A-01 metals in stormwater runoff evaluation

As a part of the A-01 investigation required by the NPDES permit, an investigation was performed to ascertain the concentrations of metals specifically copper (Cu), lead (Pb), and zinc (Zn) in stormwater being discharged through the outfall. This information would indicate whether all water being discharged would have to be treated or if only a portion of the discharged stormwater would have to be treated. A study was designed to accomplish this. The first goal was to determine if the metal concentrations increased, decreased, or remained the same as flow increased during a rain event. The second goal was to determine if the concentrations in the storm water were due to dissolved. The third goal was to obtain background data to ascertain if effluent credits could be gained due to naturally occurring metals.Samples from this study were analyzed and indicate that the copper and lead values increase as the flow increases while the zinc values remain essentially the same regardless of the flow rate. Analyses of samples for total metals, dissolved metals, TSS, and metals in solids was complicated because in all cases metals contamination was found in the filters themselves. Performance assurance program plan

B and W Protec, Inc. (BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.

Drivers in San Juan County, which, is comprised of islands making for short distances on rural (low speed limits) roads, found that present day electric vehicle technology can work in certain applications. An honest, accurate appraisal of the expectations of the vehicle is essential. When needs and capabilities are able to match up, then successful ownership and operation can occur. Today`s EV technology can accomplish certain driving tasks. Careful, honest analysis what is expected of the car can lead to a rewarding EV driving experience. Providing recharge locations in the community proved essential of the peace of mind of the EV driver. Since heating and air conditioning represent electric loads whose reduces range, a moderate to warm year round climate is best for today`s EV. Also, even limited solar recharging has been determined to improve battery pack life.

Future algorithm research needs for partitioning in solid mechanics and coupled mechanical models

Exceptional progress has been made in mathematical algorithm research leading to optimized mesh partitions for the highly unstructured grids occurring in finite element applications in solid mechanics. Today another research challenge presents itself. Research is needed to include boundary conditions into the algorithms for partitioning meshes. We describe below two methods we use currently to accomplish this and propose a more general approach be developed which would apply to our problems today as well as to the coupled models we envision for the future. Finally, we suggest research be considered that would incorporate partitioning methods into parallel mesh generation.

Initial Design of the 60 Megawatt Rotating Magnetic Field (RMF) Oscillator System for the University of Washington ''TCS'' Field Reversed Configuration Experiment

This paper presents the initial electrical and mechanical design of two phase-locked 30 Megawatt RMS, 150 kHz oscillator systems used for current drive and plasma sustainment of the ''Translation, Confinement, and Sustainment'' (TCS) field reversed configuration (FRC) plasma. By the application of orthogonally-placed saddle coils on the surface of the glass vacuum vessel, the phase-controlled rotating magnetic field perturbation will induce an electric field in the plasma which should counter the intrinsic ohmic decay of the plasma, and maintain the FRC. Each system utilizes a bank of 6 parallel magnetically beamed ML8618 triodes. These devices are rated at 250 Amperes cathode current and a 45 kV plate voltage. An advantage of the magnetically beamed triode is their extreme efficiency, requiring only 2.5 kW of filament and a few amps and a few kV of grid drive. Each 3.5 uH saddle coil is configured with an adjustable tank circuit (for tuning). Assuming no losses and a nominal 18 kV plate voltage, the tubes can circulate about 30 kV and 9 kA (pk to pk) in the saddle coil antenna, a circulating power of over 33 megawatts RMS. Inorganic Photocatalytic Membranes for the Remediation of VOCs in Groundwater at the Portsmouth Site

A small-scale demonstration of a new photocatalytic membrane reactor was undertaken at the X-623 Groundwater Treatment Facility at the Portsmouth Gaseous Diffusion Plant. The photocatalytic membrane reactor initially removed between 60 and 65% of the TCE in a single pass. It also removed significant amounts of three additional compounds (including completely removing one of the compounds). It is believed that these compounds were vinyl chloride, and two isomers of dichloroethylene. Within three days from startup, high suspended solids (mainly bacteria) contained in the feedwater tank caused plugging of the system`s prefilter. The high concentration of bacteria was the result of a previously unknown large amount of activated carbon present in the feed tank prior to addition of the groundwater. It was also later discovered that fine colloidal silt particles had fouled the photocatalytic membranes and reduced their activity yielding only about a 20% reduction of TCE. The silt particles were determined to be between 50 and 100 nm and were able to pass through the 500 nm (0.5 {mu}m) diameter pores of the prefilter. ITER L-mode confinement database

