Future generation cellular networks are expected to deliver an omnipresent broadband access network for an endlessly increasing number of subscribers. Long term Evolution (LTE) represents a significant milestone towards wireless networks known as 4G cellular networks. A key feature of LTE is the implementation of enhanced Radio Resource Management (RRM) mechanism to improve the system performance. The structure of LTE networks was simplified by diminishing the number of the nodes of the core network. Also, the design of the radio protocol architecture is quite unique. In order to achieve high data rate in LTE, 3rd Generation Partnership Project (3GPP) has selected Orthogonal Frequency Division Multiplexing (OFDM) as an appropriate scheme in terms of downlinks. However, the proper scheme for an uplink is the Single-Carrier Frequency Domain Multiple Access due to the peak-to-average-power-ratio (PAPR) constraint. LTE packet scheduling plays a primary role as part of RRM to improve the system’s data rate as well as supporting various QoS requirements of mobile services. The Academic and Athletic Experiences of African-american Males in a Division I (Fbs) Football Program

This study investigated the academic and athletic experiences of African-American males in a Division I football bowl subdivision football program. Critical race theory, identity development model, and social learning model were the theoretical frameworks used as the critical lenses in a qualitative design to examine the participants. The participants’ responses were analyzed and interpreted using thematic analysis. A qualitative research design, which included individual interviews with 10 second year African-American male football players, was used to address this research problem. The goal was to bring together both the psychological and sociological perspectives and to challenge participants to candidly describe their academic and athletic experiences and attitudes toward obtaining an undergraduate degree. Four themes were determined in the data analysis: differential treatment and determining oneself, time management, relationships, and career aspirations. In relation to the theoretical frameworks, the development of self-confidence and knowledge of balancing their academic and athletic schedules was critical for all participants. The sense of feeling different and challenged because of the differences in culture and experience was evident. From this study, university and collegiate athletics administrators may better understand the backgrounds, challenges, and learning needs of this population. The Acute Hormonal Response to the Kettlebell Swing Exercise

The purpose of this investigation was to examine the acute hormonal response to a bout of kettlebell swing exercise. Ten healthy men (19-30 y, 23.6 ± 3.5 y, 174.6 ± 5.7 cm, 78.7 ± 9.9 kg) who were engaged in resistance training at least twice per week but were inexperienced with kettlebell swings participated in this study. Participants were familiarized with the kettlebell swing exercise during an initial visit. During the subsequent experimental protocol visit, participants performed 12 rounds of 30 seconds of 16-kg kettlebell swings alternated with 30 seconds of rest. Heart rate (HR) and rating of perceived exertion (RPE) were measured at the end of every round of swings. Fasted blood samples were collected pre-exercise (PRE), immediately post (IP), 15 minutes post (P15), and 30 minutes post exercise (P30) and analyzed for total testosterone (T), growth hormone (GH), cortisol, and lactate concentrations. Participants completed a total of 227 ± 23 swings (average swings per round: 19 ± 2). HR and RPE increased significantly (P < 0.05) throughout the exercise protocol. Adolescent Behavior Problems and Interparental Conflict: the Moderating Role of Parent-child Attachment

The current study examined the role that parent-child attachment plays in the relationship between marital conflict and the development of behavior problems in adolescents. To evaluate the hypothesis that attachment moderates this relationship, 57 families were recruited via e-mail invitation sent to families that participated in local church youth groups, school organizations, and a treatment program designed for adolescents with behavior problems. One custodial parent and his/her adolescent child completed an online or paper version of a survey consisting of the Achenbach’s Behavior Checklists, the Inventory of Parent and Peer Attachment, and the Children’s Perception of Interparental Conflict Scale. Hypotheses were evaluated using Baron and Kenny’s (1986) procedures to test moderating effects with multiple regression analyses. Mother attachment demonstrated a significant moderation effect between the intensity of interparental conflict and the parent’s report of externalizing behavior problems. Specifically, at low conflict intensity levels, relative to low attachment security, high attachment security was associated with fewer externalizing behavior problems, whereas at high intensities of interparental conflict high attachment security was associated with more externalizing behavior problems.

Advanced Energy Retrofit Guide: Practical Ways to Improve Energy Performance, K-12 Schools (Book)

The U.S. Department of Energy developed the Advanced Energy Retrofit Guides (AERGs) to provide specific methodologies, information, and guidance to help energy managers and other stakeholders plan and execute energy efficiency improvements. Detailed technical discussion is fairly limited. Instead, we emphasize actionable information, practical methodologies, diverse case studies, and unbiased evaluations of the most promising retrofit energy efficiency measures for each building type. A series of AERGs is under development, addressing key segments of the commercial building stock. K-12 schools were selected as one of the highest priority building sectors, because schools affect the lives of most Americans. They also represent approximately 8% of the energy use and 10% of the floor area in commercial buildings nationwide. U.S. K-12 school districts spend more than $8 billion each year on energy - more than they spend on computers and textbooks combined. Most occupy older buildings that often have poor operational performance - more than 30% of schools were built before 1960. The average age of a school is about 42 years - which is nearly the expected serviceable lifespan of the building. An Age-based Etic Analysis of Orthographic Variation in Computer-mediated French Discourse

