Memo to Skip Laitner of EPA: initial comments on 'The internetbegins with coal'

This memo explores the assumptions in Mark P. Mills' report titled 'The Internet Begins with Coal' that relate to current electricity use 'associated with the Internet'. We find that Mills has significantly overestimated electricity use, in some cases by more than an order of magnitude. We adjust his estimates to reflect measured data and more accurate assumptions, which reduces Mills' overall estimate of total Internet-related electricity use by about a factor of eight.

High-precision reflectometry of multilayer coatings for extreme ultraviolet lithography

Synchrotron-based reflectometry is an important technique for the precise determination of optical properties of reflective multilayer coatings for Extreme Ultraviolet Lithography (EUVL). Multilayer coatings enable normal incidence reflectances of more than 65% in the wavelength range between 11 and 15 nm. In order to achieve high resolution and throughput of EUVL systems, stringent requirements not only apply to their mechanical and optical layout, but also apply to the optical properties of the multilayer coatings. Therefore, multilayer deposition on near-normal incidence optical surfaces of projection optics, condenser optics and reflective masks requires suitable high-precision metrology. Most important, due to their small bandpass on the order of only 0.5 nm, all reflective multilayer coatings in EUVL systems must be wavelength-matched to within {+-}0.05 nm. In some cases, a gradient of the coating thickness is necessary for wavelength matching at variable average angle of incidence in different locations on the optical surfaces. Furthermore, in order to preserve the geometrical figure of the optical substrates, reflective multilayer coatings need to be uniform to within 0.01 nm in their center wavelength. Intermittent single point machining of brittle materials

A series of tests were undertaken to explore diamond tool wear in the intermittent cutting of brittle materials, specifically silicon. The tests were carried out on a plain way No. 3 Moore machine base equipped as a flycutter with a motorized Professional Instruments 4R air bearing spindle. The diamond tools were made by Edge Technologies with known crystal orientation and composition and sharpened with either an abrasive or chemical process, depending on the individual test. The flycutting machine configuration allowed precise control over the angle at which the tool engages the anisotropic silicon workpiece. In contrast, the crystallographic orientation of the silicon workpiece changes continuously during on-axis turning. As a result, it is possible to flycut a workpiece in cutting directions that are known to be easy or hard. All cuts were run in the 100 plane of the silicon, with a slight angle deliberately introduced to ensure that the 100 plane is engaged in ''up-cutting'' which lengthens the tool life. A Kistler 9256 dynamometer was used to measure the cutting forces in order to gain insight into the material removal process and tool wear during testing. D0 HVAC System Heat Pump Controller Programming, Networking, and Operating Information

The purpose of this engineering note is to provide the necessary information to setup, program, and network the Electronic Systems USA Heat Pump Controller with the LON network card and Intellution Fix32 to operate properly within the HVAC system at D-Zero. The heat pump controllers are used for local temperature control of the office environments on the fifth and six floors of D-Zero. Heat pump units 1-6 are located in the ceiling of the sixth floor. Heat pump units 7-12 are found in the fifth floor ceiling. Heat pump unit 13 is in the Southeast corner of the fifth floor. Prior to installation the heat pump controller must be properly prepared to operate correctly in the HVAC system. Each heat pump unit must contain firmware (software) version 1.31 to operate properly on the network. Controllers with version 1.30 will not be able to communicate over the LON network. The manufacturer can only update the firmware version. Before installation a series of heat pump setpoints must be manually set using the Intelligent Stat. Connect the Intelligent Stat via the serial cable or wired connection.

The National Transportation Program 1999 Transportation Baseline Report presents data that form a baseline to enable analysis and planning for future Department of Energy (DOE) Environmental Management (EM) waste and materials transportation. In addition, this Report provides a summary overview of DOE’s projected quantities of waste and materials for transportation. Data presented in this report were gathered as a part of the IPABS Spring 1999 update of the EM Corporate Database and are current as of July 30, 1999. These data were input and compiled using the Analysis and Visualization System (AVS) which is used to update all stream-level components of the EM Corporate Database, as well as TSD System and programmatic risk (disposition barrier) information. Project (PBS) and site-level IPABS data are being collected through the Interim Data Management System (IDMS). The data are presented in appendices to this report.

