The QAPP applies to facility structures, systems, and components and to activities (e.g., design, procurement, testing, operations, maintenance, etc.) that could affect structures, systems, and components. This QAPP also provides a roadmap of applicable Project Hanford Policies and Procedures (PHPP) which may be utilized by the FSS project organization to implement the requirements of this QAPP.

Communication Between the Cell Membrane and the Nucleus: Role of Protein Compartmentalization

Understanding how the information is conveyed from outside to inside the cell is a critical challenge for all biologists involved in signal transduction. The flow of information initiated by cell-cell and cell-extracellular matrix contacts is mediated by the formation of adhesion complexes involving multiple proteins. Inside adhesion complexes, connective membrane skeleton (CMS) proteins are signal transducers that bind to adhesion molecules, organize the cytoskeleton, and initiate biochemical cascades. Adhesion complex-mediated signal transduction ultimately directs the formation of supramolecular structures in the cell nucleus, as illustrated by the establishment of multi complexes of DNA-bound transcription factors, and the redistribution of nuclear structural proteins to form nuclear subdomains. Recently, several CMS proteins have been observed to travel to the cell nucleus, suggesting a distinctive role for these proteins in signal transduction. This review focuses on the nuclear translocation of structural signal transducers of the membrane skeleton and also extends our analysis to possible translocation of resident nuclear proteins to the membrane skeleton. This leads us to envision the communication between spatially distant cellular compartments (i.e., membrane skeleton and cell nucleus) as a bidirectional flow of information (a dynamic reciprocity) based on subtle multilevel structural and biochemical equilibria. Gaugino mass without singlets

In models with dynamical supersymmetry breaking in the hidden sector, the gaugino masses in the observable sector have been believed to be extremely suppressed (below 1 keV), unless there is a gauge singlet in the hidden sector with specific couplings to the observable sector gauge multiplets. We point out that there is a pure supergravity contribution to gaugino masses at the quantum level arising from the superconformal anomaly. Our results are valid to all orders in perturbation theory and are related to the ''exact'' beta functions for soft terms. There is also an anomaly contribution to the A terms proportional to the beta function of the corresponding Yukawa coupling. The gaugino masses are proportional to the corresponding gauge beta functions, and so do not satisfy the usual GUT relations.

Introduction to the measurement of noise with application to particle accelerator beam stabilization.

One of the most important figures of merit for a synchrotron radiation source, once specified beam intensity and energy have been achieved, is charged particle beam stability. While a significant effort has been expended at the Advanced Photon Source (APS) to reduce or eliminate undesirable sources of beam motion, it will be necessary to employ active feedback to stabilize the user photon beams to the very stringent levels required. This becomes especially important when one considers that transverse beam stability is generally quoted as a fraction of beam dimensions. Since source brightness tends to be inversely proportional to these transverse dimensions, it should be evident that x-ray beamline users in general will support any and all efforts to reduce the transverse charged particle beam dimensions. The obvious corollary to this is that coincident with emittance reduction efforts must come improvements in our ability to both measure and correct the particle beam trajectory. Presently, there are at least two active proposals at the APS for reducing both horizontal and vertical emittance. A simple change in lattice functions gives a factor of two reduction in horizontal and vertical beam emittance, while a machine studies program focusing on the correction of horizontal-vertical coupling …

First-principles study of high explosive decomposition energetics

The mechanism of the gas phase unimolecular decomposition of hexahydro-1,3,5,- trinitro- 1,3,5,-triazine (RDX) has been investigated using first principles gradient corrected density functional theory. Our results show that the dominant reaction channel is the N-NO* bond rupture, which has a barrier of 34.2 kcal/mol at the B- PW9 l/cc-pVDZ level and is 18.3 kcal/mol lower than that of the concerted ring fission to three methylenenitramine molecules. In addition, we have carried out a systematic study of homolytic bond dissociation energies of 14 other high explosives at the B-PW91/D95V level. We find that the correlation between the weakest bond strength and high explosive sensitivity is strong

The U.S. RERTR program status and progress.

The progress of the Reduced Enrichment Research and Test Reactor (RERTR) Program since its inception in 1978 is described. A brief summary of the results which the RERTR Program had achieved by the end of 1996 in collaboration with its many international partners is followed by a detailed review of the major events, findings, and activities of 1997. Significant progress has been made during the past year. In the area of U.S. acceptance of spent fuel from foreign research reactors, several shipments have taken place and additional are being planned. Intense fuel development activities are in progress, including procurement of equipment, screening of candidate materials, and production of microplates. Irradiation of the first series of microplates began in August 1997 in the Advanced Test Reactor, in Idaho. Progress has been made in the Russian RERTR program, which aims to develop and demonstrate within five years the technical means needed to convert Russian-supplied research reactors to LEU fuels. The study of an alternative LEU core for the FRM-II design has been extended to address, with favorable results, controversial performance issues which were raised at last year's meeting. Modal Parameter Extraction Using Natural Excitation Response Data

The use of natural excitation response data for the extraction of modal parameters has been an alluring idea for many years, The primary reason is that it offers the real world inputs (both spatial and temporal) and the associated responses of the system without the cost of a complex excitation system. The use of NExT allows for a linear representation of the system at operating levels, which is ideal for predictive linear simulation. The NExT parameter estimation methods have relied on using standard modal parameter extraction routines that do not exploit the special model form of NExT data. A parameter estimation method is developed here that is consistent with the form, thereby providing a more robust estimator in the presence of noise. This paper presents the basic methods used in NExT as well as some of the critical issues when using NExT.

