Process Knowledge Summary Report for Advanced Test Reactor Complex Contact-Handled Transuranic Waste Drum TRA010029

This Process Knowledge Summary Report summarizes information collected to satisfy the transportation and waste acceptance requirements for the transfer of one drum containing contact-handled transuranic (TRU) actinide standards generated by the Idaho National Laboratory at the Advanced Test Reactor (ATR) Complex to the Advanced Mixed Waste Treatment Project (AMWTP) for storage and subsequent shipment to the Waste Isolation Pilot Plant for final disposal. The drum (i.e., Integrated Waste Tracking System Bar Code Number TRA010029) is currently stored at the Materials and Fuels Complex. The information collected includes documentation that addresses the requirements for AMWTP and applicable sections of their Resource Conservation and Recovery Act permits for receipt and disposal of this TRU waste generated from ATR. This Process Knowledge Summary Report includes information regarding, but not limited to, the generation process, the physical form, radiological characteristics, and chemical contaminants of the TRU waste, prohibited items, and packaging configuration. This report, along with the referenced supporting documents, will create a defensible and auditable record for this TRU waste originating from ATR.

Characterization of Oxy-combustion Impacts in Existing Coal-fired Boilers

Reaction Engineering International (REI) managed a team of experts from University of Utah, Siemens Energy, Praxair, Vattenfall AB, Sandia National Laboratories, Brigham Young University (BYU) and Corrosion Management Ltd. to perform multi-scale experiments, coupled with mechanism development, process modeling and CFD modeling, for both applied and fundamental investigations. The primary objective of this program was to acquire data and develop tools to characterize and predict impacts of CO{sub 2} flue gas recycle and burner feed design on flame characteristics (burnout, NO{sub x}, SO{sub x}, mercury and fine particle emissions, heat transfer) and operational concerns (fouling, slagging and corrosion) inherent in the retrofit of existing coal-fired boilers for oxy-coal combustion. Experimental work was conducted at Sandia National Laboratories’ Entrained Flow Reactor, the University of Utah Industrial Combustion Research Facility, and Brigham Young University. Process modeling and computational fluid dynamics (CFD) modeling was performed at REI. Successful completion of the project objectives resulted in the following key deliverables: 1) Multi-scale test data from 0.1 kW bench-scale, 100 kW and 200 kW laboratory-scale, and 1 MW semi-industrial scale combustors that describe differences in flame characteristics, fouling, slagging and corrosion for coal combustion under air-firing and oxygen-firing conditions, including sensitivity to oxy-burner design and …

Fielding the magnetically applied pressure-shear technique on the Z accelerator (completion report for MRT 4519).

The recently developed Magnetically Applied Pressure-Shear (MAPS) experimental technique to measure material shear strength at high pressures on magneto-hydrodynamic (MHD) drive pulsed power platforms was fielded on August 16, 2013 on shot Z2544 utilizing hardware set A0283A. Several technical and engineering challenges were overcome in the process leading to the attempt to measure the dynamic strength of NNSA Ta at 50 GPa. The MAPS technique relies on the ability to apply an external magnetic field properly aligned and time correlated with the MHD pulse. The load design had to be modified to accommodate the external field coils and additional support was required to manage stresses from the pulsed magnets. Further, this represents the first time transverse velocity interferometry has been applied to diagnose a shot at Z. All subsystems performed well with only minor issues related to the new feed design which can be easily addressed by modifying the current pulse shape. Despite the success of each new component, the experiment failed to measure strength in the samples due to spallation failure, most likely in the diamond anvils. Advanced CO{sub 2} Capture Technology for Low Rank Coal IGCC System

The overall objective of the project is to demonstrate the technical and economic viability of a new Integrated Gasification Combined Cycle (IGCC) power plant designed to efficiently process low rank coals. The plant uses an integrated CO{sub 2} scrubber/Water Gas Shift (WGS) catalyst to capture over90 percent capture of the CO{sub 2} emissions, while providing a significantly lower cost of electricity (COE) than a similar plant with conventional cold gas cleanup system based on SelexolTM technology and 90 percent carbon capture. The Underground Test Area (UGTA) Corrective Action Unit (CAU) 97, Yucca Flat/Climax Mine, in the northeast part of the Nevada National Security Site (NNSS) requires environmental corrective action activities to assess contamination resulting from underground nuclear testing. These activities are necessary to comply with the UGTA corrective action strategy (referred to as the UGTA strategy). The corrective action investigation phase of the UGTA strategy requires the development of groundwater flow and contaminant transport models whose purpose is to identify the lateral and vertical extent of contaminant migration over the next 1,000 years. In particular, the goal is to calculate the contaminant boundary, which is defined as a probabilistic model-forecast perimeter and a lower hydrostratigraphic unit (HSU) boundary that delineate the possible extent of radionuclide-contaminated groundwater from underground nuclear testing. Because of structural uncertainty in the contaminant boundary, a range of potential contaminant boundaries was forecast, resulting in an ensemble of contaminant boundaries. The contaminant boundary extent is determined by the volume of groundwater that has at least a 5 percent chance of exceeding the radiological standards of the Safe Drinking Water Act (SDWA) (CFR, 2012).