The objective of this calculation is to determine downwind normalized concentration, ''Chi/Q'' ({chi}/Q), estimates at the surface for acute (short-term) and chronic (long-term) exposures of an airborne material released from a surfaced-based point release. This calculation was requested by the Safety Analysis Department to support repository design in the Site Recommendation and possible future License Application activities. Attachment IV, item 1 displays this request. The {chi}/Q dispersion estimates will be calculated at twenty pre-determined distances from a surface release point. The acute exposure dispersion estimates will be calculated for five percentile, percentage of occurrences {chi}/Q values are not exceeded, values.

This report is one of six reports developed under the U.S. Department of Energy (DOE) program in Power System Integration and Reliability (PSIR). The objective of this report is to review, analyze, and evaluate critical reliability issues demonstrated by recent disturbance events in the North America power system. Eleven major disturbances are examined, most occurring in this decade. The strategic challenge is that the pattern of technical need has persisted for a long period of time. For more than a decade, anticipation of market deregulation has been a major disincentive to new investments in system capacity. It has also inspired reduced maintenance of existing assets. A massive infusion of better technology is emerging as the final option to continue reliable electrical services. If an investment in better technology will not be made in a timely manner, then North America should plan its adjustments to a very different level of electrical service. It is apparent that technical operations staff among the utilities can be very effective at marshaling their forces in the immediate aftermath of a system emergency, and that serious disturbances often lead to improved mechanisms for coordinated operation. This project is designed to develop a family of novel NO{sub x} control technologies, called Second Generation Advanced Reburning (SGAR) which has the potential to achieve 90+ NO{sub x} control in coal fired boilers at a significantly lower cost than Selective Catalytic Reduction. The ninth reporting period in Phase II (October 1-December 31, 1999) included preparation of the 10 x 10{sup 6} Btu/hr Tower Furnace for tests and setting the SGAR model to predict process performance under Tower Furnace conditions. Based on results of previous work, a paper has been prepared and submitted for the presentation at the 28 Symposium (International) on Combustion to be held at the University of Edinburgh, Scotland.

Phase I also included preliminary R&D and the preparation of designs for HIPPS commercial plants approximately 300 MWe in size. Phase II, had as its initial objective the development of a complete design base for the construction and operation of a HIPPS prototype plant to be constructed in Phase III. 1999 Pacific Northwest Loads and Resources Study.

The Pacific Northwest Loads and Resources Study (White Book) is published annually by BPA and establishes the planning basis for supplying electricity to customers. It serves a dual purpose. First, the White Book presents projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. Second, the White Book serves as a benchmark for annual BPA determinations made pursuant to its regional power sales contracts. Specifically, BPA uses the information in the White Book for determining the notice required when customers request to increase or decrease the amount of power purchased from BPA. The White Book will not be used in calculations for the 2002 regional power sales contract subscription process. The White Book compiles information obtained from several formalized resource planning reports and data submittals, including those from the Northwest Power Planning Council (Council) and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Ventilation Systems Operating Experience Review for Fusion Applications

This report is a collection and review of system operation and failure experiences for air ventilation systems in nuclear facilities. These experiences are applicable for magnetic and inertial fusion facilities since air ventilation systems are support systems that can be considered generic to nuclear facilities. The report contains descriptions of ventilation system components, operating experiences with these systems, component failure rates, and component repair times. Since ventilation systems have a role in mitigating accident releases in nuclear facilities, these data are useful in safety analysis and risk assessment of public safety. An effort has also been given to identifying any safety issues with personnel operating or maintaining ventilation systems. Finally, the recommended failure data were compared to an independent data set to determine the accuracy of individual values. This comparison is useful for the International Energy Agency task on fusion component failure rate data collection.