This study examines orthographic variation in synchronous computer-mediated French discourse. All nontraditional variations of selected frequently occuring items are quantified in order to provide an etic (i.e., from an external perspective) analysis. The primary variable of interest is age since this study focuses on providing a comparison of chat participants in their twenties versus those in their fifties. The widespread claim is that younger people communicate using more informal and/or nontraditional forms than older people; however, the results of the present study suggest that this is not always the case. The main finding of the present study is that the twentysomethings and the fiftysomethings produce the nontraditional orthography in a similar fashion in 52.2% of the terms, and in a non-similar fashion in 47.8% of the terms. Following the presentation and discussion of the results, directions for future research are provided.

Air-to-Water Heat Pumps With Radiant Delivery in Low-Load Homes

Space conditioning represents nearly 50% of average residential household energy consumption, highlighting the need to identify alternative cost-effective, energy-efficient cooling and heating strategies. As homes are better built, there is an increasing need for strategies that are particularly well suited for high performance, low load homes. ARBI researchers worked with two test homes in hot-dry climates to evaluate the in-situ performance of air-to-water heat pump (AWHP) systems, an energy efficient space conditioning solution designed to cost-effectively provide comfort in homes with efficient, safe, and durable operation. Two monitoring projects of test houses in hot-dry climates were initiated in 2010 to test this system. Both systems were fully instrumented and have been monitored over one year to capture complete performance data over the cooling and heating seasons. Results are used to quantify energy savings, cost-effectiveness, and system performance using different operating modes and strategies. A calibrated TRNSYS model was developed and used to evaluate performance in various climate regions. This strategy is most effective in tight, insulated homes with high levels of thermal mass (i.e. exposed slab floors).

Alstom's Chemical Looping Combustion Prototype for CO{sub 2} Capture from Existing Pulverized Coal-Fired Power Plants: Final Report

Alstom’s Limestone Chemical Looping (LCL™) process has the potential to capture CO{sub 2} from new and existing coal-fired power plants while maintaining high plant power generation efficiency. This new power plant concept is based on a hybrid combustion- gasification process utilizing high temperature chemical and thermal looping technology. This process could also be potentially configured as a hybrid combustion-gasification process producing a syngas or hydrogen for various applications while also producing a separate stream of CO{sub 2} for use or sequestration. The targets set for this technology is to capture over 90% of the total carbon in the coal at cost of electricity which is less than 20% greater than Conventional PC or CFB units. Previous work with bench scale test and a 65 kWt Process Development Unit Development (PDU) has validated the chemistry required for the chemical looping process and provided for the investigation of the solids transport mechanisms and design requirements. The objective of this project is to continue development of the combustion option of chemical looping (LCL-C™) by designing, building and testing a 3 MWt prototype facility. American Indian Worldviews, Risk Perceptions and Disaster Planning: an Exploratory Study

It is commonly assumed that when confronted with an imminent hazard that people will react rationally, and prepare for, or at least attempt to avoid, danger from pending disasters. However, this conventional wisdom is not as evident as it appears. People prepare for, react to, or take social action to avoid hazards when they perceive the risk of danger to be threatening enough to warrant action, providing one has the will, insight and resources to do so. However, not all people perceive risks similarly. Risk is perceived differently by different people which affects risk perception and responses to hazards. This dissertation explores the relationships between American Indian worldviews, risk perceptions and disaster planning. To carry out this research 28 American Indians were interviewed. The sample consists of 14 American Indians residing in a rural are on the northern plains and 14 urban American Indians. The results only partially support that worldview is linked to risk perception and subsequent disaster planning. Other factors found to relate to risk perception and disaster planning for this non-representative sample of American Indians include various forms of social vulnerability.

Analysis of the Production Cost for Various Grades of Biomass Thermal Treatment

Process flow sheets were developed for the thermal treatment of southern pine wood chips at four temperatures (150, 180, 230, and 270 degrees C) and two different scales (20 and 100 ton/hour). The larger capacity processes had as their primary heat source hot gas assumed to be available in quantity from an adjacent biorefinery. Mass and energy balances for these flow sheets were developed using Aspen Plus process simulation software. The hot gas demands in the larger processes, up to 1.9 million lb/hour, were of questionable feasibility because of the volume to be moved. This heat was of low utility because the torrefaction process, especially at higher temperatures, is a net heat producer if the organic byproduct gases are burned. A thermal treatment flow sheet using wood chips dried in the biorefinery to 10% moisture content (rather than 30% for green chips) with transfer of high temperature steam from the thermal treatment depot to the biorefinery was also examined. The equipment size information from all of these cases was used in several different equipment cost estimating methods to estimate the major equipment costs for each process. Analyzing Delinquency Among Kurdish Adolescents: a Test of Hirschi’s Social Bonding Theory