Commercial Building Partnerships Replication and Diffusion

This study presents findings from survey and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered directly with 12 organizations on new and retrofit construction projects, which represented approximately 28 percent of the entire U.S. Department of Energy (DOE) CBP program. Through a feedback survey mechanism, along with personal interviews, PNNL gathered quantitative and qualitative data relating to replication efforts by each organization. These data were analyzed to provide insight into two primary research areas: 1) CBP partners’ replication efforts of technologies and approaches used in the CBP project to the rest of the organization’s building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP program. The first area of this research focused specifically on replication efforts underway or planned by each CBP program participant. Factors that impact replication include motivation, organizational structure and objectives firms have for implementation of energy efficient technologies. Comparing these factors between different CBP partners revealed patterns in motivation for constructing energy efficient buildings, along with better insight into market trends for green building …

Wetland Water Cooling Partnership: The Use of Constructed Wetlands to Enhance Thermoelectric Power Plant Cooling and Mitigate the Demand of Surface Water Use

Through the Phase I study segment of contract #DE-NT0006644 with the U.S. Department of Energy’s National Energy Technology Laboratory, Applied Ecological Services, Inc. and Sterling Energy Services, LLC (the AES/SES Team) explored the use of constructed wetlands to help address stresses on surface water and groundwater resources from thermoelectric power plant cooling and makeup water requirements. The project objectives were crafted to explore and develop implementable water conservation and cooling strategies using constructed wetlands (not existing, naturally occurring wetlands), with the goal of determining if this strategy has the potential to reduce surface water and groundwater withdrawals of thermoelectric power plants throughout the country. Our team’s exploratory work has documented what appears to be a significant and practical potential for augmenting power plant cooling water resources for makeup supply at many, but not all, thermoelectric power plant sites. The intent is to help alleviate stress on existing surface water and groundwater resources through harvesting, storing, polishing and beneficially re-using critical water resources. Through literature review, development of conceptual created wetland plans, and STELLA-based modeling, the AES/SES team has developed heat and water balances for conventional thermoelectric power plants to evaluate wetland size requirements, water use, and comparative cooling technology costs. …

Analysis of Illinois Home Performance with ENERGY STAR(R) Measure Packages

Through the Chicagoland Single Family Housing Characterization and Retrofit Prioritization report, the Partnership for Advanced Residential Retrofit characterized 15 housing types in the Chicagoland region based on assessor data, utility billing history, and available data from prior energy efficiency programs. Within these 15 groups, a subset showed the greatest opportunity for energy savings based on BEopt Version 1.1 modeling of potential energy efficiency package options and the percent of the housing stock represented by each group. In this project, collected field data from a whole-home program in Illinois are utilized to compare marketplace-installed measures to the energy saving optimal packages previously developed for the 15 housing types. Housing type, conditions, energy efficiency measures installed, and retrofit cost information were collected from 19 homes that participated in the Illinois Home Performance with ENERGY STAR program in 2012, representing eight of the characterized housing groups. Two were selected for further case study analysis to provide an illustration of the differences between optimal and actually installed measures. Taken together, these homes are representative of 34.8% of the Chicagoland residential building stock. In one instance, actual installed measures closely matched optimal recommended measures.

Effects of volatile coatings on the morphology and optical detection of combustion-generated black carbon particles.

We have measured time-resolved laser-induced incandescence (LII) from combustion-generated mature soot extracted from a burner and (1) coated with oleic acid or (2) coated with oleic acid and then thermally denuded using a thermodenuder. The soot samples were size selected using a differential mobility analyser and characterized with a scanning mobility particle sizer, centrifugal particle mass analyser, and transmission electron microscope. The results demonstrate a strong influence of coatings particle morphology and on the magnitude and temporal evolution of the LII signal. For coated particles higher laser fluences are required to reach LII signal levels comparable to those of uncoated particles. This effect is predominantly attributable to the additional energy needed to vaporize the coating while heating the particle. LII signals are higher and signal decay rates are significantly slower for thermally denuded particles relative to coated or uncoated particles, particularly at low and intermediate laser fluences.

Tank 40 Final Sludge Batch 8 Chemical Characterization Results

A sample of Sludge Batch 8 (SB8) was pulled from Tank 40 in order to obtain radionuclide inventory analyses necessary for compliance with the Waste Acceptance Product Specifications (WAPS). The SB8 WAPS sample was also analyzed for chemical composition, including noble metals, and fissile constituents, and these results are reported here. These analyses along with the WAPS radionuclide analyses will help define the composition of the sludge in Tank 40 that is currently being fed to the Defense Waste Processing Facility (DWPF) as SB8. At SRNL, the 3-L Tank 40 SB8 sample was transferred from the shipping container into a 4-L high density polyethylene bottle and solids were allowed to settle. Supernate was then siphoned off and circulated through the shipping container to complete the transfer of the sample. Following thorough mixing of the 3-L sample, a 553 g sub-sample was removed. This sub-sample was then utilized for all subsequent slurry sample preparations. Eight separate aliquots of the slurry were digested, four with HNO{sub 3}/HCl (aqua regia) in sealed Teflon(r) vessels and four with NaOH/Na{sub 2}O{sub 2} (alkali or peroxide fusion) using Zr crucibles. This document contains the Integrated Assessment Plan (IAP) for the Phase 2 Operational Demonstration (OD) of the Smart Power Infrastructure Demonstration for Energy Reliability (SPIDERS) Joint Capability Technology Demonstration (JCTD) project. SPIDERS will be conducted over a three year period with Phase 2 being conducted at Fort Carson, Colorado. This document includes the Operational Demonstration Execution Plan (ODEP) and the Operational Assessment Execution Plan (OAEP), as approved by the Operational Manager (OM) and the Integrated Management Team (IMT). The ODEP describes the process by which the OD is conducted and the OAEP describes the process by which the data collected from the OD is processed. The execution of the OD, in accordance with the ODEP and the subsequent execution of the OAEP, will generate the necessary data for the Quick Look Report (QLR) and the Utility Assessment Report (UAR). These reports will assess the ability of the SPIDERS JCTD to meet the four critical requirements listed in the Implementation Directive (ID).