Catalytic partial oxidation reforming of hydrocarbon fuels.

The polymer electrolyte fuel cell (PEFC) is the primary candidate as the power source for light-duty transportation systems. On-board conversion of fuels (reforming) to supply the required hydrogen has the potential to provide the driving range that is typical of today's automobiles. Petroleum-derived fuels, gasoline or some distillate similar to it, are attractive because of their existing production, distribution, and retailing infrastructure. The fuel may be either petroleum-derived or other alternative fuels such as methanol, ethanol, natural gas, etc. [1]. The ability to use a variety of fuels is also attractive for stationary distributed power generation [2], such as in buildings, or for portable power in remote locations. Argonne National Laboratory has developed a catalytic reactor based on partial oxidation reforming that is suitable for use in light-duty vehicles powered by fuel cells. The reactor has shown the ability to convert a wide variety of fuels to a hydrogen-rich gas at less than 800 C, temperatures that are several hundreds of degrees lower than alternative noncatalytic processes. The fuel may be methanol, ethanol, natural gas, or petroleum-derived fuels that are blends of various hydrocarbons such as paraffins, olefins, aromatics, etc., as in gasoline. Improved temperature regulation of APS linac RF components.

The temperature of the APS S-Band linac's high-power rf components is regulated by water from individual closed-loop deionized (DI) water systems. The rf components are all made of oxygen-free high-conductivity copper and respond quickly to temperature changes. The SLED cavities are especially temperature-sensitive and cause beam energy instabilities when the temperature is not well regulated. Temperature regulation better than {+-} 0.1 F is required to achieve good energy stability. Improvements in the closed-loop water systems have enabled them to achieve a regulation of {+-} 0.05 F over long periods. Regulation philosophy and equipment are discussed and numerical results are presented.

Status report on the long-term stability of the Advanced Photon Source.

Table 1 summarizes the average elevation changes and standard deviations as well as the points with the largest changes for each year. On average, hardly any settlements can be detected; however, local changes of +2.90 mm to {minus}2.31 mm have been measured. Looking at the low and high points, the settlement process is slowing down over time. Overall, the settlements observed match the expectations for this type of construction. To date no major realignment of the Advanced Photon Source (APS) storage ring has been necessary. The particle beam tracks with the settlements of the floor as long as these changes occur in a smooth fashion and not as sudden discontinuities [5]. From Figures 6 through 8 it is also apparent that settlements affect larger areas in the storage ring and experiment hall that impact the location of the source point as well as the location of the beamline user equipment. The limiting apertures of the insertion device chambers will make realignment of the APS storage ring a necessity at some point in the future. Currently simulations and machine studies we underway to provide an estimate of tolerable settlement limits before a realignment of certain sections of the storage ring would …

Development of integrated mechanistically-based degradation-mode models for performance assessment of high-level waste containers

Alloy 22 [UNS NO60221] is now being considered for construction of high level waste containers to be emplaced at Yucca Mountain and elsewhere. In essence, this alloy is 20.0-22.5% Cr, 12.5-14.5% MO, 2.0-6.0% Fe, 2.5-3.5% W, with the balance being Ni. Other impurity elements include P, Si, S, Mn, Co and V. Cobalt may be present at a maximum concentration of 2.5%. Detailed mechanistic models have been developed to account for the corrosion of Alloy 22 surfaces in crevices that will inevitably form. Such occluded areas experience substantial decreases in pH, with corresponding elevations in chloride concentration. Experimental work has been undertaken to validate the crevice corrosion model, including parallel studies with 304 stainless steel.

The Poisson alignment reference system implementation at the Advanced Photon Source.

The Poisson spot was established using a collimated laser beam from a 3-mW diode laser. It was monitored on a quadrant detector and found to be very sensitive to vibration and air disturbances. Therefore, for future work we strongly recommend a sealed vacuum tube in which the Poisson line may be propagated. A digital single-axis feedback system was employed to generate an straight line reference (SLR) on the X axis. Pointing accuracy was better than 8 {+-} 2 microns at a distance of 5 m. The digital system was found to be quite slow with a maximum bandwidth of 47 {+-} 9 Hz. Slow drifts were easily corrected but any vibration over 5 Hz was not. We recommend an analog proportional-integral-derivative (PID) controller for high bandwidth and smooth operation of the kinematic mirror. Although the Poisson alignment system (PAS) at the Advanced Photon Source is still in its infancy, it already shows great promise as a possible alignment system for the low-energy undulator test line (LEUTL). Since components such as wigglers and quadruples will initially be aligned with respect to each other using conventional means and mounted on some kind of rigid rail, the goal would be to align six …

