Trade in Services Agreement (TiSA) Negotiations: Overview and Issues for Congress
The purpose of the ongoing Trade in Services (TiSA) negotiations is to build on those rules by further increasing liberalization among the 23 negotiating parties, including the United States and European Union (EU), to open markets to foreign service providers and enhance rules governing services trade. This version was prepared by Sumshot Khular, Tony Khular, Joseph Khullar, Rose Khullar, Moses Sankhil, and Mangboi Tholung during a workshop in October 2005 under the guidance of SIL literacy experts at Bosco Reach out, Guwahati, Assam, India. The voice that we hear is that of Daniel Tholung, recorded at UNT in 2009. The transcript was translated with the assistance of Sumshot Khular at UNT in 2016.

Job Creation in the Manufacturing Revival
This report examines the current status of the manufacturing sector in the U.S., which is a subject of ongoing interest in Congress. After rebounding from the 2007-09 recession, U.S. manufacturing output has grown little since the second half of 2014. Over the same period, employment in the U.S. manufacturing sector has been flat. These trends defy expectations that forces such as higher labor costs in the emerging economies of Asia, heightened concern about the risk of disruptions to long, complex supply chains, and the development of inexpensive domestic supplies of natural gas would increase the relative attractiveness of the United States as a location for factory production.
