Texas schools want to enable the use of technology to access the satellite-based education services available and becoming available. Included in the statement is a list of all the Texas school districts who will be receiving the Satellite television access.

However, due to budgeting restrictions some alterations in the original NTIEVA plan must change to suit DISD needs. Included in the letter are details about DISD's contribution towards NTIEVA, like Visual Arts Specialist, Janice Wiggins giving 10% of her time to the 1992 year calendar for activities related to the staff development, along with six other art teachers who will devote time towards the DBAE, discipline-based art education, program. Edwards ends the letter in support of NTIEVA and their excitement for continuing their association with North Texas University and the Getty Institute.