Spent Nuclear Fuel Dry Transfer System Cold Demonstration Project Final Report

The spent nuclear fuel dry transfer system (DTS) provides an interface between large and small casks and between storage-only and transportation casks. It permits decommissioning of reactor pools after shutdown and allows the use of large storage-only casks for temporary onsite storage of spent nuclear fuel irrespective of reactor or fuel handling limitations at a reactor site. A cold demonstration of the DTS prototype was initiated in August 1996 at the Idaho National Engineering and Environmental Laboratory (INEEL). The major components demonstrated included the fuel assembly handling subsystem, the shield plug/lid handling subsystem, the cask interface subsystem, the demonstration control subsystem, a support frame, and a closed circuit television and lighting system. The demonstration included a complete series of DTS operations from source cask receipt and opening through fuel transfer and closure of the receiving cask. The demonstration included both normal operations and recovery from off-normal events. It was designed to challenge the system to determine whether there were any activities that could be made to jeopardize the activities of another function or its safety. Source Signatures of Fine Particulate Matter from Petroleum Refining and Fuel Use

Combustion experiments were carried out on four different residual fuel oils in a 732 kW boiler. Particulate matter (PM) emission samples were separated aerodynamically by a cyclone into fractions that were nominally less than and greater than 2.5 microns in diameter. However, examination of several of the samples by computer-controlled scanning electron microscopy (CCSEM) revealed that part of the <2.5 micron fraction (PM{sub 2.5}) in fact consists of carbonaceous cenospheres and vesicular particles that range up to 10 microns in diameter. X-ray absorption fine structure (XAFS) spectroscopy data were obtained at the S, V, Ni, Fe, Cu, Zn, and As Kedges, and at the Pb L-edge. Deconvolution of the x-ray absorption near edge structure (XANES) region of the S spectra established that the dominant molecular forms of S present were sulfate (26-84% of total S) and thiophene (13-39% of total S). Sulfate was greater in the PM{sub 2.5} samples than in the >2.5 micron samples (PM{sub 2.5+}). Inorganic sulfides and elemental sulfur were present in lower percentages. The Ni XANES spectra from all of the samples agree fairly well with that of NiSO4, while most of the V spectra closely resemble that of vanadyl sulfate (VO{center_dot}SO{sub 4}{center_dot}xH{sub 2}O). A Characterization and Evaluation of Coal Liquefaction Process Streams. Results of Inspection Tests on Nine Coal-Derived Distillation Cuts in the Jet Fuel Boiling Range

This report describes the assessment of the physical and chemical properties of the jet fuel (180-300 C) distillation fraction of nine direct coal liquefaction products and compares those properties to the corresponding specifications for aviation turbine fuels. These crude coal liquids were compared with finished fuel specifications specifically to learn what the refining requirements for these crudes will be to make them into finished fuels. The properties of the jet fuel fractions were shown in this work to require extensive hydrotreating to meet Jet A-1 specifications. However, these materials have a number of desirable qualities as feedstocks for the production of high energy-density jet fuels.

2nd Generation PFBC Systems R&D Phase 2 AND Phase 3

No work was performed; the two remaining Multi Annular Swirl Burner test campaigns are on hold pending selection of a new test facility (replacement for the shut down UTSI burner test facility) and identification of associated testing costs. The Second-Generation PFB Combustion Plant conceptual design prepared in 1987 is being updated to reflect the benefit of pilot plant test data and the latest advances in gas turbine technology. The updated plant is being designed to operate with 95 percent sulfur capture and a single Siemens Westinghouse (SW) 501G gas turbine. Using carbonizer and gas turbine data generated by Foster Wheeler (FW) and SW respectively, Parsons Energy and Chemicals Group prepared preliminary plant heat and materials based on carbonizer operating temperatures of 1700 and 1800 F and found the former to yield the higher plant efficiency. As a result, 1700EF has been selected as the preferred operating condition for the carbonizer. The previous first cut plant heat and material balance was refined and it predicts a 47.7% plant efficiency (HHV) with a net power output of 421 MWe. Engineering Development of Coal-Fired High-Performance Power Systems Progress Report: October-December 1999

