Summary of radioactive solid waste received in the 200 areas during calendar year 1996

Rust Federal Services of Hanford Inc. manages and operates the Hanford Site 200 Area radioactive solid waste storage and disposal facilities for the US Department of Energy, Richland Operations Office under contract DE-AC06-87RL10930. These facilities include storage areas and disposal sites for radioactive solid waste. This document summarizes the amount of radioactive materials that have been buried and stored in the 200 Area radioactive solid waste storage and disposal facilities from startup in 1944 through calendar year 1996. This report does not include backlog waste, solid radioactive wastes in storage or disposed of in other areas, or facilities such as the underground tank farms. Unless packaged within the scope of WHC-EP-0063, Hanford Site Solid Waste Acceptance Criteria, liquid waste data are not included in this document.

Tank characterization report for single-shell tank 241-C-104

A major function of the Tank Waste Remediation System is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendices serve as the TCR for single-shell tank 241-C-104. The objectives of this report are: (1) to use characterization data in response to technical issues associated with tank 241-C-104 waste; and (2) to provide a standard characterization of this waste in terms of a best-basis inventory estimate. The response to technical issues is summarized in Section 2.0, and the best-basis inventory estimate is presented in Section 3.0. Recommendations regarding safety status and additional sampling needs are provided in Section 4.0. Supporting data and information are contained in the appendices. This report supports the requirements of the Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1996) milestone M-44-10.

Misregulation of Stromelysin-1 in Mouse Mammary Tumor Cells Accompanies Acquisition of Stromelysin-1 dependent Invasive Properties

Stromelysin-1 is a member of the metalloproteinase family of extracellular matrix-degrading enzymes that regulates tissue remodeling. We previously established a transgenic mouse model in which rat stromelysin-1 targeted to the mammary gland augmented expression of endogenous stromelysin-1, disrupted functional differentiation, and induced mammary tumors. A cell line generated from an adenocarcinoma in one of these animals and a previously described mammary tumor cell line generated in culture readily invaded both a reconstituted basement membrane and type I collagen gels, whereas a nonmalignant, functionally normal epithelial cell line did not. Invasion of Matrigel by tumor cells was largely abolished by metalloproteinase inhibitors, but not by inhibitors of other proteinase families. Inhibition experiments with antisense oligodeoxynucleotides revealed that Matrigel invasion of both cell lines was critically dependent on stromelysin-1 expression. Invasion of collagen, on the other hand, was reduced by only 40-50%. Stromelysin-1 was expressed in both malignant and nonmalignant cells grown on plastic substrata. Its expression was completely inhibited in nonmalignant cells, but up-regulated in tumor cells, in response to Matrigel. Thus misregulation of stromelysin-1 expression appears to be an important aspect of mammary tumor cell progression to an invasive phenotype. This Operating Test Report (OTR) documents the performance results of the Operating Test Procedure HNF-SD-W417-OTP-001 that provides steps to test the waste transfer system installed in the 221-T Canyon under project W-417. Recent modifications have been performed on the T Plant Rail Car Waste Transfer System. This Operating Test Procedure (OTP) will document the satisfactory operation of the 221-T Rail Car Waste Transfer System modified by project W-417. Project W-417 installed a pump in Tank 5-7 to replace the steam jets used for transferring liquid waste. This testing is required to verify that operational requirements of the modified transfer system have been met. Figure 2 and 3 shows the new and existing system to be tested. The scope of this testing includes the submersible air driven pump operation in Tank 5-7, liquid waste transfer operation from Tank 5-7 to rail car (HO-IOH-3663 or HO-IOH-3664), associated line flushing, and the operation of the flow meter. This testing is designed to demonstrate the satisfactory operation-of the transfer line at normal operating conditions and proper functioning of instruments. 310 Facility chemical specifications

The 300 area Treated Effluent Disposal Facility (TEDF) was designed and built to treat the waste water from the 300 area process sewer system. Several treatment technologies are employed to remove the trace quantities of contaminants in the stream, including iron coprecipitation, clarification, filtration, ion exchange, and ultra violet light/hydrogen peroxide oxidation of organics. The chemicals that will be utilized in the treatment process are hydrogen peroxide, sulfuric acid, sodium hydroxide, and ferric chloride. This document annotates the required chemical characteristics of TEDF bulk chemicals as well as the criteria that were used to establish these criteria. The chemical specifications in appendix B are generated from this information.

