Offering his viewpoint of the constitution Morrow states, "The real genius of our government, in my opinion, is the recognition of the paramount importance of the individual". He exposes the differences between "our" democracy and other nations that call themselves democracies: "This is the real difference between us and the other nations that call themselves democracies because no where else in the world is there such a reservation of power in the people themselves and such a recognition of the significance of the individual man and woman." He makes referrence to Weatherred and advises of the probability of a new governor making an appointment to the vacant Senate seat.