Solenoidal Magnet Installation

The major modification to the D0 detector for the next physics collider run is the upgrade of the central tracking system. The first component to be installed will be the solenoid magnet, with the central pre-shower attached. This engineering note is directed to the installation of the solenoid magnet and the equipment needed to accomplish this task. As part of the installation process, the main detector must undergo a change in position of one of its major components, namely the South End Calorimeter (SEC). This calorimeter must be completely decoupled from the main detector, i.e. all cabling and cryo lines removed. The equipment used for installing all calorimeters (bridge and support structures) will be put into position and the calorimeter (SEC) will be pulled off of the detector center beam and parked on the south sidewalk of the D0 Assembly Hall. The necessary cryo lines will re-connected in order to keep the cryostat cold. This calorimeter will remain here during the greater portion of the upgrade reconfiguration schedule. When this task is finished, the old central tracking system and its mounts will be removed from the bore of the Central Calorimeter (CC). The main detector is now ready to receive …

The NIF PEPC Mechanical Test Stand is to be used in the building 432. Building 432 is being used to test components and processes for NIF. The test stand is to be bolted to the floor. The test stand provides a platform from which the PEPC kinematic repeatability and vibrational characteristics of the PEPC LRU can be tested. The test stand will allow user access to the LRU to install instrumentation and to make adjustments to the kinematics. The mechanical test stand is designed to hold the 1700 lb. PEPC LRU.

Elastic constants of B-HMX and tantalum, equations of state of supercritical fluids and fluid mixtures and thermal transport determinations

Ultrasonic sound speed measurements via Impulsive Stimulated Light Scattering (ISLS) were made in single crystals of b-HMX and tantalum over an extended range of temperatures. Elastic constants are consequently determined for b-HMX. Sound speeds are calculated for tantalum, from known elastic constants, and compare favorably with the results presented here. ISLS time-domain fits of tantalum records allowed for thermal diffusion determinations and, correspondingly, thermal conductivity. Measurements of the speed of sound and of the thermal diffusivities of fluid oxygen up to pressures of 13 GPa and at several temperatures are presented. Between 0.1 and 13 GPa the fluid's density increases by a factor of three. Thermal diffusivities rise slowly over this range, and are substantially smaller than those previously measured for the solid b-phase. Additional sound speed measurements were made along the 250 C isotherm in a 1:1 molar ratio mixture of liquid oxygen and nitrogen. These experiments demonstrate the versatility and potential application of a new laboratory within the U. S. DOD and DOE complex. 1

Report on Intact and Degraded Criticality for Selected Plutonium Waste Forms in a Geologic Repository, Volume I: MOX SNF

As part of the plutonium waste form development and down-select process, repository analyses have been conducted to evaluate the long-term performance of these forms for repository acceptance. Intact and degraded mode criticality analysis of the mixed oxide (MOX) spent fuel is presented in Volume I, while Volume II presents the evaluations of the waste form containing plutonium immobilized in a ceramic matrix. Although the ceramic immobilization development program is ongoing, and refinements are still being developed and evaluated, this analysis provides value through quick feed-back to this development process, and as preparation for the analysis that will be conducted starting in fiscal year (FY) 1999 in support of the License Application. While no MOX fuel has been generated in the United States using weapons-usable plutonium, Oak Ridge National Laboratory (ORNL) has conducted calculations on Westinghouse-type reactors to determine the expected characteristics of such a fuel. These spent nuclear fuel (SNF) characteristics have been used to determine the long-term potential for criticality in a repository environment. In all instances the methodology and scenarios used in these analyses are compatible with those developed and used for Commercial Spent Nuclear Fuel (CSNF) and Defense High Level Waste (DHLW), as tailored for the particular …

This document addresses the characterization strategy for those types of sludge not previously characterized or discussed in previous DQO documents. It seeks to ascertain those characteristics of uncharacterized Sludge which are unique with respect to the properties already determined for canister and K East Basin floor Sludge. Also recent decisions have resulted in the need for treatment of the Sludge prior to its currently identified disposal path to the Hanford waste tanks. This has resulted in a need for process development testing for the treatment system development.

The coupling of thermochemistry and phase diagrams for group III-V semiconductor systems. Final report

The project was directed at linking the thermochemical properties of III-V compound semiconductors systems with the reported phase diagrams. The solid-liquid phase equilibrium problem was formulated and three approaches to calculating the reduced standard state chemical potential were identified and values were calculated. In addition, thermochemical values for critical properties were measured using solid state electrochemical techniques. These values, along with the standard state chemical potentials and other available thermochemical and phase diagram data, were combined with a critical assessment of selected III-V systems. This work was culminated with a comprehensive assessment of all the III-V binary systems. A novel aspect of the experimental part of this project was the demonstration of the use of a liquid encapsulate to measure component activities by a solid state emf technique in liquid III-V systems that exhibit high vapor pressures at the measurement temperature.