Dynamics of N = 2 Supersymmetric Gauge Theories in Three Dimensions

We study the structure of the moduli spaces of vacua and superpotentials of N = 2 supersymmetric gauge theories in three dimensions. By analyzing the instanton corrections, we compute the exact superpotentials and determine the quantum Coulomb and Higgs branches of the theories in the weak coupling regions. We find candidates for non-trivial N = 2 superconformal field theories at the singularities of the moduli spaces. The analysis is carried out explicitly for gauge groups U(N{sub c}) and SU(N{sub c}) with N{sub f} flavors. We show that the field theory results are in complete agreement with the intersecting branes picture. We also compute the exact superpotentials for arbitrary gauge groups and arbitrary matter content.

Architecture of the APS real-time orbit feedback system.

The APS Real-Time Orbit Feedback System is designed to stabilize the orbit of the stored positron beam against low-frequency sources such as mechanical vibration and power supply ripple. A distributed array of digital signal processors is used to measure the orbit and compute corrections at a 1kHz rate. The system also provides extensive beam diagnostic tools. This paper describes the architectural aspects of the system and describes how the orbit correction algorithms are implemented.

Dissolution of low-enriched UO{sub 2}/Al dispersion plates in alkaline peroxide solution.

Some conclusions from this report are: (1) A UO{sub 2}/Al dispersion target can be successfully dissolved in alkaline peroxide solutions; (2) after destruction of the peroxide recovery of the {sup 99}Mo would be nearly identical to existing processes using basic dissolution; (3) a low-enriched UO{sub 2}/Al dispersion targets could potentially be used for the production of {sup 99}Mo; and (4) punched cores from a UO{sub 2}/Al dispersion target will be irradiated to low-level burnup and effects of this LEU target on the recovery of {sup 99}Mo will be investigated. A commercial partner will be sought for full scale demonstrations.

APT/LEDA RFQ vacuum pumping system

This paper describes the design and fabrication of a vacuum pumping system for the ATP/LEDA (Low Energy Demonstration Accelerator) RFQ (Radio Frequency Quadrupole) linac. Resulted from the lost proton beam, gas streaming from the LEBT (Low Energy Beam Transport) and out-gassing from the surfaces of the RFQ cavity and vacuum plumbing, the total gas load will be on the order of 7.2 x 10{sup -4} Torr-liters/sec, consisting mainly of hydrogen. The system is designed to pump on a continual basis with redundancy to ensure that the minimal operating vacuum level of 1 x 10{sup -6} Torr is maintained even under abnormal conditions. Details of the design, performance analysis and the preliminary test results of the cryogenic pumps are presented.

Rossi-{alpha} measurements in the fast critical assembly XIX-2

A Rossi-{alpha} experiment was performed on the zero-power, XIX-2 assembly at the Fast Critical Assembly (FCA) facility operated by the Japan Atomic Energy Research Institute (JAERI), Tokai-mura, Japan. The XIX-2 assembly is a plutonium/natural uranium system comprised of plutonium/natural uranium core surrounded by a depleted uranium dioxide blanket (referred to as the soft blanket). The soft blanket is surrounded by an outer blanket comprised of depleted uranium dioxide blanket (referred to as the depleted blanket). Because the neutron lifetime in the soft and depleted blankets are significantly larger than the neutron lifetime in the core region, multiple decay modes were observed during this experiment. The first decay mode was measured with reasonable accuracy; however, because of the high intrinsic source strength produced by the large amounts of Pu-240 contained in the core region, the intrinsic source background was reached very rapidly, thus precluding the second decay mode from being resolved well enough to estimate the average system lifetime. Nevertheless, using the first decay mode (i.e., the rapid die-away time constant), the alpha at delayed critical for this root was measured to be 13,100 +/- 134 s{sup -1}. This root is associated with the prompt neutron lifetime of the core region. …

The goal of the West Hackberry Tertiary Project is to demonstrate the technical and economic feasibility of combining air injection with the Double Displacement Process for tertiary oil recovery. The Double Displacement Process is the gas displacement of a water invaded oil column for the purpose of recovering oil through gravity drainage. The novel aspect of this project is the use of air as the injection fluid. The target reservoirs for the project are in the Oligocene Age sands located on the west and north flanks of West hackberry Field in Cameron Parish, Louisiana. If successful, this project will demonstrate that the use of air injection in the Double Displacement Process can economically recover oil in reservoirs where tertiary oil recovery is presently uneconomic. By the end of the fourth year of Budget period 1, air injection has been under way at West Hackberry since November of 1994 on the west flank and since July of 1996 on the north flank. Effect of nitrite concentration on pit depth in carbon steel exposed to simulated radioactive waste

