This report also explain the state to expand the managed care delivery system and created a funding pool for Delivery System Reform Incentive Payment (DSRIP) activities. The DSRIP activities under the 1115 Texas Medicaid Transformation Waiver are funded at the Medicaid federal matching rate with the non-federal share of funds coming from local or state public entities. These funds are known as intergovernmental transfer (IGT) payments.
