successively simplified for Gaussian inhomogeneous turbulence and Gaussian homogeneous turbulence in turn. The Langevin equation for Gaussian inhomogeneous turbulence is mathematically transformed into the random displacement model. It is shown how the Fokker-Planck equation for the random displacement model is identical in form to the partial differential equation for the eddy diffusivity model. Oak Ridge National Laboratory West End Treatment Facility simulated sludge vitrification demonstration, Revision 1

Technologies are being developed by the US Department of Energy`s (DOE) Nuclear Facility sites to convert hazardous and mixed wastes to a form suitable for permanent disposal. Vitrification, which has been declared the Best Demonstrated Available Technology for high-level radioactive waste disposal by the EPA, is capable of producing a highly durable wasteform that minimizes disposal volumes through organic destruction, moisture evaporation, and porosity reduction. However, this technology must be demonstrated over a range of waste characteristics, including compositions, chemistries, moistures, and physical characteristics to ensure that it is suitable for hazardous and mixed waste treatment. These wastes are typically wastewater treatment sludges that are categorized as listed wastes due to the process origin or organic solvent content, and usually contain only small amounts of hazardous constituents. The Oak Ridge National Laboratory`s (ORNL) West End Treatment Facility`s (WETF) sludge is considered on of these representative wastes. The WETF is a liquid waste processing plant that generates sludge from the biodenitrification and precipitation processes. An alternative wasteform is needed since the waste is currently stored in epoxy coated carbon steel tanks, which have a limited life. WPH-6112A thermal expansion test of PRESS tubulation

We recently performed the WPH-6112A thermal expansion test of the lower portion of the PRESS program tubulation. The objective of the test was to determine whether the tubulation welds could withstand typical stresses from a 1200 C thermal cycle. Test components failed in two areas: (1) the friction welded Monel to Vanadium tube fitting at the dissimilar metal interface and fell against the outer vanadium tube wall causing it to fail and (2) the thin-walled, outer stainless steel tubing failed by cracking at the weld. Both failures were due to irregular occurences for this system. We feel that the strength of all weldments is adequate to withstand the normal thermal stresses from a 1200 C cycle without failing prematurely.

618-10 Burial Ground USRADS radiological surveys

This report summarizes and documents the results of the radiological surveys conducted from February 11 through February 17 and March 30, 1993 over the 618-10 Burial Ground, Hanford Site, Richland, Washington. In addition, this report explains the survey methodology using the Ultrasonic Ranging and Data System (USRADS). The 618-10 Burial Ground radiological survey field task consisted of two activities: characterization of the specific background conditions and the radiological survey of the area. The radiological survey of the 618-10 Burial Ground, along with the background study, were conducted by Site Investigative Surveys Environmental Restoration Health Physics Organization of the Westinghouse Hanford Company. The survey methodology was based on utilization of the Ultrasonic Ranging and Data System (USRADS) for automated recording of the gross gamma radiation levels at or near six (6) inches and at three (3) feet from the surface soil.

A Structural Determination Using Magnetic X-Ray Circular Dichroism in Spin-Polarized Photoelectron Diffraction

The first structural determination with spin-polarized, energy-dependent photoelectron diffraction using circularly-polarized x-rays is reported for Fe films on Cu(001). Circularly-polarized x-rays produce spin-polarized photoelectrons from the Fe 2p doublet, and intensity asymmetries in the 2p{sup 3/2} level are observed. . Fully spin-specific multiple scattering calculations reproduce the experimentally determined energy and angular dependences. A new analytical procedure which focuses upon intensity variations due to spin-dependent diffraction is introduced.

Measurement of the polarization in the decay B{sup 0} {yields} J/{psi}K{sup *0} in {bar p}p collisions at {radical}s = 1.8 TeV

This paper reports on the measurement of the polarization in the decay B{sup o} {yields} J/{psi}K{sup *o} using data collected at the collider Detector at Fermilab in {bar p}p collisions at {radical}s = 1.8 TeV. B{sup O} mesons were reconstructed through the decay chain B{sup o} {yields} J/{psi}K{sup *o}, J/{psi} {yields} {mu}{sup +}{mu}{sup {minus}}, K{sup *o} {yields} K{sup +}{pi}{sup {minus}}. A sample of 50 {plus_minus} 11 events was used in the measurement, yielding the result {Gamma}{sub L}/{Gamma} = 0.66 {plus_minus} 0.10 (stat) {sub {minus}}0.10 {sup +0.08} (sys).

Uranium settling rates in SRS waste supernate

The evaporation of SRS High Level Waste supernate is accompanied by a decrease in the solubility of uranium, and thus uranium precipitates as the complex compound usually referred to as Na{sub 2}U{sub 2}O{sub 7}. The precipitated Na{sub 2}U{sub 2}O{sub 7} and other precipitated solids will settle through the concentrated evaporator product at a rate determined by Stokes` Law. The quantities which make up Stokes` Law can all be determined from physical measurements, and the settling rate thus determined for any particle size or, by extension, for a distribution of particle sizes. Reported here are the measurement of the variables in Stokes` Law for Na{sub 2}U{sub 2}O{sub 7}.

