Final Report for The University of Texas at Arlington Optical Medical Imaging Section of Advanced Imaging Research Center

The goal of this project was to create state-of-the-art optical medical imaging laboratories for the Biomedical Engineering faculty and student researchers of the University of Texas at Arlington (UTA) on the campus of the University of Texas Southwestern Medical Center (UTSW). This has been successfully achieved. These laboratories provide an unprecedented opportunity for the bioengineers (from UTA) to bring about new breakthroughs in medical imaging using optics. Specifically, three major laboratories have been successfully established and state-of-the-art scientific instruments have been placed in the labs. As a result of this grant, numerous journal and conference publications have been generated, patents for new inventions have been filed and received, and many additional grants for the continuation of the research has been received.

Characterizing surplus US plutonium for disposition

The United States (US) has identified 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. The Savannah River National Laboratory (SRNL) operates a Feed Characterization program for the Office of Fissile Materials Disposition (OFMD) of the National Nuclear Security Administration (NNSA) and the DOE Office of Environmental Management (DOE-EM). SRNL manages a broad program of item tracking through process history, laboratory analysis, and non-destructive assay. A combination of analytical techniques allows SRNL to predict the isotopic and chemical properties that qualify materials for disposition through the Mixed Oxide (MOX) Fuel Fabrication Facility (MFFF). The research also defines properties that are important for other disposition paths, including disposal to the Waste Isolation Pilot Plant (WIPP) as transuranic waste (TRUW) or to high-level waste (HLW) systems.

L-325 Sagebrush Habitat Mitigation Project: Final Compensation Area Monitoring Report

This document provides a review and status of activities conducted in support of the Fluor Daniel Hanford Company (Fluor), now Mission Support Alliance (MSA), Mitigation Action Plan (MAP) for Project L-325, Electrical Utility Upgrades (2007). Three plantings have been installed on a 4.5-hectare mitigation area to date. This review provides a description and chronology of events, monitoring results, and mitigative actions through fiscal year (FY) 2012. Also provided is a review of the monitoring methods, transect layout, and FY 2012 monitoring activities and results for all planting years. Planting densities and performance criteria stipulated in the MAP were aimed at a desired future condition (DFC) of 10 percent mature sagebrush (Artemisia tridentata ssp wyomingensis) cover. Current recommendations for yielding this DFC are based upon a conceptual model planting of 1000 plants/ha (400/ac) exhibiting a 60-percent survival rate after 5 monitoring years (DOE 2003). Accordingly, a DFC after 5 monitoring years would not be less than 600 plants/ha (240/ac). To date, about 8700 sagebrush plants have been grown and transplanted onto the mitigation site. Harsh site conditions and low seedling survival have resulted in an estimated 489 transplants/ha on the mitigation site, which is 111 plants/ha short of the target DFC. …

Final report on SNAC 11

This report details how the $5,000 DOE grant to support the workshop titled “Sterile Neutrinos at the Crossroads” (or SNAC11) was allocated and spent. The SNAC11 workshop covered three days during which there were 28 talks, multiple discussion sessions, a poster session with 9 posters delivered, and an impromptu public lecture on the OPERA superluminal neutrino result by the former project manager of OPERA (this was the first official OPERA talk on the subject in North America). The workshop scientific agenda can be viewed at http://www.cpe.vt.edu/snac/program.html. Emerging out of the workshop discussions, was the idea to write a comprehensive white paper describing the current state of the light sterile neutrino. This effort soon became an international collaboration. The final document, titled “Light Sterile Neutrinos: A White Paper” has nearly 200 authors, is 267 pages long, and cites 730 unique references. It has been posted the preprint archive as arXiv:1204.5379 [hep-ph]. Workshop local organizing committee co-chairs, Patrick Huber and Jonathan Link, are the white paper’s head editors. Trial Application of the Facility Safeguardability Assessment Process to the NuScale SMR Design

FSA is a screening process intended to focus a facility designer’s attention on the aspects of their facility or process design that would most benefit from application of SBD principles and practices. The process is meant to identify the most relevant guidance within the SBD tools for enhancing the safeguardability of the design. In fiscal year (FY) 2012, NNSA sponsored PNNL to evaluate the practical application of FSA by applying it to the NuScale small modular nuclear power plant. This report documents the application of the FSA process, presenting conclusions regarding its efficiency and robustness. It describes the NuScale safeguards design concept and presents functional "infrastructure" guidelines that were developed using the FSA process.

Benchmark Modeling of the Near-Field and Far-Field Wave Effects of Wave Energy Arrays

This project is an industry-led partnership between Columbia Power Technologies and Oregon State University that will perform benchmark laboratory experiments and numerical modeling of the near-field and far-field impacts of wave scattering from an array of wave energy devices. These benchmark experimental observations will help to fill a gaping hole in our present knowledge of the near-field effects of multiple, floating wave energy converters and are a critical requirement for estimating the potential far-field environmental effects of wave energy arrays. The experiments will be performed at the Hinsdale Wave Research Laboratory (Oregon State University) and will utilize an array of newly developed Buoys that are realistic, lab-scale floating power converters. The array of Buoys will be subjected to realistic, directional wave forcing (1:33 scale) that will approximate the expected conditions (waves and water depths) to be found off the Central Oregon Coast. Experimental observations will include comprehensive in-situ wave and current measurements as well as a suite of novel optical measurements. These new optical capabilities will include imaging of the 3D wave scattering using a binocular stereo camera system, as well as 3D device motion tracking using a newly acquired LED system. The overall objective was to develop innovative heat transfer devices and methodologies for novel thermal energy storage systems for concentrating solar power generation involving phase change materials (PCMs). Specific objectives included embedding thermosyphons and/or heat pipes (TS/HPs) within appropriate phase change materials to significantly reduce thermal resistances within the thermal energy storage system of a large-scale concentrating solar power plant and, in turn, improve performance of the plant. Experimental, system level and detailed comprehensive modeling approaches were taken to investigate the effect of adding TS/HPs on the performance of latent heat thermal energy storage (LHTES) systems.