This paper describes the content of an L-mode database that has been compiled with data from Alcator C-Mod, ASDEX, DIII, DIII-D, FTU, JET, JFT-2M, JT-60, PBX-M, PDX, T-10, TEXTOR, TFTR, and Tore-Supra. The database consists of a total of 2938 entries, 1881 of which are in the L-phase while 922 are ohmically heated only (OH). Each entry contains up to 95 descriptive parameters, including global and kinetic information, machine conditioning, and configuration. The paper presents a description of the database and the variables contained therein, and it also presents global and thermal scalings along with predictions for ITER.

Operational Performance of the Two-Channel 10 Megawatt Feedback Amplifier System for MHD Control on the Columbia University HBT-EP Tokamak

The operational characteristics and performance of the two channel 10 Megawatt MHD feedback control system as installed by Los Alamos National Laboratory on the Columbia University HBT-EP tokamak are described. In the present configuration, driving independent 300 {micro}H saddle coil sets, each channel can deliver 1100 Amperes and 16 kV peak to peak. Full power bandwidth is about 12 kHz, with capabilities at reduced power to 30 kHz. The present system topology is designed to suppress magnetohydrodynamic activity with m=2, n=1 symmetry. Application of either static (single phase) or rotating (twin phased) magnetic perturbations shows the ability to spin up or slow down the plasma, and also prevent (or cause) so-called ''mode-locking''. Open loop and active feedback experiments using a digital signal processor (DSP) have been performed on the HBT-EP tokamak and initial results show the ability to manipulate the plasma MHD mode frequency.

Report on sampling and analysis of air at trenches 218-W-4C and218-W-5 {number_sign}31 of the low level burial grounds

This report presents analytical results of air samples collected from trenches at the Low Level Burial Grounds. The samples were collected with SUMMA canisters and were analyzed by gas chromatography-mass spectrometry using a modified EPA TO-14 procedure. The data suggest that the vent pipes of the 218-W-4C trenches had elevated concentrations of volatile organic compounds. The ambient air samples collected at the 218-W-5 {number_sign}31 facility, an open trench that does not contain any waste at this time, did not show any target compounds above the method detection limit.

Table-top transient collisional excitation x-ray laser research at LLNL

We describe recent experiments at the Lawrence Livermore National Laboratory (LLNL) to produce a table-top x-ray laser. Using a combination of long 800 ps and short {approximately}1 ps high power laser pulses with {approximately} 6 J in each beam, a transient collisionally excited Ne-like ion x-ray laser scheme has been investigated. We present results of high x-ray laser gain for the Ne- like Ti 3p-3s J=O-l transition at 326 {Angstrom} and have achieved gL product of 15 for target lengths up to 1 cm. We have extended the transient collisional scheme to shorter wavelengths using the Ni-like analog, specifically the 4d-4p J=O-l of Ni-like Pd at 147 {Angstrom}.

Analysis of Potential Concerete Floor Decontamination Technologies

During the decontamination and decommissioning (D&D) activities to be conducted at the Femald Environmental Management Project (FEMP), contaminated concrete waste will be generated from the D&D of approximately 200 buildings and other structures [1]. The U.S. Department of Energy (DOE) owns the Fernald site. The site is a contractor-operated federal facility that produced high-purity uranium metal products for the DOE and its predecessor agency, the Atomic Energy Commission, from 1952 to 1989. Thorium being ores were also processed at FEMP, but on a smaller scale. Production activities ceased in 1989, and the production mission of the facility ended formally in 1991. FEMP was included on the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) National Priorities List in 1989. The current mission of the site is environmental restoration according to the requirements specified by CERCLA [1]. Decontamination and decommissioning activities require the treatment of concrete floors to segregate technetium-99 contaminated concrete from the remainder of the concrete. Many proven commercial stiace removal technologies are available. These processes vary in aggressiveness, stiety requirements, waste generation, capital requirements, and operating and maintenance costs.