Beryllium based multilayers for normal incidence extreme ultraviolet reflectivity

The need for normal incidence mirrors maintaining reflectivity greater than 60% for an industrially competitive Extreme Ultraviolet Lithography (EUV) system has been well documented. The Molybdenum/Silicon system has emerged as the de-facto standard, where researchers are now routinely fabricating mirrors demonstrating 63% reflectivity near 130 Angstroms. However, multilayer mirrors using beryllium as the low atomic number (low-Z) spacer could potentially show similar or better reflectivity, and operate at wavelengths down to the beryllium K-edge at 111 Angstroms. Besides offering potentially greater reflectivity, the shorter wavelength light offers increased dissolution depth in photoresists, and offers potentially better resolution and depth of focus. We will report our latest results from beryllium based multilayers. The mirrors were fabricated at the Lawrence Livermore National Laboratory (LLNL) and tested at the Center for X-Ray Optics at Lawrence Berkeley Laboratory (CXRO/LBL).

Review of NMP-NCS-94-0087, ``Nuclear Criticality Safety Evaluation 94-02: Uranium Solidification Facility Pencil Tank Module Spacing (U), April 18, 1994,`` was requested of the SRTC Applied Physics Group. The NCSE is a criticality assessment to show that the USF process module spacing, as given in Non-Conformance Report SHM-0045, remains safe for operation. The NCSE under review concludes that the module spacing as given in Non-Conformance Report SHM-0045 remains in a critically safe configuration for all normal and single credible abnormal conditions. After a thorough review of the NCSE, this reviewer agrees with that conclusion.

Integrated test plan for preliminary demonstration of the in situ permeable flow sensor in the unsaturated sediments at the Hanford Site

This integrated test plan describes the demonstration of the in situ permeable flow sensor, developed by Sandia National Laboratory, to measure air flow in unsaturated sediments. The ability of this technology to measure groundwater flow velocity in saturated sediments has already been successfully demonstrated. This preliminary test of this device in the unsaturated zone will be considered successful if in fact the flowmeters are able to detect a gas flow velocity. The field demonstration described in this integrated test plan is being conducted as part of the Volatile Organic Compounds-Arid Integrated Demonstration (VOC-Arid ID). The VOC-Arid ID is one of several US Department of Energy (DOE) integrated demonstrations designed to support the testing of emerging environmental management and restoration technologies. The purpose of the VOC-Arid ID is to identify, develop, and demonstrate technologies that may be used to characterize, remediate, and/or monitor arid or semiarid sites containing VOCs (e.g., carbon tetrachloride) with or without associated metal and radionuclide contamination. Initially, the VOC-Arid ID activities are focusing primarily on the carbon tetrachloride and associated contamination found in the 200 West Area of the Hanford Site. In-situ bioremediation drilling and characterization work plan

This work plan describes the design and construction of proposed wells and outlines the characterization activities to be performed in support of the In Situ Bioremediation Task for FY 1994. The purpose of the well-design is to facilitate implementation and monitoring of in situ biodegradation of CCl{sub 4} in ground water. However, the wells will also be used to characterize the geology, hydrology, microbiology, and contaminant distribution, which will all feed into the design of the technology. Implementation and design of this remediation demonstration technology will be described separately in an integrated test plan.

Energy production during April 1994 totaled 5.5 quadrillion Btu, a 2.2-percent increase from the level of production during April 1993. Coal production increased 11.8 percent, petroleum production fell 4.0 percent, and natural gas production decreased 0.3 percent. All other forms of energy production combined were down 2.9 percent from the level of production during April 1993. Energy consumption during April 1994 totaled 6.7 quadrillion Btu, 1.4 percent above the level of consumption during April 1993. Petroleum consumption increased 3.9 percent, coal consumption rose 1.1 percent, and natural gas consumption decreased 1.5 percent. Consumption of all other forms of energy combined decreased 0.4 percent from the level 1 year earlier. Net imports of energy during April 1994 totaled 1.5 quadrillion Btu, 8.7 percent above the level of net imports 1 year earlier. Net imports of petroleum increased 4.5 percent, and net imports of natural gas were up 18.5 percent. Net exports of coal fell 9.2 percent from the level in April 1993.

Data presented in the Petroleum Supply Monthly (PSM) describe the supply and disposition of petroleum products in the United States and major US geographic regions. The data series describe production, imports and exports, inter-Petroleum Administration for Defense (PAD) District movements, and inventories by the primary suppliers of petroleum products in the United States (50 States and the District of Columbia). The reporting universe includes those petroleum sectors in primary supply. Included are: petroleum refiners, motor gasoline blenders, operators of natural gas processing plants and fractionators, inter-PAD transporters, importers, and major inventory holders of petroleum products and crude oil. When aggregated, the data reported by these sectors approximately represent the consumption of petroleum products in the United States. Data presented in the PSM are divided into two sections: Summary Statistics and Detailed Statistics.

The Supplemental Design Requirements Document (SDRD) is used to communicate plant design information from Westinghouse Hanford Company (WHC) to the US Department of Energy (DOE) and the cognizant Architect Engineer (A/E). Information in the SDRD serves two purposes: to convey design requirements that are too detailed for inclusion in a Functional Design Criteria (FDC) report; and to serve as a means of change control for design commitments in the Conceptual Design Report. The mission of WRAP 2A on the Hanford site is the treatment of contact handled low level mixed waste (MW) for final disposal. The overall systems engineering steps used to reach construction and operation of WRAP 2A are depicted in Figure 1. The WRAP 2A SDRD focuses on the requirements to address the functional analysis provided in Figure 1. This information is provided in sections 2 through 5 of this SDRD. The mission analysis and functional analysis are to be provided in a separate supporting document. The organization of sections 2 through 5 corresponds to the requirements identified in the WRAP 2A functional analysis.