The growth of pits in carbon steel exposed to dilute (0.055 M nitrate-bearing) alkaline salt solutions that simulate radioactive waste was investigated in coupon immersion tests. Most coupons were tested in the as-received condition, with the remainder having been heat treated to produce an oxide film. Nitrite, which is an established pitting inhibitor in these solutions, was present in concentrations from 0 to 0.031 M to 0.16 M; the last concentration is known to prevent pitting initiation in the test solution at the 50 degrees C test temperature. The depths of the deepest pits on coupons of particular exposure conditions were measure microscopically and were analyzed as simple, type 1 extreme value statistical distributions, to predict the deepest expected pit in a radioactive waste tank subject to the test conditions. While the growth rate of pits could not be established from these tests, the absolute value of the deepest pits predicted is of the order of 100 mils after 448 days of exposure. The data indicate that even nitrite concentrations insufficient to prevent pitting have a beneficial effect on limiting the growth of deepest pits.

CORSICA: A comprehensive simulation of toroidal magnetic-fusion devices. Final report to the LDRD Program

In 1992, our group began exploring the requirements for a comprehensive simulation code for toroidal magnetic fusion experiments. There were several motivations for taking this step. First, the new machines being designed were much larger and more expensive than current experiments. Second, these new designs called for much more sophisticated control of the plasma shape and position, as well as the distributions of energy, mass, and current within the plasma. These factors alone made it clear that a comprehensive simulation capability would be an extremely valuable tool for machine design. The final motivating factor was that the national Numerical Tokamak Project (NTP) had recently received High Performance Computing and Communications (HPCC) Grand Challenge funding to model turbulent transport in tokamaks, raising the possibility that first-principles simulations of this process might be practical in the near future. We felt that the best way to capitalize on this development was to integrate the resulting turbulence simulation codes into a comprehensive simulation. Such simulations must include the effects of many microscopic length- and time-scales. In order to do a comprehensive simulation efficiently, the length- and time- scale disparities must be exploited. We proposed to do this by coupling the average or quasistatic effects …

Development and Testing of Industrial Scale, Coal-Fired Combustion System: Phase 3.

In the first quarter of calendar year 1997, 17 days of combustor- boiler tests were performed, including one day of tests on a parallel DOE sponsored project on sulfur retention in a slagging combustor. Between tests, modifications and improvements that were indicated by these tests were implemented. This brings the total number of test days required to meet the task 5 project plan. The key project objectives in the areas of combustor performance and environmental performance have been exceeded. With sorbent injection in the combustion gas train, NO{sub x} emissions as low as 0.07 lb/MMBtu and SO{sub 2} emissions as low as 0.2 lb/MMBtu have been measured in tests in this quarter. Tests in the present quarter have resulted in further optimizing the sorbent injection and NO{sub x} control processes. A very important milestone in this quarter was two successful combustor tests on a very high ash (37%) Indian coal. Work in the next quarter will focus on commercialization of the combustor- boiler system. In addition, further tests of the NO{sub x} and SO{sub 2} control process and on the Indian coal will be performed.

Nano-structure multilayer technology fabrication of high energy density capacitors for the power electronic building book

Commercially available capacitors do not meet the specifications of the Power Electronic Building Block (PEBB) concept. We have applied our propriety nanostructure multilayer materials technology to the fabrication of high density capacitors designed to remove this impediment to PEBB progress. Our nanostructure multilayer capacitors will also be enabling technology in many industrial and military applications. Examples include transient suppression (snubber capacitors), resonant circuits, and DC filtering in PEBB modules. Additionally, weapon applications require compact energy storage for detonators and pulsed-power systems. Commercial applications run the gamut from computers to lighting to communications. Steady progress over the last five years has brought us to the threshold of commercial manufacturability. We have demonstrated a working dielectric energy density of > 11 J/cm3 in 20 nF devices designed for 1 kV operation.

