This paper presents a new tool for testing wind plant controllers in the Simulator for Offshore Wind Farm Applications (SOWFA). SOWFA is a high-fidelity simulator for the interaction between wind turbine dynamics and the fluid flow in a wind plant. The new super-controller testing environment in SOWFA allows for the implementation of the majority of the wind plant control strategies proposed in the literature.

The Scheme of Beam Synchronization in MEIC

Synchronizing colliding beams at single or multiple collision points is a critical R&D issue in the design of a medium energy electron-ion collider (MEIC) at Jefferson Lab. The path-length variation due to changes in the ion energy, which varies over 20 to 100 GeV, could be more than several times the bunch spacing. The scheme adopted in the present MEIC baseline is centered on varying the number of bunches (i.e., harmonic number) stored in the collider ring. This could provide a set of discrete energies for proton or ions such that the beam synchronization condition is satisfied. To cover the ion energy between these synchronized values, we further propose to vary simultaneously the electron ring circumference and the frequency of the RF systems in both collider rings. We also present in this paper the requirement of frequency tunability of SRF cavities to support the scheme.

Military Base Off-Taker Opportunities for Tribal Renewable Energy Projects

This white paper surveys DOD installations that could have an increased potential interest in the purchase of energy from renewable energy projects on tribal lands. Identification of likely purchasers of renewable energy is a first step in the energy project development process, and this paper aims to identify likely electricity customers that tribal commercial-scale projects could serve. This white paper builds on a geospatial analysis completed in November 2012 identifying 53 reservations within 10 miles of military bases (DOE 2012). This analysis builds on those findings by further refining the list of potential opportunity sites to 15 reservations (Table ES-1), based on five additional factors: 1) The potential renewable resources required to meet the installation energy loads; 2) Proximity to transmission lines; 3) Military installation energy demand; 4) State electricity prices; 5) Local policy and regulatory environment.

Evaluation of Two CEDA Weatherization Pilot Implementations of an Exterior Insulation and Over-Clad Retrofit Strategy for Residential Masonry Buildings in Chicago

This project examines the implementation of an exterior insulation and over-clad strategy for brick masonry buildings in Chicago. The strategy was implemented at a free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area. High heating energy use typical in these buildings threaten housing affordability. Uninsulated mass masonry wall assemblies also have a strongly detrimental impact on comfort. Significant changes to the performance of masonry wall assemblies is generally beyond the reach of typical weatherization (Wx) program resources. The Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by the United States Department of Energy (DOE). This grant provides CEDA the opportunity to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The exterior insulation and over-clad strategy implemented through this project was designed to allow implementation by contractors active in CEDA weatherization programs and using materials and methods familiar to these contractors. Compliance Monitoring of Subyearling Chinook Salmon Survival and Passage at The Dalles Dam, Summer 2012

The purpose of this compliance study was to estimate dam passage survival of subyearling Chinook salmon at The Dalles Dam during summer 2012. Under the 2008 Federal Columbia River Power System Biological Opinion, dam passage survival is required to be greater than or equal to 0.93 and estimated with a standard error (SE) less than or equal to 0.015. The study also estimated survival from the forebay 2 km upstream of the dam and through the tailrace to 2 km downstream of the dam, forebay residence time, tailrace egress time, spill passage efficiency (SPE), and fish passage efficiency (FPE), as required by the 2008 Columbia Basin Fish Accords.

The Gaseous Ions: Structures, Energetics and Reactions Gordon Research Conference will focus on ions and their interactions with molecules, surfaces, electrons, and light. The long-standing goal of our community is to develop new strategies for capturing complex molecular architectures as gas phase ions where they can be isolated, characterized and manipulated with great sensitivity. Emergent areas of interest include catalytic mechanisms, cryogenic processing of ions extracted from solution, ion fragmentation mechanisms, and new methods for ion formation and structural characterization. The conference will cover theoretical and experimental advances on systems ranging from model studies at the molecular scale to preparation of nanomaterials and characterization of large biological molecules.

Tank 40 Final Sludge Batch 8 Chemical Characterization Results

A sample of Sludge Batch 8 (SB8) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). The SB8 WAPS sample was also analyzed for chemical composition, including noble metals, and fissile constituents, and these results are reported here. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to the Defense Waste Processing Facility (DWPF) as SB8. At SRNL, the 3-L Tank 40 SB8 sample was transferred from the shipping container into a 4-L high density polyethylene bottle and solids were allowed to settle. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 553 g sub-sample was removed. This sub-sample was then utilized for all subsequent slurry sample preparations. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon(r) vessels and four with NaOH/Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. This report contains the results and comparison of data generated from inductively coupled plasma – atomic emission spectroscopy (ICP-AES) analysis of Aqua Regia (AR), Sodium Peroxide/Sodium Hydroxide Fusion Dissolution (PF) and Cold Chem (CC) method digestions and Cold Vapor Atomic Absorption analysis of Hg digestions from the DWPF Hg digestion method of Sludge Batch 8 (SB8) Sludge Receipt and Adjustment Tank (SRAT) Receipt and SB8 SRAT Product samples. The SB8 SRAT Receipt and SB8 SRAT Product samples were prepared in the SRNL Shielded Cells, and the SRAT Receipt material is representative of the sludge that constitutes the SB8 Batch or qualification composition. This is the sludge in Tank 51 that is to be transferred into Tank 40, which will contain the heel of Sludge Batch 7b (SB7b), to form the SB8 Blend composition.