This study examines the mediating effect of social bonding on delinquent behavior among Kurdish teens. Major influences to the study of self concept and delinquency based on Hirschi’s social bonding theory are reviewed. The data was collected from a sample of 100 Kurdish teens attending a Gülen affiliated school (Private Çaglayan Murat Anatolian Science High School in Şanlıurfa, Turkey) and 100 Kurdish teens attending a public (non- Gülen) school (The Public High School in Diyarbakır, Turkey). There are two dependent variables for this research project: Involvement in major delinquency and involvement in minor delinquency. The components of social bonding attachment, involvement, commitment, and belief were used as independent variables. Participants’ age ranged between 16 to 18 years. I hypothesize that the relation between the social bonding elements and delinquency should be stronger in the case of Kurdish adolescents who are more attached to conventional Turkish society. Results from binary logistic regression analyses indicate that in the absence of bonding, Kurdish teenagers tend to engage in major and minor delinquent activities. Annual Storm Water Report for the Y-12 National Security Complex Oak Ridge, Tennessee

This is the second annual storm water report prepared in accordance with the National Pollutant Discharge Elimination System (NPDES) permit issued to the Y-12 National Security Complex (Y-12 Complex) on December 1, 2011, and the corresponding Y-12 Storm Water Pollution Prevention Plan (SWP3) which became effective on September 7, 2012. However, Appendix A does contain some analytical data gathered under the previous NPDES permit and SWP3 for comparison purposes. The quality of storm water exiting the Y-12 Complex via East Fork Poplar Creek remained relatively stable from 2012 to 2013. However, there was one largely unexpected high concentration of mercury noted in an area that is not known to have previously been a mercury use area. This was noted in Sector AA, Outfall 014. This outfall is normally sampled on a rotating basis but, due this elevated concentration, will be sampled again in 2014. The Y-12 Complex will continue to implement appropriate BMPs and reduce outside material storage ares where possible. Emphasis will continue to be placed on site inspections and timely implementation of proper storm water control measures.

Applying Best Practices to Florida Local Government Retrofit Programs

In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the 'current best practices.' A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012.

Assessing Local Governments’ Debt Financing Strategies

This dissertation assesses the importance of a specific debt instrument, the Certifi- cate of Obligation in the state of Texas. It conceptualizes the Certificate of Obligation as a type of contractual debt that enables local governments to finance their capital projects. This dissertation is guided by three research questions: (1) What are the various types of debt instruments employed by local governments and what are their relative advantages? (2) How prevalent is the use of a specific debt instrument such as Certificates of Obligation? And why would some local governments prefer to issue them while others do not? (3) To what extent does the local institutional environment, e.g., the executive authority of city managers in the council-manager form of government, affect debt financing behaviors of local governments? To examine the first research question, we created a typology to represent four ideal types of borrowing methods: (1) Contractual Debt, (2) Voter Approval/Special Tax Debt, (3) Guaranteed, and (4) Non-Guaranteed Debts. The typology examines whether or not the state mandates the referendum requirement for the use of each of these debt instruments, and at the same time determines whether each debt instrument is secured by multiple or single revenue sources. This volume presents the battery storage evaluation tool developed at Pacific Northwest National Laboratory (PNNL), which is used to evaluate benefits of battery storage for multiple grid applications, including energy arbitrage, balancing service, capacity value, distribution system equipment deferral, and outage mitigation. This tool is based on the optimal control strategies to capture multiple services from a single energy storage device. In this control strategy, at each hour, a look-ahead optimization is first formulated and solved to determine battery base operating point. Assessment of Offshore Wind Energy Leasing Areas for the BOEM Massachusetts Wind Energy Area

The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012. A primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

Assessment of the Revised 3410 Building Filtered Exhaust Stack Sampling Probe Location

In order to support the air emissions permit for the 3410 Building, Pacific Northwest National Laboratory performed a series of tests in the exhaust air discharge from the reconfigured 3410 Building Filtered Exhaust Stack. The objective was to determine whether the location of the air sampling probe for emissions monitoring meets the applicable regulatory criteria governing such effluent monitoring systems. In particular, the capability of the air sampling probe location to meet the acceptance criteria of ANSI/HPS N13.1-2011 , Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities was determined. The qualification criteria for these types of stacks address 1) uniformity of air velocity, 2) sufficiently small flow angle with respect to the axis of the duct, 3) uniformity of tracer gas concentration, and 4) uniformity of tracer particle concentration. Testing was performed to conform to the quality requirements of NQA-1-2000. Fan configurations tested included all fan combinations of any two fans at a time. Most of the tests were conducted at the normal flow rate, while a small subset of tests was performed at a slightly higher flow rate achieved with the laboratory hood sashes fully open.
