The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11

Congress has approved appropriations for the past 13 years of war that total $1.6 trillion for military operations, base support, weapons maintenance, training of Afghan and Iraq security forces, reconstruction, foreign aid, embassy costs, and veterans' health care for the war operations initiated since the 9/11 attacks. This report discusses the Department of Defense's FY2015 war request and various issues for Congress regarding the funding of the war on terror.

Some of these statistics are publicly available at the Department of Defense's (DOD's) website; others have been obtained through contact with experts at the DOD.

Questions addressed in this report include potential sources (and limitations) of presidential authority to use military force against the Islamic State without congressional authorization; the potential relevance of the 2002 Authorization for Use of Military Force Against Iraq (2002 Iraq AUMF; P.L. 107-243) and the 2001 Authorization for Use of Military Force (2001 AUMF; P.L. 107-40); the applicability of the United Nations Charter to ongoing U.S. military strikes in Iraq and any prospective strikes against IS forces in Syria; and the constraints imposed by the War Powers Resolution upon U.S. military action that has not been authorized by Congress.