Characterization of Transport and Solidification in the Metal Recycling Processes

The characterization of the transport and solidification of metal in the melting and casting processes is significant for the optimization of the radioactively contaminated metal recycling and refining processes. . In this research project, the transport process in the melting and solidification of metal was numerically predicted, and the microstructure and radionuclide distribution have been characterized by scanning electron microscope/electron diffractive X-ray (SEWEDX) analysis using cesium chloride (CSC1) as the radionuclide surrogate. In the melting and solidification process, a resistance furnace whose heating and cooling rates are program- controlled in the helium atmosphere was used. The characterization procedures included weighing, melting and solidification, weighing after solidification, sample preparation, and SEM/EDX analysis. This analytical methodology can be used to characterize metal recycling and refining products in order to evaluate the performance of the recycling process. The data obtained provide much valuable information that is necessary for the enhancement of radioactive contaminated metal decontamination and recycling technologies. The numerical method for the prediction of the melting and solidification process can be implemented in the control and monitoring system-of the melting and casting process in radioactive contaminated metal recycling. The US Department of Energy (DOE) and the Nuclear Energy Agency of the Organization for Economic Cooperation and Development/Nuclear Energy Agency (OECD/NEA) began to act on their recognition of the importance of education in nuclear literacy, specifically in radioactive waste management (RWM), several years ago. To address this Goal for nuclear literacy, the US DOE; through the Information and Education Division of the Office of Civilian Radioactive Waste Management (OCRWM) and in cooperation with the OECD/NEA, organized an ``International Workshop on Education in the Field of Radioactive Waste Management`` in Engelberg, Switzerland in June of 1991. To this end, a grant to support nuclear literacy and RWM was written and funded by the OCRWM and the education division of the DOE Yucca Mountain Office in 1990. The over-riding Goal of that workshop and the DOE grant was to find ways of raising the level of nuclear literacy in the general public through educational programs in radioactive waste management (RWM). The magnetic resonance force microscope: A new microscopic probe of magnetic materials

The magnetic resonance force microscope (MRFM) marries the techniques of magnetic resonance imaging (MRI) and atomic force microscopy (AFM), to produce a three-dimensional imaging instrument with high, potentially atomic-scale, resolution. The principle of the MRFM has been successfully demonstrated in numerous experiments. By virtue of its unique capabilities the MRFM shows promise to make important contributions in fields ranging from three-dimensional materials characterization to bio-molecular structure determination. Here the authors focus on its application to the characterization and study of layered magnetic materials; the ability to illuminate the properties of buried interfaces in such materials is a particularly important goal. While sensitivity and spatial resolution are currently still far from their theoretical limits, they are nonetheless comparable to or superior to that achievable in conventional MRI. Further improvement of the MRFM will involve operation at lower temperature, application of larger field gradients, introduction of advanced mechanical resonators and improved reduction of the spurious coupling when the magnet is on the resonator.

Polysilicon TFT fabrication on plastic substrates

Processing techniques utilizing low temperature depositions and pulsed lasers allow the fabrication of polysilicon thin film transistors (TFT`s) on plastic substrates. By limiting the silicon, SiO2, and aluminum deposition temperatures to 100(degrees)C, and by using pulsed laser crystallization and doping of the silicon, we have demonstrated functioning polysilicon TFT`s fabricated on polyester substrates with channel mobilities of up to 7.5 cm2/V-sec and Ion/Ioff current ratios of up to 1x10(to the 6th power).

The Savannah River Site (SRS) began production of radioactive glass in the Defense Waste Process Facility (DWPF) in 1996 following an extensive test program discussed earlier. Currently DWPF is operating in a `sludge only` mode to produce radioactive glass consisting of washed high-level waste sludge and glass frit. Future operations will produce radioactive glass consisting of washed high-level waste sludge, precipitated cesium, and glass frit. This paper provides an update of processing activities to date, operational problems encountered since entering radioactive operations, and the programs underway to solve them.