A High Performance Power System (HIPPS) is being developed. This system is a coal-fired, combined cycle plant with indirect heating of gas turbine air. Foster Wheeler Development Corporation and a team consisting of Foster Wheeler Energy Corporation, Bechtel Corporation, University of Tennessee Space Institute and Westinghouse Electric Corporation are developing this system. In Phase 1 of the project, a conceptual design of a commercial plant was developed. Technical and economic analyses indicated that the plant would meet the goals of the project which include a 47 percent efficiency (HHV) and a 10 percent lower cost of electricity than an equivalent size PC plant. The concept uses a pyrolysis process to convert coal into fuel gas and char. The char is fired in a High Temperature Advanced Furnace (HITAF). The HITAF is a pulverized fuel-fired boiler/air heater where steam is generated and gas turbine air is indirectly heated. The fuel gas generated in the pyrolyzer is then used to heat the gas turbine air further before it enters the gas turbine. Montana Organization for Research in Energy (MORE) Final Report

MORE is a consortium of educational, governmental, and industrial partners in cooperation with the state's Tribal colleges. Formed in 1994, the objectives are to develop and promote energy-related research and education in the state of Montana and the Northwestern region. Specifically, they set out to: (1) promote collaboration and cooperation among Montana's Colleges and Universities; (2) maximize use of existing personnel and resources; (3) foster partnerships with industries, state agencies, and tribal nations; and (4) enhance energy research and training. The 1st Implementation Grant consisted of Management and Coordination, Human Outreach, and two Research Clusters Petroleum Reservoir Characterization and Wind Energy. Overall, they consider this program to have been highly successful. That conclusion was mirrored by the DOE site reviewers, and by invitations from Dr. Matesh Varma, the DOE/EPSCoR National Program Director, to present their programs and outcomes as models for other states the National DOE/EPSCoR meetings.

In the United States alone there are 100 million gallons of high-level nuclear wastes (HLWs) in various chemical forms awaiting eventual disposal in geologic repositories. For safety in handling and transport from their present underground storage tanks to their final burial sites, much of the HLWs are being immobilized by vitrification. A further virtue of HLW vitrification is the fact that the glass may serve as an additional, non-geologic barrier to the dispersal of these radio-toxins into the environment. For this reason, one of the criteria for selecting HLW glass compositions has been chemical durability against attack by ground water. While the effects of radiation on chemical durability have therefore been studied extensively, little consideration has been given to the possibility that self-irradiation of HLW glasses may lead to modes of chemical decomposition which render them unstable even in the absence of exposure to ground water. Laser modulated scattering as a nondestructive evaluation tool for optical surfaces and thin film coatings

Laser modulated scattering (LMS) is introduced as a non-destructive evaluation tool for defect inspection and characterization of optical surfaces and thin film coatings. This technique is a scatter sensitive version of the well-known photothermal microscopy (PTM) technique. It allows simultaneous measurement of the DC and AC scattering signals of a probe laser beam from an optical surface. By comparison between the DC and AC scattering signals, one can differentiate absorptive defects from non-absorptive ones. This paper describes the principle of the LMS technique and the experimental setup, and illustrates examples on using LMS as a tool for nondestructive evaluation of high quality optics.

A groundwater flow model encompassing approximately 4 mi2 within C Reactor area has been developed. The objectives and goals of the C Reactor Area groundwater model are to: Provide a common hydrogeologic and groundwater flow modeling framework for C Area that can be easily updated as additional field data is collected from waste site investigations. Provide a baseline groundwater flow model for use in subsequent flow and transport simulations for remedial/feasibility studies for C Area waste sites. Provide baseline transport simulations for CBRP and CRSB that reconstruct historical contaminant distributions and simulate future plume migration from each waste unit. Provide a working groundwater flow model for particle tracking and analysis to guide subsequent field characterization activities. The model incorporates historical and current field characterization data up through spring 1999. The model simulates groundwater flow within the area bounded to the west and north by Fourmile Branch, to the south by Caster Creek, and to the east by a line between Fourmile Branch and the headwaters of Caster Creek. Vertically the model extends from ground surface to the top of the Gordon aquifer. The chosen areal grid is 14,600 by 13,200 feet with a resolution of 200 feet. The model accurately …
