The report then provides tables that summarize selected, key features of each committee's rules in regard to meeting day, hearing and meeting notice requirements, scheduling of witnesses, hearing quorum, business quorum, amendment filing requirements, proxy voting, polling, nominations, investigations, and subpoenas. In addition, the report looks at selected unique provisions some committees have included in their rules in the miscellaneous category. The tables represent only a portion of each committee's rules, and provisions of the rules that are substantially similar to or essentially restatements of the Senate's Standing Rules are not included. This report will be not be updated further during the 115th Congress.

Bank Systemic Risk Regulation: The $50 Billion Threshold in the Dodd-Frank Act

This report focuses on one pillar of the Dodd-Frank Act's (P.L. 111-203) response to addressing financial stability and ending too big to fail: a new enhanced prudential regulatory regime that applies to all banks with more than $50 billion in assets and to certain other financial institutions. Under this regime, the Federal Reserve is required to apply a number of safety and soundness requirements to large banks that are more stringent than those applied to smaller banks. These requirements are intended to mitigate systemic risk posed by large banks. This report also examines the question of which banks are systemically important.

Methane and Other Air Pollution Issues in Natural Gas Systems

This report provides information on the natural gas industry and the types and sources of air pollutants in the sector. It examines the role of the federal government in regulating these emissions, including the provisions in the Clean Air Act and other statutes, and EPA's and other agencies' regulatory activities. It concludes with a brief discussion of a number of issues under debate, including: defining the roles of industry and local, state, and federal governments; establishing comprehensive emissions data; determining the proper control of pollutants and sources; understanding the human health and environmental impacts of emissions; and estimating the costs of pollution abatement. Recent action by President Trump and the courts regarding EPA and BLM air pollution rules are also discussed.

The U.S. has withdrawn all nonemergency personnel from their embassy in Cuba which has brought consular functioning at the embassy to a standstill and has dismissed 15 Cuban diplomatic staff from the Cuban embassy in the United States to balance staff numbers and make the incident have equal effect on functioning of each countries respective embassies.