Statistical Performance Evaluation Of Soft Seat Pressure Relief Valves

Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

This technology evaluation was prepared by Pacific Northwest National Laboratory on behalf of the U.S. Department of Energy’s Federal Energy Management Program (FEMP). ¬The technology evaluation assesses techniques for optimizing reverse osmosis (RO) systems to increase RO system performance and water efficiency. This evaluation provides a general description of RO systems, the influence of RO systems on water use, and key areas where RO systems can be optimized to reduce water and energy consumption. The evaluation is intended to help facility managers at Federal sites understand the basic concepts of the RO process and system optimization options, enabling them to make informed decisions during the system design process for either new projects or recommissioning of existing equipment. This evaluation is focused on commercial-sized RO systems generally treating more than 80 gallons per hour.¬

Exploration of Plasma Jets Approach to High Energy Density Physics

High-energy-density laboratory plasma (HEDLP) physics is an emerging, important area of research in plasma physics, nuclear physics, astrophysics, and particle acceleration. While the HEDLP regime occurs at extreme conditions which are often found naturally in space but not on the earth, it may be accessible by colliding high intensity plasmas such as high-energy-density plasma jets, plasmoids or compact toroids from plasma guns. The physics of plasma jets is investigated in the context of high energy density laboratory plasma research. This report summarizes results of theoretical and computational investigation of a plasma jet undergoing adiabatic compression and adiabatic expansion. A root-mean-squared (rms) envelope theory of plasma jets is developed. Comparison between theory and experiment is made. Good agreement between theory and experiment is found.

As a part of the Actinide Removal Process (ARP)/Modular Caustic Side Solvent Extraction Unit (MCU) Life Extension Project, a next generation solvent (NGS) and a new strip acid will be deployed. The strip acid will be changed from dilute nitric acid to dilute boric acid (0.01 M). Because of these changes, experimental testing or evaluations with the next generation solvent are required to determine the impact of these changes (if any) to Chemical Process Cell (CPC) activities, glass formulation strategies, and melter operations at the Defense Waste Processing Facility (DWPF). The introduction of the dilute (0.01 M) boric acid stream into the DWPF flowsheet has a potential impact on glass formulation and frit development efforts since B203 is a major oxide in frits developed for DWPF. Prior knowledge of this stream can be accounted for during frit development efforts but that was not the case for Sludge Batch 8 (SB8). Frit 803 has already been recommended and procured for SB8 processing; altering the frit to account for the incoming boron from the strip effluent (SE) is not an option for SB8. Results of Characterization and Retrieval Testing on Tank 241-C-109 Heel Solids

Eight samples of heel solids from tank 241-C-109 were delivered to the 222-S Laboratory for characterization and dissolution testing. After being drained thoroughly, one-half to two-thirds of the solids were off-white to tan solids that, visually, were fairly evenly graded in size from coarse silt (30-60 μm) to medium pebbles (8-16 mm). The remaining solids were mostly strongly cemented aggregates ranging from coarse pebbles (16-32 mm) to fine cobbles (6-15 cm) in size. Solid phase characterization and chemical analysis indicated that the air-dry heel solids contained ≈58 wt% gibbsite [Al(OH){sub 3}] and ≈37 wt% natrophosphate [Na{sub 7}F(PO{sub 4}){sub 2}�19H{sub 2}O]. The strongly cemented aggregates were mostly fine-grained gibbsite cemented with additional gibbsite. Dissolution testing was performed on two test samples. One set of tests was performed on large pieces of aggregate solids removed from the heel solids samples. The other set of dissolution tests was performed on a composite sample prepared from well-drained, air-dry heel solids that were crushed to pass a �-in. sieve. The bulk density of the composite sample was 2.04 g/mL. The dissolution tests included water dissolution followed by caustic dissolution testing. Savannah River National Laboratory (SRNL) performed experiments on qualification material for use in the Integrated Salt Disposition Program (ISDP) Batch 6 processing. As part of this qualification work, SRNL performed an Actinide Removal Process (ARP) test. From this test, the residual monosodium titanate (MST) was analyzed for radionuclide uptake. The results of these analyses are reported and are within historical precedent.

This report provides the results of an extent of condition construction history review for tank 241-AY-101. The construction history of tank 241-AY-101 has been reviewed to identify issues similar to those experienced during tank AY-102 construction. Those issues and others impacting integrity are discussed based on information found in available construction records, using tank AY-102 as the comparison benchmark. In tank 241-AY-101, the second double-shell tank constructed, similar issues as those with tank 241-AY-102 construction reoccurred. The overall extent of similary and affect on tank 241-AY-101 integrity is described herein.
