Expanded Content Envelope For The Model 9977 Packaging

An Addendum was written to the Model 9977 Safety Analysis Report for Packaging adding a new content consisting of DOE-STD-3013 stabilized plutonium dioxide materials to the authorized Model 9977 contents. The new Plutonium Oxide Content (PuO{sub 2}) Envelope will support the Department of Energy shipment of materials between Los Alamos National Laboratory and Savannah River Site facilities. The new content extended the current content envelope boundaries for radioactive material mass and for decay heat load and required a revision to the 9977 Certificate of Compliance prior to shipment. The Addendum documented how the new contents/configurations do not compromise the safety basis presented in the 9977 SARP Revision 2. The changes from the certified package baseline and the changes to the package required to safely transport this material is discussed.

The CJ12 parton distributions (open access)

The CJ12 parton distributions

Three new sets of next-to-leading order parton distribution functions (PDFs) are presented, determined by global fits to a wide variety of data for hard scattering processes. The analysis includes target mass and higher twist corrections needed for the description of deep-inelastic scattering data at large x and low Q^2, and nuclear corrections for deuterium targets. The PDF sets correspond to three different models for the nuclear effects, and provide a more realistic uncertainty range for the d quark PDF compared with previous fits. Applications to weak boson production at colliders are also discussed.

Collaborative Research: ARM observations for the development and evaluation of models and parameterizations of cloudy boundary layers

This is a collaborative project with Dr. Ping Zhu at Florida International University. It was designed to address key issues regarding the treatment of boundary layer cloud processes in climate models with UM’s research focusing on the analyses of ARM cloud radar observations from MMCR and WACR and FIU’s research focusing on numerical simulations of boundary layer clouds. This project capitalized on recent advancements in the ARM Millimeter Cloud Radar (MMCR) processing and the development of the WACR (at the SGP) to provide high temporal and spatial resolution Doppler cloud radar measurements for characterizing in-cloud turbulence, large-eddy circulations, and high resolution cloud structures of direct relevance to high resolution numerical modeling studies. The principal focus of the observational component of this collaborative study during this funding period was on stratocumulus clouds over the SGP site and fair-weather cumuli over the Nauru site. The statistical descriptions of the vertical velocity structures in continental stratocumulus clouds and in the Nauru shallow cumuli that are part of this study represents the most comprehensive observations of the vertical velocities in boundary layer clouds to date and were done in collaboration with Drs. Virendra Ghate and Pavlos Kollias.

RAVEN: Dynamic Event Tree Approach Level III Milestone

Conventional Event-Tree (ET) based methodologies are extensively used as tools to perform reliability and safety assessment of complex and critical engineering systems. One of the disadvantages of these methods is that timing/sequencing of events and system dynamics are not explicitly accounted for in the analysis. In order to overcome these limitations several techniques, also know as Dynamic Probabilistic Risk Assessment (DPRA), have been developed. Monte-Carlo (MC) and Dynamic Event Tree (DET) are two of the most widely used D-PRA methodologies to perform safety assessment of Nuclear Power Plants (NPP). In the past two years, the Idaho National Laboratory (INL) has developed its own tool to perform Dynamic PRA: RAVEN (Reactor Analysis and Virtual control ENvironment). RAVEN has been designed to perform two main tasks: 1) control logic driver for the new Thermo-Hydraulic code RELAP-7 and 2) post-processing tool. In the first task, RAVEN acts as a deterministic controller in which the set of control logic laws (user defined) monitors the RELAP-7 simulation and controls the activation of specific systems. Moreover, the control logic infrastructure is used to model stochastic events, such as components failures, and perform uncertainty propagation. Representing the Understanding Charge Separation and Transfer at Interfaces in Energy Materials (EFRC:CST), this document is one of the entries in the Ten Hundred and One Word Challenge. As part of the challenge, the 46 Energy Frontier Research Centers were invited to represent their science in images, cartoons, photos, words and original paintings, but any descriptions or words could only use the 1000 most commonly used words in the English language, with the addition of one word important to each of the EFRCs and the mission of DOE energy. Understanding Charge Separation and Transfer at Interfaces in Energy Materials (EFRC:CST), is focused on advancing the understanding and design of nanostructured molecular materials for organic photovoltaic (OPV) and electrical energy storage (EES) applications.

ESTIMATING IMPURITIES IN SURPLUS PLUTONIUM FOR DISPOSITION

The United States holds at least 61.5 metric tons (MT) of plutonium that is permanently excess to use in nuclear weapons programs, including 47.2 MT of weapons-grade plutonium. Surplus inventories will be stored safely by the Department of Energy (DOE) and then transferred to facilities that will prepare the plutonium for permanent disposition. The Savannah River National Laboratory (SRNL) operates a Feed Characterization program for the Office of Fissile Materials Disposition of the National Nuclear Security Administration and the DOE Office of Environmental Management. Many of the items that require disposition are only partially characterized, and SRNL uses a variety of techniques to predict the isotopic and chemical properties that are important for processing through the Mixed Oxide Fuel Fabrication Facility and alternative disposition paths. Recent advances in laboratory tools, including Prompt Gamma Analysis and Peroxide Fusion treatment, provide data on the existing inventories that will enable disposition without additional, costly sampling and destructive analysis.

TRACKING SURPLUS PLUTONIUM FROM WEAPONS TO DISPOSITION

Supporting nuclear nonproliferation and global security principles, beginning in 1994 the United States has withdrawn more than 50 metric tons (MT) of government-controlled plutonium from potential use in nuclear weapons. The Department of Energy (DOE), including the National Nuclear Security Administration, established protocols for the tracking of this "excess" and "surplus" plutonium, and for reconciling the current storage and utilization of the plutonium to show that its management is consistent with the withdrawal policies. Programs are underway to ensure the safe and secure disposition of the materials that formed a major part of the weapons stockpile during the Cold War, and growing quantities have been disposed as waste, after which they are not included in traditional nuclear material control and accountability (NMC&A) data systems. A combination of resources is used to perform the reconciliations that form the basis for annual reporting to DOE, to U.S. Department of State, and to international partners including the International Atomic Energy Agency.

INDEPENDENT CONFIRMATORY SURVEY SUMMARY AND RESULTS FOR THE FORD NUCLEAR REACTOR, ANN ARBOR, MICHIGAN

At the NRC�s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM�s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM�s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGLW. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGLW values.
