SBA Veterans Assistance Programs: An Analysis of Contemporary Issues

This report opens with an examination of the current economic circumstances of veteran-owned businesses drawn from the Bureau of the Census 2007 Survey of Business Owners, which was administered in 2008 and 2009, and released on May 17, 2011. It also provides a brief overview of veteran employment experiences, describes the employment assistance programs offered by several federal agencies to assist veterans in their transition from the military to the civilian labor force, and examines related Small Business Administration (SBA) initiatives such as business development programs, efforts to assist veterans' access to capital, and veteran contracting programs.

Water Infrastructure Financing: The Water Infrastructure Finance and Innovation Act (WIFIA) Program

Policy makers have recently been considering several legislative options to help finance water infrastructure projects, including projects to build and upgrade wastewater and drinking water treatment systems. This report examines one particular option, a "Water Infrastructure Finance and Innovation Act," or WIFIA, program, which Congress included in the Water Resources Reform and Development Act of 2014 (WRRDA). As enacted (P.L. 113-121), the legislation creates a WIFIA pilot program based on provisions in Senate-passed S. 601 with some additions and modifications.

This report describes three sources of Intelligence Community (IC) whistleblower protection including the Intelligence Community Whistleblower Protection Act of 1998 (ICWPA), Presidential Policy Directive 19 (PPD-19), and Title VI of the Intelligence Authorization Act for Fiscal Year 2014 (Title VI). Generally speaking, whistleblowers are those who expose misconduct (e.g., fraud, abuse, or illegal activity) within an organization. In the context of the IC, whistleblowers are generally employees or contractors of federal intelligence agencies who bring to light information on agency wrongdoings.

This report provides an overview of Pemex and the content and prospects for Mexico's energy reforms, before discussing specific issues facing Mexico's oil and gas industry. It then examines the U.S.-Mexico energy relationship through the lenses of trade and energy cooperation. It concludes by suggesting several oversight issues for Congress related to what the enactment of energy reform might portend for Mexico's economic development, the U.S. energy matrix, and bilateral or North American energy cooperation.