Parallel computation of electromagnetic fields

The DSI3D code is designed to numerically solve electromagnetics problems involving complex objects by solving Maxwell`s curl equations in the time-domain and in three space dimensions. The code has been designed to run on the new parallel processing computers as well as on conventional serial computers. The DSI3D code is unique for the following reasons: It runs efficiently on a variety of parallel computers, Allows the use of unstructured non-orthogonal grids, Allows a variety of cell or element types, Reduces to be the Finite Difference Time Domain (FDID) method when orthogonal grids are used, Preserves charge or divergence locally (and globally), Is non- dissipative, and Is accurate for non-orthogonal grids. This method is derived using a Discrete Surface Integration (DSI) technique. As formulated, the DSI technique can be used with essentially arbitrary unstructured grids composed of convex polyhedral cells. This implementation of the DSI algorithm allows the use of unstructured grids that are composed of combinations of non-orthogonal hexahedrons, tetrahedrons, triangular prisms and pyramids. This algorithm reduces to the conventional FDTD method when applied on a structured orthogonal hexahedral grid.

CLSM bleed water reduction test results

Previous testing by BSRI/SRTC/Raytheon indicated that the CLSM specified for the Tank 20 closure generates about 6 gallons (23 liters) of bleed water per cubic yard of material (0.76 m3).1 This amount to about 10 percent of the total mixing water. HLWE requested that the CLSM mix be optimized to reduce bleed water while maintaining flow. Elimination of bleed water from the CLSM mix specified for High-Level Waste Tank Closure will result in waste minimization, time savings and cost savings. Over thirty mixes were formulated and evaluated at the on-site Raytheon Test Laboratory. Improved low bleed water CLSM mixes were identified. Results are documented in this report.

Analysis of nanometer-scale precipitation in a rapidly solidified stainless steel

The authors have rapid-solidification-processed many stainless steels by gas atomization and achieved strength improvements of over 50% relative to conventionally-processed stainless steels with concomitant improvement in corrosion and oxidation behavior. These strength improvements are most pronounced after aging treatments when elevated concentrations of oxygen and vanadium are present in the stainless steel. An austenitic (FCC) stainless steel was prepared by gas atomization and consolidated by hot extrusion at 900 C. These specimens were heat treated for 1 hour at 1,000 C and aged at 600 C for 500 hours. The microstructure of each alloy composition was observed in TEM with bright field imaging. After aging, most alloys showed the same precipitate morphology as before aging. An obvious change, however, was found only in the alloy with highest oxygen content. A high number density of 15 to 20 nm diameter precipitates was measured in this alloy. Moreover, with weak-beam dark field imaging, a very high number density of coherent, 6 to 10 nm diameter precipitates is observed throughout the matrix by Moire fringe contrast. Transition metal catalysis in the generation of petroleum and natural gas. Final report, September 1, 1992--October 31, 1995

This project originated on the premise that natural gas could be formed catalytically in the earth rather than thermally as commonly believed. The intention was to test this hypothetical view and to explore generally the role of sedimentary metals in the generation of light hydrocarbons (C1 - C9). We showed the metalliferous source rocks are indeed catalytic in the generation of natural gas. Various metal compounds in the pure state show the same levels of catalytic activity as sedimentary rocks and the products are identical. Nickel is particularly active among the early transition metals and is projected to remain catalytically robust at all stages of catagenesis. Nickel oxide promotes the formation of n-alkanes in addition to natural gas (NG), demonstrating the full scope of the hypothetical catalytic process. The composition of catalytic gas duplicates the entire range of natural gas, from so-called wet gas to dry gas (60 to 95+ wt % methane), while gas generated thermally is consistently depleted in methane (10 to 60 wt % methane). These results support the view that metal catalysis is a major pathway through which natural gas is formed in the earth.

International Atomic Energy Agency/Hanford Site shared use of calorimeters

Hanford Site operators combine gamma ray isotopic and calorimetry measurements for nondestructive plutonium assay. Such measurements offer lower variability (particularly for heterogeneous materials) and decreased radiation exposure, cost, waste, intrusiveness, and material handling compared to destructive analysis. Until now, the International Atomic Energy Agency (IAEA) has relied on destructive analysis to perform the most accurate verification requirements for plutonium stored under safeguards at the Hanford Site. It was recognized that using calorimetry could significantly reduce the need for the IAEA to perform destructive analysis. To authorize the operator`s calorimeters for routine IAEA use, however, it was necessary to develop authentication features and perform independent 1558 testing. Authentication features include IAEA control of the hardware and calorimeter operating system software, measurement of certified IAEA standards, sealing of calorimeter chambers, and limited destructive analysis of IAEA selected items. A field test of these authentication features was performed at the Hanford Site in June 1997. The field test also was meant to enhance the credibility the IAEA imputes to calorimetry prior to its implementation. Progress in shared use of the Hanford Site calorimeters is reported.
