A letter report issued by the Government Accountability Office with an abstract that begins "The 2013 Sustainable Ranges Report of the Department of Defense (DOD) met the annual statutory reporting requirements for the department to describe its progress in implementing its sustainable ranges plan and any additional actions taken or planned for addressing training constraints caused by limitations on the use of military lands, marine areas, or airspace. DOD's 2013 report provides updates to several elements of the plan that the act required it to include in its annual progress reports, including (1) proposals to enhance training range capabilities and address any shortfalls; (2) goals and milestones for tracking progress in the implementation of its sustainment plan; and (3) projected funding requirements for each of the military services to implement their planned actions. DOD reported that there were no significant changes in range capability or encroachment since 2012. It identified emerging challenges to training range sustainability, and reported on actions being taken to mitigate them. It used goals and milestones in its progress updates, and reported its projected funding requirements for implementing planned actions. Rental Housing Assistance: HUD Data on Self-Sufficiency Programs Should Be Improved

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Housing and Urban Development (HUD) funds five key grant programs that encourage resident self-sufficiency. In fiscal year 2011, HUD awarded $113 million to the Housing Choice Voucher Family Self-Sufficiency (FSS), Public Housing FSS, and Resident Opportunity and Self-Sufficiency Service Coordinators (ROSS SC) programs. Public housing agencies (PHA) with HOPE VI grants or designated as Moving to Work (MTW) agencies spent a portion of their funds on activities that encourage self-sufficiency, but the amounts MTW agencies spent are not known for the program as a whole. Additionally, data on resident participation in the five programs were limited. The number of families that participated in the FSS programs and ROSS SC cannot be reliably assessed due to missing start dates, end dates, and annual updates, and a lack of reporting guidance. HOPE VI data on residents' participation does not include information on the elderly or persons with disabilities. Programwide MTW data on participation generally were unavailable. Internal control standards for the federal government state that program managers need operational data to determine whether they are meeting goals for accountability (effective and efficient use of resources). …

Intellectual Property: Insights Gained from Efforts to Quantify the Effects of Counterfeit and Pirated Goods in the U.S. Economy

Testimony issued by the Government Accountability Office with an abstract that begins "In April 2010, GAO reported that intellectual property (IP) is an important component of the U.S. economy and IP-related industries contribute a significant percentage to the U.S. gross domestic product. IP-related industries also pay significantly higher wages than other industries and contribute to a higher standard of living in the United States. Ensuring the protection of IP rights encourages the introduction of innovative products and creative works to the public. According to experts and literature GAO reviewed, counterfeiting and piracy have produced a wide range of effects on consumers, industry, government, and the economy as a whole. The U.S. economy as a whole may grow more slowly because of reduced innovation and loss of trade revenue. To the extent that counterfeiting and piracy reduce investments in research and development, companies may hire fewer workers and may contribute less to U.S. economic growth, overall. Furthermore, as GAO reported in June 2012, private sector organizations have experienced data loss or theft, economic loss, computer intrusions, and privacy breaches. Axisymmetric Simulations of the ITER Vertical Stability Coil

The ITER in-vessel coil system includes Vertical Stability (VS) coils and Edge Localized Mode (ELM) coils. There are two large VS ring coils, one upper and one lower. Each has four turns which are independently connected. The VS coils are needed for successful operation of ITER for most all of its operating modes. The VS coils must be highly reliable and fault tolerant. The operating environment includes normal and disruption Lorentz forces. To parametrically address all these design conditions in a tractable analysis requires a simplified model. The VS coils are predominately axisymmetric, and this suggests that an axisymmetric model can be meaningfully used to address the variations in mechanical design, loading, material properties, and time dependency. The axisymmetric finite element analysis described in this paper includes simulations of the bolted frictional connections used for the mounting details. Radiation and elastic-plastic response are modeled particularly for the extreme faulted conditions. Thermal connectivity is varied to study the effects of partial thermal connection of the actively cooled conductor to the remaining structure.

Synthesis and Understanding of Novel Catalysts

The research took advantage of our capabilities to perform in-situ and operando Raman spectroscopy on complex systems along with our developing expertise in the synthesis of uniform, supported metal oxide materials to investigate relationships between the catalytically active oxide composition, atomic structure, and support and the corresponding chemical and catalytic properties. The project was organized into two efforts: 1) Synthesis of novel catalyst materials by atomic layer deposition (ALD). 2) Spectroscopic and chemical investigations of coke formation and catalyst deactivation. ALD synthesis was combined with conventional physical characterization, Raman spectroscopy, and probe molecule chemisorption to study the effect of supported metal oxide composition and atomic structure on acid-base and catalytic properties. Operando Raman spectroscopy studies of olefin polymerization leading to coke formation and catalyst deactivation clarified the mechanism of coke formation by acid catalysts.

The Department of Energy Office of Nuclear Safeguards and Security (NA-241) is supporting the project Coincidence Counting With Boron-Based Alternative Neutron Detection Technology at Pacific Northwest National Laboratory (PNNL) for the development of a 3He proportional counter alternative neutron coincidence counter. The goal of this project is to design, build and demonstrate a system based upon 10B-lined proportional tubes in a configuration typical for 3He-based coincidence counter applications. This report provides results from testing of the active mode of the General Electric Reuter-Stokes Alternative Boron-Based Uranium Neutron Coincidence Collar (ABUNCL) at Los Alamos National Laboratory using sources and fuel pins.