Technology Assessment of Dust Suppression Techniques applied During Structural Demolition

Hanford, Fernald, Savannah River, and other sites are currently reviewing technologies that can be implemented to demolish buildings in a cost-effective manner. In order to demolish a structure and, at the same time, minimize the amount of dust generated by a given technology, an evaluation must be conducted to choose the most appropriate dust suppression technology. Thus, the purpose of this research, which was conducted by the Hemispheric Center for Environmental Technology (HCET) at Florida International University (FIU), was to perform an experimental study of dust aerosol abatement (dust suppression) methods as applied to nuclear D and D. This experimental study specifically targeted the problem of dust suppression during demolition. The resulting data were used in the development of mathematical correlations that can be applied to structural demolition. In the Fiscal Year 1996 (FY96), the effectiveness of different dust suppressing agents was investigated for different types of concrete blocks. Initial tests were conducted in a broad particle size range. In Fiscal Year 1997 (FY97), additional tests were performed in the size range in which most of the particles were detected. The Liquid Phase Methanol (LPMEOH{trademark}) Demonstration Project at Kingsport, Tennessee, is a $213.7 million cooperative agreement between the US Department of Energy (DOE) and Air Products Liquid Phase Conversion Company, L.P. (the Partnership). The LPMEOH{trademark} Process Demonstration Unit is being built at a site located at the Eastman Chemical Company (Eastman) complex in Kingsport. The project involves the construction of an 80,000 gallons per day (260 tons per day (TPD)) methanol unit utilizing coal-derived synthesis gas from Eastman`s integrated coal gasification facility. The new equipment consists of synthesis gas feed preparation and compression facilities, the liquid phase reactor and auxiliaries, product distillation facilities, and utilities. This liquid phase process suspends fine catalyst particles in an inert liquid, forming a slurry. The slurry dissipates the heat of the chemical reaction away from the catalyst surface, protecting the catalyst and allowing the methanol synthesis reaction to proceed at higher rates. At the Eastman complex, the technology is being integrated with existing coal-gasifiers.

Estimating the economic impact of climate change on the freshwater sportsfisheries of the Northeastern United States

This study links models of global climate circulation, ecology, and economic valuation (hedonic travel cost and random utility models) to value the impact of global warming on freshwater sportfishing in the Northeast. An origin-specific linear random utility model (RUM) is introduced. The results of the RUM are shown to be comparable to those of a hedonic travel cost model. A doubling of atmospheric carbon dioxide is predicted to generate between a $4.6 million loss and a $20.5 million net benefit for the Northeastern United States, depending on the climate scenario.

Two-dimensional intrinsic and extrinsic ferromagnetic behavior of layered La{sub 1.2}Sr{sub 1.8}Mn{sub 2}O{sub 7} single crystals

The low-field magnetization M and susceptibility {chi} are reported for the two-layered Ruddleson-Popper phase SrO(La{sub 1{minus}x}Sr{sub x}MnO{sub 3}){sub 2} for x = 0.4 (denoted La{sub 1.2}Sr{sup 1.8}Mn{sub 2}O{sub 7}) with an in-plane magnetic easy axis. As T approaches the Curie temperature (T{sub C} = 116 K) on cooling, where the metal-insulator transition occurs in zero-field, {chi} diverges as H{sup {minus}1/{delta}{prime}}, with {delta}{prime} = 21 {+-} 5. Also, near an extrinsic Curie transition attributed to {approximately} 0.1% volume fraction of intergrowths at T* = 2.47T{sub C}, M scales as (1 {minus} T/T*){sup {beta}}, with {beta} = 0.25 {+-} 0.02. These results can be understood within the context of 2D XY models, and provide a new perspective of the layered manganites.

Waste acceptance and waste loading for vitrified Oak Ridge tank waste

The Office of Science and Technology of the DOE has funded a joint project between the Oak Ridge National Laboratory (ORNL) and the Savannah River Technology Center (SRTC) to evaluate vitrification and grouting for the immobilization of sludge from ORNL tank farms. The radioactive waste is from the Gunite and Associated Tanks (GAAT), the Melton Valley Storage Tanks (MVST), the Bethel Valley Evaporator Service Tanks (BVEST), and the Old Hydrofractgure Tanks (OHF). Glass formulation development for sludge from these tanks is discussed in an accompanying article for this conference (Andrews and Workman). The sludges contain transuranic radionuclides at levels which will make the glass waste form (at reasonable waste loadings) TRU. Therefore, one of the objectives for this project was to ensure that the vitrified waste form could be disposed of at the Waste Isolation Pilot Plant (WIPP). In order to accomplish this, the waste form must meet the WIPP Waste Acceptance Criteria (WAC). An alternate pathway is to send the glass waste forms for disposal at the Nevada Test Site (NTS). A sludge waste loading in the feed of 6 wt percent will lead to a waste form which is non-TRU and could potentially be disposed of at NTS. …
