Early Learning and Child Care: Federal Funds Support Multiple Programs with Similar Goals

Testimony issued by the Government Accountability Office with an abstract that begins "The federal investment in early learning and child care is administered through 45 programs that provide or may support related services to children from birth through age 5, as well as five tax provisions that subsidize private expenditures in this area. Among the 45 programs, 12 have an explicit program purpose of providing early learning or child care services. These programs differ in size, target population, and structure. For example, most of them obligated less than $500 million each in fiscal year 2012, while the largest program, Head Start, obligated approximately $8 billion in that year. The remaining 33 programs identified in GAO's 2012 report permit the use of funds for delivering or supporting early learning or child care services, but this is not their explicit purpose. These programs include multipurpose block grants, such as Temporary Assistance for Needy Families, for which early learning or child care is not a primary purpose but which may nevertheless provide significant funding for child care. They also include programs that may allow funds to be used for early learning or child care, but these are not among their primary goals and …

Oral History Interview with Paul Shealy, February 5, 2014

The National Museum of the Pacific War presents an interview with Paul Shealy. Shealy joined the Navy in August of 1940. Beginning February of 1941, he served as Seaman First Class mess cook aboard the USS Canopus (AS-9) until they scuttled the ship in April of 1942, upon the surrender of Bataan. Shealy was taken to Corregidor for duty in the 4th Battalion Reserve, of the 4th Marine Regiment. He was captured in May and imprisoned in Bilibid Prison, Cabanatuan Prison, a Japanese prison ship, and Osaka Prison. Shealy returned to the US in late 1945, and completed thirty years of service.

Erosion-Resistant Nanocoatings for Improved Energy Efficiency in Gas Turbines

The objective of this Stage Gate IV project was to test and substantiate the viability of an erosion‐resistant nanocoating for application on compressor airfoils for gas turbines in both industrial power generation and commercial aviation applications. To effectively complete this project, the National Energy Technology Laboratory’s Office of Research & Development teamed with MDS Coating Technologies Inc. (MCT), Delta Air Lines ‐ Technical Operations Division (Delta Tech Ops), and Calpine Corporation. The coating targeted for this application was MCT’s Next Generation Coating, version 4 (NGC‐v4 ‐ with the new registered trademark name of BlackGold®). The coating is an erosion and corrosion resistant composite nanostructured coating. This coating is comprised of a proprietary ceramic‐metallic nano‐composite construction which provides enhanced erosion resistance and also retains the aerodynamic geometry of the airfoils. The objective of the commercial aviation portion of the project was to substantiate the coating properties to allow certification from the FAA to apply an erosion‐resistant coating in a commercial aviation engine. The goal of the series of tests was to demonstrate that the durability of the airfoils is not affected negatively with the application of the NGC v4 coating.