Comparison of Measurement And Modeling Of Current Profile Changes Due To Neutral Bean Ion Redistribution During TAE Avalanches in NSTX

Brief "avalanches" of toroidal Alfven eigenmodes (TAEs) are observed in NSTX plasmas with several different n numbers simultaneously present. These affect the neutral beam ion distribution as evidenced by a concurrent drop in the neutron rate and, sometimes, beam ion loss. Guiding center orbit modeling has shown that the modes can transiently render portions of the beam ion phase space stochastic. The resulting redistribution of beam ions can also create a broader beam-driven current profile and produce other changes in the beam ion distribution function

Upward-facing Lithium Flash Evaporator for NSTX-U

NSTX plasma performance has been significantly enhanced by lithium conditioning [1]. To date, the lower divertor and passive plates have been conditioned by downward facing lithium evaporators (LITER) as appropriate for lower null plasmas. The higher power operation expected from NSTX-U requires double null plasma operation in order to distribute the heat flux between the upper and lower divertors making it desirable to coat the upper divertor region with Li as well. An upward aiming LITER (U-LITER) is presently under development and will be inserted into NSTX-U using a horizontal probe drive located in a 6" upper midplane port. In the retracted position the evaporator will be loaded with up to 300 mg of Li granules utilizing one of the calibrated NSTX Li powder droppers[2]. The evaporator will then be inserted into the vessel in a location within the shadow of the RF limiters and will remain in the vessel during the discharge. About 10 seconds before a discharge, it will be rapidly heated and the lithium completely evaporated onto the upper divertor, thus avoiding the complication of a shutter that prevents evaporation during the shot when the diagnostic shutters are open. Physics Design of a 28 GHz Electron Heating System for the National Spherical Torus Experiment Upgrade

A megawatt-level, 28 GHz electron heating system is being designed to support non-inductive (NI) plasma current (I{sub p}) start-up and local heating and current drive (CD) in H-mode discharges in the National Spherical Torus Experiment Upgrade (NSTX-U). The development of fully NI I{sub p} start-up and ramp-up is an important goal of the NSTX-U research program. 28 GHz electron cyclotron (EC) heating is predicted to rapidly increase the central electron temperature (T{sub e}(0)) of low density NI plasmas generated by Coaxial Helicity Injection (CHI). The increased T{sub e}(0) will significantly reduce the Ip decay rate of CHI plasmas, allowing the coupling of fast wave heating and neutral beam injection. Also 28 GHz electron Bernstein wave (EBW) heating and CD can be used during the I{sub p} flat top in NSTX-U discharges when the plasma is overdense. Ray tracing and Fokker-Planck numerical simulation codes have been used to model EC and EBW heating and CD in NSTX-U. This paper presents a pre-conceptual design for the 28 GHz heating system and some of the results from the numerical simulations.

RESEARCH AND DEVELOPMENT ACTIVITIES AT SAVANNAH RIVER SITE'S H CANYON FACILITY

The Savannah River Site's (SRS) H Canyon Facility is the only large scale, heavily shielded, nuclear chemical separations plant still in operation in the U.S. The facility's operations historically recovered uranium-235 (U-235) and neptunium-237 (Np-237) from aluminum-clad, enriched-uranium fuel tubes from Site nuclear reactors and other domestic and foreign research reactors. Today the facility, in conjunction with HB Line, is working to provide the initial feed material to the Mixed Oxide Facility also located on SRS. Many additional campaigns are also in the planning process. Furthermore, the facility has started to integrate collaborative research and development (R&D) projects into its schedule. H Canyon can serve as the appropriate testing location for many technologies focused on monitoring the back end of the fuel cycle, due to the nature of the facility and continued operation. H Canyon, in collaboration with the Savannah River National Laboratory (SRNL), has been working with several groups in the DOE complex to conduct testing demonstrations of novel technologies at the facility. The purpose of conducting these demonstrations at H Canyon will be to demonstrate the capabilities of the emerging technologies in an operational environment. Development of a Process to Build Polyimide Insulated Magnets For Operation at 350C

An extensive R&D program has been conducted that has confirmed the feasibility of designing and fabricating copper alloy magnets that can successfully operate at temperatures as high as 350C. The process, originally developed for the possibility of manufacturing in-vessel resonant magnetic field perturbation (RMP) coils for JET, has been optimized for insulated magnet (and, potentially, other high temperature component) applications. One of the benefits of high temperature operation is that active cooling may no longer be required, greatly simplifying magnet/component design. These elevated temperatures are beyond the safe operating limits of conventional OFHC copper and the epoxies that bond and insulate the turns of typical magnets. This would necessitate the use an alternative copper alloy conductor such as C18150 (CuCrZr). Coil manufacture with polyimide is very similar to conventional epoxy bonded coils. Conductors would be dry wound then impregnated with polyimide of low enough viscosity to permit saturation, then cured; similar to the vacuum pressure impregnation process used for conventional epoxy bonded coils. Representative polyimide insulated coils were mechanically tested at both room temperature and 350C. Mechanical tests included turn-to-turn shear bond strength and overall polyimide adhesion strength, as well as the flexural strength of a 48-turn polyimide-bonded coil bundle. …
