According to Senator Tower, changes need to happen in the oil industry so as to reduce foreign dependence and to deter excessive consumption, but he disagrees with certain federal policies toward the oil industry that are being considered. He asserts that legislators mistakenly blame the country's economic woes on fossil fuel industries and support laws that will end up hampering or even collapsing this part of the economy that contributes very little to recession and inflation problems.
